The Social Security Administration is set to implement new rules to make it easier for beneficiaries to access certain benefits and increase the payments some may receive. The new changes affect Supplemental Security Income, or SSI, which provides more than 7 million Americans with monthly benefit checks. Those benefits are for seniors ages 65 and up, or adults and children who are disabled or blind, and who have little or no income or resources. “We already know that the benefit amounts that are available to people receiving SSI are incredibly low,” said Lydia Brown, director of public policy at the National Disability Institute. “They’re not as high as perhaps they could be to fully account for the needs that people have,” Brown said. The maximum federal monthly SSI benefit is currently $943 per eligible individual and $1,415 for an eligible individual and eligible spouse. The changes, which are slated to go into effect Sept. 30, are a “positive move in the right direction,” Brown said.
Updates to definition of public-assistance household
The agency on Thursday announced a new rule to expand the definition of a public-assistance household. Now, households that receive Supplemental Nutrition Assistance Program, or SNAP, payments and those where not all members receive public assistance will be included. With the change, more people may qualify for SSI, current beneficiaries may see higher payments and individuals who live in public-assistance households may have fewer reporting requirements, according to the Social Security Administration. The previous policy required all household members to receive public assistance. A public-assistance household will be defined as one with both an SSI applicant or beneficiary, as well as at least one other member who receives one or more forms of means-tested public income maintenance payments.

Other rule changes to help beneficiaries
The Social Security Administration is also working to address outdated practices through two other rules that are set to go into effect on Sept. 30. One change will expand the SSI rental subsidy policy to make it less likely that renting at a discounted rate or other rental assistance will affect a beneficiary’s SSI eligibility or monthly payment amount. That policy, which was already available in seven states, will apply nationally. Another change will make it so the SSA no longer counts food assistance toward support beneficiaries receive from other parties that may reduce their SSI benefit amounts.
The Social Security Administration keeps track of the resources SSI beneficiaries receive outside of their federal benefits, formally known as in-kind support and maintenance, or ISM. The purpose of ISM is to reduce SSI benefits if a recipient receives support from family and friends by treating that as unearned income, Milburn said.

As multiple work stoppages continued across the United States, Democratic Sen. John Fetterman of Pennsylvania on Thursday introduced legislation that would enable striking workers to qualify for federal food aid.
Called the Food Secure Strikers Act of 2023, Fetterman's bill would amend the Food and Nutrition Act of 2008 to ensure that striking workers aren't excluded from receiving Supplemental Nutrition Assistance Program (SNAP) benefits. In addition, the bill would preserve food stamp eligibility for public sector workers who are fired for striking and clarify that any income-eligible household is entitled to SNAP benefits even if a member of that household is on strike.
"Every union worker who is walking the picket line this summer needs to know that we have their back here in Washington," Fetterman said in a statement. "The union way of life is sacred. It's what built Pennsylvania and this nation. It is critical for us to protect workers' right to organize, and that includes making sure they and their families have the resources to support themselves while on strike."
"As chair of the Nutrition Subcommittee and an advocate for the union way of life, this bill is just plain common sense," he added. "I'm proud to introduce this bill that will eliminate the need for workers to choose between fighting for fair working conditions and putting food on the table for their families."
Workers typically forgo pay when they exercise their right to walk off the job in pursuit of higher wages and better conditions. Although union strike funds sometimes provide workers on the picket line with a stipend, it is less than their regular income.
Under existing law, striking workers and their households are ineligible to receive SNAP benefits unless they already qualified for food stamps prior to withholding their labor. This gives employers significant leverage over employees who can only endure economic hardship for so long. By repealing the current restriction on striking workers securing SNAP benefits, Fetterman's bill would help restore some balance to the struggle between capital and labor.

"It's good to see lawmakers attempting to correct the wrongs of the past by reinstating a benefit for striking workers that never should have been taken away in the first place," said International Brotherhood of Teamsters president Sean O'Brien. "Congress should never pass laws that punish American workers and hopefully this amendment is a repudiation of that practice."
O'Brien spent the past several weeks preparing 340,000 United Parcel Service (UPS) warehouse workers and delivery drivers for what would have been the second-largest work stoppage at a single employer in U.S. history, trailing only a 1970 strike of 400,000 General Motors workers. Although a UPS strike has likely been averted after the logistics giant and the Teamsters reached a tentative five-year contract agreement on Tuesday, Fetterman's proposal comes amid a nationwide wave of ongoing and potential labor actions.
"The United Auto Workers have mirrored the Teamsters' militant stance, blasting CEOs ahead of their own contract negotiations slated for later this year," The Intercept reported Thursday. "And the truckers union has staged trainings in dozens of cities for a strike that could shut down shipping from coast to coast. In California, meanwhile, thousands of hotel workers organized with Unite Here are already on strike, along with tens of thousands of Hollywood writers and actors belonging to the Writers Guild and SAG-AFTRA, respectively."
The walkout of 160,000 writers and actors, who are fighting for improved remuneration and attempting to safeguard unionized jobs threatened by artificial intelligence-induced automation, is perhaps the most well-known of the current strikes.
Earlier this month, an anonymous studio executive admitted to Deadline that "the endgame is to allow things to drag on until union members start losing their apartments and losing their houses," drawing widespread condemnation, including from star actor Ron Perlman.
The Food Secure Strikers Act is designed to counteract the delay tactics that bosses rely on to crush workers.
"Workers who make the difficult decision to go on strike are coming together to lift the standard of living and gain more respect for all working people," said Becky Pringle, president of the National Education Association (NEA). "They are prepared to make sacrifices—but going hungry should not be one of them. The Food Secure Strikers Act of 2023 will help ensure that when striking workers stand in solidarity for better working conditions and wages they can receive SNAP benefits so they don't put themselves and their families at risk."
The legislation is co-sponsored by Sen. Bernie Sanders (I-Vt.) and 10 Senate Democrats, including Sherrod Brown (Ohio), Elizabeth Warren (Mass.), and Ron Wyden (Ore.). A companion bill was unveiled in the House by Democratic Reps. Alma Adams (N.C.) and Greg Casar (Texas).
It is also endorsed by numerous unions and anti-hunger organizations, including the Teamsters, NEA, the United Food and Commercial Workers, the Communications Workers of America, the Food Research Action Center, and Hunger-Free America.
"We need to get rid of the anti-union provisions in our code that starve striking workers," said Casar. "We're seeing workers exercise their rights across the country by going on strike to demand better wages and working conditions. That's why our bill, the Food Secure Strikers Act, is more important now than ever. We need to stop starving strikers, and ensure all working families are able to make ends meet."

This is my aunt with my younger brother Ahmed, in his last year of school before university. My aunt's house was next door to ours, and she had been single for years. She was not married, and since we are a small family, I have no uncles, It was always my duty to check on my aunt and provide her with everything from food, drink, medicine, and everything else. We asked for 30 thousand as compensation, less than a little for what we lost in the war. Frankly, our homes cost half a million dollars, but I asked for 30 thousand so that I could bring my aunt and protect her soul from being killed and so that she could do that. Come to Egypt safely and give her food and drink while she is stuck in northern Gaza, but unfortunately I have only collected $500 so far.
These donations will go to my aunt, the old woman stranded in the northern Gaza Strip, to give her the opportunity to travel, protect her life from being killed, and secure her daily sustenance of food and nutrition. I ask everyone who can help, do not hesitate, because we really need help. Thank you all, and I hope you don't suffer as I do. We suffered, especially my weak aunt.

After The White House and Republicans in Congress reached a tentative agreement on the debt ceiling, House Speaker Kevin McCarthy went on Fox News Sunday to boast about making struggling Americans work in order to continue receiving food aid.
Although precise details have not been released, the deal will increase the maximum age at which adults must work in order to receive Supplemental Nutrition Assistance Program (SNAP) food stamps from age 50 to 54. There are exceptions, however, for veterans, unhoused individuals, and those with dependents. The deal also includes changes to Temporary Assistance for Needy Families (TANF) but those details have not been made public.
“We finally were able to cut spending. We’re the first Congress to vote for cutting spending year over year,” McCarthy boasted Sunday on Fox. “So, you cut that back. You fully fund the veterans. You fully fund defense. But you take that non-defense spending all the way back to 2022 levels. Now you get work requirements for TANF and SNAP. The Democrats said that was a red line.”
At another point in the interview, McCarthy claimed that “We’re going to get America working again,” and that the deal includes “work requirements to help people out of poverty into jobs.” At this, host Shannon Bream pushed back on McCarthy, arguing that the work requirements are not tough enough for the most extreme members of the GOP caucus.
"We're gonna get America working again … When Republicans had the Presidency, the Senate and the House, did they ever cut spending? No, they increased it."

“The White House, that’s an area where they’re celebrating,” Bream said of the work requirements. “They say there are no changes to Medicaid. You referenced SNAP and TANF. So basically, SNAP includes an expansion for veterans and people who are homeless. So there’s an expansion there to some extent… and the changes that you did get will lift the age and the requirements and those kinds of things, but they sunset. So they don’t last for very long.”
It should be noted, though, that the vast majority of Americans are working. Unemployment remains extremely low at 3.4% as of this April.
McCarthy also bragged about cutting funding to the Centers for Disease Control and Prevention (CDC). “This is the largest recision in American history,” McCarthy said. “You can add up all the recisions from all the other Congresses. This is greater. And what are we pulling back? CDC’s Global Health Fund. So no longer are we sending $400 million of American taxpayers’ money to China.”

According to the CDC, the Global Health Fund supports HIV/AIDS prevention and care, immunizations, and global disease detection and emergency response. On the heels of a global pandemic, cutting this funding seems dangerous, but after seeing their response to COVID, it’s not surprising that Republicans in Congress don’t take global health seriously.

Returning to the topic of work requirements, McCarthy said, “At the end of the day, it saves more money, ’cause what does a work requirement do? It’s only on able-bodied people with no dependents. Instead of borrowing money from China to pay somebody to sit on the couch, we now give them the process to go get a job. Every study has shown when you do that, it puts people to work. And when they work, what happens? More people are paying into social security and Medicare.”
Sure, it may “save” some money in food aid, but at what cost?

It’s time to fund the government—especially WIC!

Now that Congress has a Speaker they must reach a comprehensive, bipartisan agreement to fund the Government, which is critical for a number of bipartisan priorities – including child care, nutrition assistance, public health, research and development, and national security. The Biden Administration also recently communicated with Congress about critical funding needs for the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC), the Student Aid Administration, and the Social Security Administration to prevent harmful impacts on women and children, students, seniors and individuals with disabilities in the coming year, and I expect Congress to address these needs as well. We also need funding for the Disaster Relief Fund to enable FEMA to continue supporting critical response efforts and recovery projects in communities across the country. Thanks.
