Yeah. ~Means Testing~ is almost always a stealth way to kill these programs, which is why Conservatives --who HATE social support programs, openly campaign on getting rid of them, and fight to make them worse and inaccessible when they DO exist-- are so often the ppl who SUGGEST means testing.
