Red Hood, as a general rule, doesn’t usually interfere with petty robberies as they don’t go against his rules. The only exception is if he has a strong feeling things are going to escalate (or if it’s a particularly slow night but what’s it to you?). Usually this’ll go one of two ways. Either

A) they run off (most common)

Or B) he drags the offending parties off by the scruff and shove some packets on them for places to go for help with money issues
