Headcanon post-second movie.
As Robotnik was gaining weight, his old clothes eventually didn't fit him anymore. So Stone, by contacts and/or blackmail or even making it himself from scratch, made for Robotnik a whole new, tailored wardrobe.
Then, with or without the doctor's permission, Stone fixed up the old clothes so it fits himself and just- They're Stone's clothes now.
Man took Robotnik's whole old wardrobe for himself and I don't know what that might say about his mental state.
