We have a returning citizen in Mount Phoenix:
           Eloise Dupont, a 25 year old daughter of Bastet.            She is a shelter volunteer at Stop&Paws.
FC NAME/GROUP:  Cheng Xiao  CHARACTER NAME: Eloise Dupont AGE/DATE OF BIRTH: July 15, 1998 ; 25 PLACE OF BIRTH:  Paris, France OCCUPATION: Shelter Volunteer at Stop&Paws HEIGHT: 166 cm (5’6″) WEIGHT: 51.2 kg (112 lbs) DEFINING FEATURES: Eloise's feline features are the most striking. She models the features of ragdoll cats with fluffy fur on the ears on top of her head and her long tail. While her fur and hair are naturally colored white and grey, she dyes the fur of match her often changing hair color. Eloise has sharpened nails that mirror claws, but she keeps them manicured and painted. 
PERSONALITY: Spoiled by her rich madame, Eloise never struggled a day in her life. Used to all of the finest clothes and fashion, she does not understand budgeting or the life of those less unfortunately. She spends whatever she wants, and she has been privilege to never be told 'no.' Purely naive to the struggles of the world, Eloise's high taste and pricey lifestyle does not go unnoticed, and with the large inheritance gained from Madame Dupont's death, Eloise has the world at her fingertips. Despite this, the feline finds herself too often bored, whether it is in conversation with strangers or after sitting so idly around her home. Too often, in hopes to feel that boring void, the demigoddess allows her curiosity to get the best of her, making her a bit unpredictable and reckless. 
Eloise is used to being the center of attention, having grown with a madame and tutors who though of her as the world. While she expects attention, she determines unapologetically who she is willing to give her.. First impressions matter to her, and it can make or break a relationship. She softens and becomes affectionate for those she does like. However, Eloise is unforgiving to those she does not like, and her attitude and sass can can get her into trouble. 
HISTORY: Eloise was left as a baby to her father, much to his dismay. Her feline features stood out too much to hide, and unable to cope with tending to her, he sold his daughter off to a trader as a toddler, knowing her could fetch a good rate. The human kitten found herself on auction, too young to understand her situation. She would be one the trader’s most expensive sales as many different patrons came around the world for the chance to view the ware.
Madame Dupont found herself in love immediately with the child, and she easily outbid the others in the audience. Despite the circumstances of their union, Madame Dupont would immediately spring into a motherly role with Eloise. From the best clothes to foods, Eloise grew up as the daughter of a lonely, wealthy woman. The feline was spoiled with all of her mother’s riches. She received tutoring from wise private instructors. However, despite having everything, she had to maintain adhere to one rule: to never leave their home without permission. 
Eloise functioned to her responsibilities, behaving well in order to receive all her affection and gifts. She loved Madame Dupont as her mother, but as she reached her late teens, the old woman met the end of her life, naturally and purely due to that old age. With that passing, the sad feline found herself lost and without a clue on how to survive on her own, only left with the riches of the Madame. Her family servants took care of Eloise enough to where she could function through both her mourning and with skills she never learned.
Without a clue of where to go, the demigoddess would stumble upon the reality of her past and the talks of a place named Mount Phoenix. She hoped the island would give her a chance to understand this new information she found.
PANTHEON: Egyptian CHILD OF: Bastet POWERS: Eloise is very agile with the dexterity and speed to match her feline counterparts. She has an enhanced sense of smell, hearing and sight. Often, this causes her to be delicate to certain smells and at times sensitive to certain lights. Due to her heritage, she has feline features, such as: cat ears, sharpened nails, and a tail. Eloise cannot hide her feline features, nor does she care to.  STRENGTHS: Strong fashion sense, Intelligent, Confident WEAKNESSES: Self-absorbed, Easily Bored, High Maintenance

His Old Tribulations, Our Current Struggle: Remembering Garner in the Current Call to Reform Cannabis Laws

Recently, on April 7th, Virginia’s legislature passed a bill legalizing the possession of small amounts of marijuana, making it the 16th state to do so. Under Virginia’s law, adults can possess an ounce or less of marijuana beginning July 1. Several weeks before, New York passed the Marijuana Regulation and Taxation Act, legalizing the recreational use of marijuana in the state. New York’s legislation also expunges the records of people convicted on marijuana-related charges that are no longer criminalized. These two drug-policy reforms concerning marijuana are a few of the many looking to respond to the disproportionate and often tragic impact previous legislation has had on communities of color.
For Erroll Garner, the drug policies regarding marijuana and the enforcement of those laws affected him personally and professionally. On January 26, 1946, Garner was arrested in Los Angeles and charged with violating section 11500 of the California Health and Safety Code—a felony at the time. The State accused Garner of possessing “flowering tops and leaves of Indian Hemp (Cannabis Sativa)” and set bail at $500. According to dollartimes.com, adjusted for inflation, $500 in 1946 is equal to $7,156 in 2021. An excessive amount, it seems, for the non-violent crime he was accused of committing. Nevertheless, on April 10, 1946, Garner pled guilty to the charge and was sentenced to 90 days in the county jail. This incident would mark Garner as a felon and a “dope addict,” in the problematic wording of the language that circulated in press accounts. The distinction would continue to cast its shadow and haunt the pianist for at least another decade, if not the rest of his life.

Six years later, after a performance at Mack’s Tavern in Atlantic City on September 12, 1952, the pianist was again arrested and brought up on charges surrounding a marijuana-related drug bust. According to The Baltimore Afro-American, Garner was held “for failure to register as a convicted addict under the state’s narcotics registration law and not for being an actual user of narcotics.”[1] The conviction referred to by New Jersey law-enforcement authorities was based on Garner’s 1946 Los Angeles arrest, which he reportedly informed authorities of at the time. Interestingly, Garner, convicted of possessing marijuana in the initial Los Angeles case, was now branded a “dope addict” in press coverage revolving around the Atlantic City incident.

The headline on the front page of September 13, 1952, Pittsburgh Courier read: “ARREST ERROLL GARNER FOR DOPE.” The subhead for the article noted that Garner was “Part of Big-Time Roundup.” The lede stated:
ATLANTIC CITY – Erroll Garner, Pittsburgh’s significant gift to jazz and dexterous piano-playing, was nabbed here in a post-Labor Day roundup of alleged dope addicts and suspects.”[2]

The Courier also reported that forty-one other suspects were also arrested. One of those arrested included Garner’s roommate and valet, Frank (Tons) Randolph, who was accused of “being a dope peddler.” The Afro-American reported Randolph “was placed under $25,000 bail after two witnesses testified in Municipal Court on Monday that they bought marihuana in $10 and $20 lots from him.” According to dollartimes.com, adjusted for inflation, $25,000 in 1952 is equal to $245,730 in 2021. From the reports, it does not appear that authorities found any weed on Garner or Randolph. Nevertheless, it seems the testimony was enough to warrant the arrests.
It is also interesting to note that the Courier report hinted at a possible ulterior motive for the arrest.  Perhaps stemming from the practice of racial profiling of Black men driving nice cars, the paper reported, “police are alleged to have stated that Garner has been driving around Atlantic City in a 1952 Cadillac and a woman, described by some as his wife has been driving a Chrysler.”
In a follow-up story on September 20, The Afro-American interviewed Garner about the arrest. The headline read: “GARNER SHRUGS OFF DOPE COUNT ARREST: ‘Just One Of Those Things,’ Pianist Says of Shore Incident.”[3] Garner discusses the Los Angeles case in the piece, affirming his conviction (saying it took place in 1943) and stating he was “sentenced to 45 days to an honor farm.” Garner elaborated:
“It was all a ‘frame.’ I was turned in by a fellow whose job I took in a night club in which I was playing. The guy was salty and squealed. But I am not complaining because it did happen. At the time, I was a youngster and went around with a bunch of wild guys.”

As for the Atlantic City incident, Garner was quoted as saying he “was through with that kind of stuff now” and had “too much to lose.” However, he was critical of the publicity, stating, “the only thing is that I was the least involved and got most of the publicity. This is one time that I wished I was digging ditches.”
Almost a month after the Atlantic City arrest, on October 11, 1952, The Afro-American reported that Garner was fined $50 for failure to register as a dope addict.[4] The case was thereafter dismissed, and Garner “filed the necessary registration forms in compliance with the local ordinance. According to the paper, the incident had left Garner feeling “disturbed” and “embarrassed.” Garner was forced to cancel several weeks of bookings “in order to permit him to rest” because he was “suffering from nervous exhaustion.” As for Randolph and the others arrested that night, my limited search came up empty as to how they fared.
On Jan.17, 1953, the Courier reported that a case involving Garner’s arrest in St. Louis on New Year’s Eve was tossed. Garner was charged with possession of narcotics.[5] The paper said, “Garner’s case was thrown out of court because the officers did not have a warrant when the arrest was made.” Garner’s attorney, however, clarified that the basis of the arrest was “a crank telephoned St. Louis police that the pianist had carried narcotics from New York to St. Louis in his automobile. It was revealed that Garner had arrived in this city by plane.”
For Pittsburgh-born Garner, professional success could not shield him from the insatiable appetite to punish that has driven much of the nation’s drug policies for decades. Major players in the formation of these early policies are uniquely linked to Garner geographically. Harry J. Anslinger, who served as the first commissioner of the U.S. Treasury Department’s Federal Bureau of Narcotics, was an Altoona, PA native. Pittsburgh’s-own Andrew Mellon, the uncle of Anslinger’s wife, appointed him to the post. Mellon, at the time of Anslinger’s appointment, was the Treasury Secretary.
According to The Economist:
“The drafters of the Harrison Act of 1914, the first federal ban on non-medical narcotics, played on fears of ‘drug-crazed, sex-mad negroes.’ And the 1930s campaign against marijuana was coloured by the fact that Harry Anslinger, the first drug tsar, was appointed by Andrew Mellon, his wife’s uncle. Mellon, the Treasury Secretary, was banker to DuPont, and sales of hemp threatened that firm’s efforts to build a market for synthetic fibers. Spreading scare stories about cannabis was a way to give hemp a bad name. Moral outrage is always more effective if backed by a few vested interests.”[6]
According to law professor Michael Vitello, “while the Harrison Act did not include a prohibition against marijuana, its framework would become the model for Congress’s first efforts to criminalize marijuana.”[7]

Driven by stereotypes, some framers of early U.S. drug policies linked the usage of both marijuana and cocaine to marginalized communities and racialized “fringe groups like pimps, prostitutes, and day laborers” and “uppity Southern blacks and race-mixing drug parties.”[8]  Concerning Anslinger’s beliefs, Vitello states:
“Finding racist quotations attributed to Anslinger is easy and a reminder of how ingrained racist language was in this country. Here are a few choice quotations: “Reefer makes darkies think they’re as good as white men”; “Marihuana influences Negroes to look at white people in the eye, step on white men’s shadows and look at a white woman twice”; and “There are 100,000 total marijuana smokers in the U.S., and most are Negroes, Hispanics, Filipinos and entertainers. Their Satanic music, jazz and swing result from marijuana use. This marijuana causes white women to seek sexual relations with Negroes, entertainers and any others.”[9]
These antiquated and racist beliefs would vibrantly pulsate through the heart of drug laws for generations. Unfortunately, Garner’s experience was not isolated or rare. For Garner, the arrests and court cases must have been taxing. His experience speaks for many people caught up in the web of draconian drug laws pervading the justice system. The growing frustration has led to calls for change.
As previously mentioned, recent efforts have yielded changes to drug policy concerning marijuana across the United States. To date, sixteen states, two territories, and the District of Columbia have legalized small amounts of marijuana for adult recreational use. Twenty-seven states have decriminalized weed, meaning, “small, personal-consumption amounts are a civil or local infraction, not a state crime (or are a lowest misdemeanor with no possibility of jail time).”[10] However, more needs to be done to undo the gross injustice that lopsided enforcement has produced. It is a flawed system of policies and laws that impacted Garner then and thousands today. We must resolve the discordant tones struck by the framers of foundational drug war policies, the effects of which still resonate and impact civil society today.

“City Items,” Montreal Daily Witness, July 12, 1871. Page 03. --- Mary Ann Sullivan, a girl of only 10 years of age, who recently escaped from the Reformatory, was arrested yesterday by Constables Armor and Martel, and to-day was sent back to the Reformatory.
Escaped. - Yesterday a boy named Louis Vian, aged 15 years, was arrested by the detectives on suspicion of being concerned in the Gault outrage. The circumstantial evidence against him was very strong, and a handkerchief which belonged to Mr. Gault was also found in his possession. After his arrest, he was put in the cell along with other prisoners to await examination at the Police Court to-day. During the night, however, Master Louis Vian managed to effect his escape by, it is believed, crawling through the ventilator in the cell door. The aperture in question is less than nine inches square, and Vian must have been very dexterous in getting through and afterwards clearing off from the building without being noticed. Three or four persons previously arrested on suspicion of being concerned in the Gault outrage, were to-day shown to Mr. Gault, but the latter failed to recognize any of them, and they were sent to jail as vagrants.
Attempted Imposition By A Carter. - Until cabmen are peremptorily and severly dealt with, their daily tricks and impositions on the public will never be put down. Charles Lapointe, 21, carter, who resides in Craig street, was charged at the Recorder’s Coourt to-day with refusing hire. It appears that on Tuesday morning Mr. Treasurer Black came off the Quebec boat and prisoner was one of several cabmen who solicited hire. Mr. Black hired Lapointe, who on second thoughts wanted to know where he was going, and if to a fire, and finally, with an oath, refused to drive him. Chief Penton gave Lapointe anything but a good character, and His Honor said that this system of carters bullying people and levying black mail must be stopped; and every case proven would be severely punished. Lapointe was fined $8 or one month in jail.
Loafing Vagrants. - At present there seems to be an unusually large number of loafing vagrants about the city. Louis Deschamp, 35, alias Leon Richer, laborer, from St. Urbain street; Michel Dubois, 34, laborer, St. Dominique street; Xavier Beauvais, 27, carter, carter, Papineau Road, and a disreputable woman named Adeline Lefebvre, 29, were arrested at 5 o’clock this morning by sub-Constables McCormicck and Depatie, who had watched the gang for some two hours previous, when they were in a field off Sherbrooke street. At the Recorder’s Court to-day, it was stated that the prisoners are strongly suspected of being concerned in some recent robberies, and His Honor committed them each for two months; also Joseph Dupont, 20, vagrant, from Campeau street, against whom the detectives are working up a case of burglary.
Sarah Alcock, 44, an old vagrant, Mary Ann Lanigan, 29, and Elizabeth Dunn, 29, both found loitering on Champs de Mars, were each committed for a month; also Mary Ann McDonnell, 45, and Ann Meaney, 23, who were found in a drunken disgraceful state on Logan’s Farm. His Honor said that a law would soon be in force, by which vagrants for second offence may be committed for two years.
Alphonese Labreque, 24, laborer, and who, the police stated, was the ‘fancy man’ of the keeper of a brothel, was arrested along with Joseph St. Jean, 27, stone-cutter, loitering with a prostitute, and they were each fined $2.50 or 15 days in jail.
POLICE COURT - WEDNESDAY. - A woman who was arrested on a charge of breaking a pane of glass in the door of E. Costello, was discharged for lack of evidence.
Edmund Fegan 62, a vagrant from Common street, was arrested for stealing coal on the wharf and was committed as a vagrant for two months,
Eliza O’Brien, wife of James Mourney, of Colborne Avenue, was charged with using insulting language to Catherine Mullins, wife of James Mourney, Jr., and was fined $10.75, including costs, or fifteen days in all.
Damase Piebe, shoemaker for assaulting Augustin Guibord, was fine $7 including costs or 15 days.
George Clarke, Fil, alias Williamson, alias Henderson, charged with stealing four billiard balls belonging to Mr. Chadwick, St. James street, was remanded for examination. The balls were found in his possession, but Clarke says he brought them with him from the United States early in June last.
RECORDER’S COURT - Wednesday - This morning the sheet contained fifty cases, and nearly one-third of those were persons arrested in connection with a house of ill-fame in St. Elizabeth street, where the police made a raid last night. With such a programme before the Court it was no wonder that the place was thronged by those peculiar and miscellaneous personages, the largest proportion of whom are of a vicious character, who watch the rise and fall of the criminal barometer with an interest that is whetted and increasing in proportion as the details are disgusting. Frederic Lafontaine, 32, agent, or manager of the Toronto House and Edward Rheaume, 24, shoemaker, who got quarrelling and attempted to fight at the door of the above tavern, were each fined $2.50 or 15 days in jail.
Fabien Beaudouin, 22, carter, drunk in Notre Dame street; Daniel Murphy, 40, agent from Quebec, drunk in St. Paul street; François Ganthier, 48, blacksmith, drunk in Panet street; Michael MccGeary, 36, laborer, drunk, in Commissioner street; J. Bte. Deslauriers, 52, laborer, drunk in St Paul street; J. Bte. Braurmter, 58, laborer, drunk in Perthius street; Jos. Power, 19, laborer, drunk in Manufacturer street, and Daniel Gibson, 34, a respectably dressed man, drunk in Cahboulez Square Fire Station, also a woman, were each fined in small sums for being drunk; while Richard McDonnell, 27, baker, drunk in the city cars, was fine $2 or 15 days.
George McNeil, 32, shoemaker, and George McNulty, 55, laborer, both drunk in Lacroi street, and insulting people, were each fined $2.50 or 15 days.
Joseph Howie, 26, shoemaker, was fined $5 or 30 days, for loitering in Campean street with a prostitute, named Adeline Lefebvre, 39, who was committed for a month.
Thomas Cleary, 29, mechanic, residing in Dorchester street, got drunk last night, and was smashing the furniture and threatened to throw his wife out of the window. As the wife failed to appear, Cleary was let off with a fine of $2.50 or 15 days in jail.

FC NAME/GROUP:  Cheng Xiao ; Cosmic Girls CHARACTER NAME: Eloise Dupont AGE/DATE OF BIRTH: July 15, 1998 ; 23 PLACE OF BIRTH:  Paris, France OCCUPATION: Sales Associate for BÖLJANDE HEIGHT: 166 cm (5’6″) WEIGHT: 51.2 kg (112 lbs) DEFINING FEATURES: Grey ears and long fluffy grey tail mirroring a ragdoll cat.
PERSONALITY: Eloise is a glamorous girl, flashing her expensive clothes and accessories. She always as the newest gear, and she is very spoiled in her materialism. She cannot remember a time where she ever struggled for money, so she does not understand budgeting and thrift shopping. Her high taste and elitism come from her childhood, and while it may annoy many people, it is purely accidental and due to naivety of the situation of most people.
Despite her erratic spending and the expectations that come with that, she is a very sweet and caring female whose curiosity tends to get her in trouble. Eloise is used to being the center of attention, and she demands the affection of other. She is rather impulsive, and if she is left alone with nothing to do, she grows rather dramatically bored.
HISTORY: Eloise was left as a baby to her father, much to his dismay. Her feline features stood out too much to hide, and unable to cope with tending to her, he sold his daughter off to a trader as a toddler. The human kitten found herself on auction, too young to understand her situation. She would be one the trader’s most expensive sales as many different patrons came around the world for the chance to view the ware.
Madame Dupont found herself in love immediately with the child, and she easily outbid the others in the audience. Despite the circumstances of their union, Madame Dupont would immediately spring into a motherly role with Eloise. From the best clothes to foods, Eloise grew up as the daughter of a lonely, wealthy woman. The feline was spoiled with all of her mother’s riches. She received tutoring from wise private instructors. Eloise lived with one rule: to never leave their home without permission. Madame Dupont feared losing Eloise at the sight of the unmistakable modifications to her body.
Eloise functioned to her responsibilities, behaving well in order to receive all her affection and gifts. She loved Madame Dupont as her mother, but as she reached her late teens, the old woman met the end of her life, naturally and purely due to that old age. With that passing, the sad feline found herself lost and without a clue on how to survive on her own, only left with the riches of the Madame. Her family servants took care of Eloise enough to where she could function through both her mourning and with skills she never learned.
Without a clue of where to go, the demigoddess would stumble upon the reality of her past and the talks of a place named Mount Phoenix. She hoped the island would give her a chance to understand this new information she found.

Your toothbrush is one of the most important tools you have in your home to keep your pearly whites healthy and beautiful. Toothbrushes Throughout the Ages
– Ancient Egyptians invented the first toothbrushes (or chew sticks) around 3000 B.C., from frayed ends of wooden twigs. – Ancient Greeks and Romans used toothpicks, and the Greeks also used rough cloths. – Ancient Chinese made proto-toothbrushes by attaching rough hog bristles to bamboo or bone, and in the Middle Ages, travelers brought these to Europe. – Late 18th century Englishman William Addis used his time in prison to carve a bone handle, drill holes and stick boar bristles into it with glue to create a toothbrush. To Brush or Not to Brush
Keeping your teeth clean is about removing plaque from settling on your teeth.
