Secret Russian foreign policy document urges action to weaken the U.S.

In a classified addendum to Russia’s official — and public — “Foreign Policy Concept of the Russian Federation,” the ministry calls for an “offensive information campaign” and other measures spanning “the military-political, economic and trade and informational psychological spheres” against a “coalition of unfriendly countries” led by the United States. “We need to continue adjusting our approach to relations with unfriendly states,” states the 2023 document, which was provided to The Washington Post by a European intelligence service. “It’s important to create a mechanism for finding the vulnerable points of their external and internal policies with the aim of developing practical steps to weaken Russia’s opponents.” The document for the first time provides official confirmation and codification of what many in the Moscow elite say has become a hybrid war against the West. Russia is seeking to subvert Western support for Ukraine and disrupt the domestic politics of the United States and European countries, through propaganda campaigns supporting isolationist and extremist policies, according to Kremlin documents previously reported on by The Post. It is also seeking to refashion geopolitics, drawing closer to China, Iran and North Korea in an attempt to shift the current balance of power.

Just a quick word to point out that Putin is under the delusion that his Axis of Authoritarians would have Russia as its head. China is stronger than Russia and will not kowtow to a country which has a GDP not much bigger than Italy's and is suffering enormous losses in a war with a country which has only a quarter of Russia's population.

Using much tougher and blunter language than the public foreign policy document, the secret addendum, dated April 11, 2023, claims that the United States is leading a coalition of “unfriendly countries” aimed at weakening Russia because Moscow is “a threat to Western global hegemony.” The document says the outcome of Russia’s war in Ukraine will “to a great degree determine the outlines of the future world order,” a clear indication that Moscow sees the result of its invasion as inextricably bound with its ability — and that of other authoritarian nations — to impose its will globally.

In addition to old school revanchism, Russia's illegal invasion of Ukraine is a test to see how far the liberal democracies will let Putin go.

For Mikhail Khodorkovsky — the longtime Putin critic who was once Russia’s richest man until a clash with the Kremlin landed him 10 years in prison — it is not surprising that Russia is seeking to do everything it can to undermine the United States. “For Putin, it is absolutely natural that he should try to create the maximum number of problems for the U.S.,” he said. “The task is to take the U.S. out of the game, and then destroy NATO. This doesn’t mean dissolving it, but to create the feeling among people that NATO isn’t defending them.” The long congressional standoff on providing more weapons to Ukraine was only making it easier for Russia to challenge Washington’s global power, he said. “The Americans consider that insofar as they are not directly participating in the war [in Ukraine], then any loss is not their loss,” Khodorkovsky said. “This is an absolute misunderstanding.”

Putin was taken aback by both Ukraine's fierce defense and by Western resolve to protect the independence of a European democratic state. He refuses to admit that he made an enormous blunder so he continues to sacrifice hundreds of thousands of Russians while hoping that his US servants like Greene, Gaetz, and Trump will rescue him.

The Arctic missions-capable Russian icebreaker fleet is the world’s largest and currently includes 42 vehicles, among them eight nuclear and 34 diesel-electric ones.

These comprise five heavy nuclear icebreakers of Project 22220 (the Arktika, the Ural, the Sibir, the Yakutia, the Chukotka) with a capacity of 60 MW each, as well as the world's most powerful non-nuclear icebreaker Viktor Chernomyrdin (25 MW).

Adding to Russia’s assertiveness in the Arctic is the Russian Northern Fleet, which includes the Ilya Muromets heavy duty icebreaker, the large anti-submarine ship Vice-Admiral Kulakov, and the large landing ship Alexander Otrakovsky.

Also able to operate in the Arctic are Russian nuclear submarines of Borei class, each capable of carrying 16 Bulava ballistic missiles, and Yasen-class nuclear submarines with Onyx, Kalibr, and Zircon missiles.

Arctic Fleet of The US

The Polar Star remains the US’ only operational heavy icebreaker capable of tackling Arctic ice. The medium icebreaker Healy has been out of action in the Arctic.

Some naval surface ships, like Arleigh Burke-class destroyers and Ticonderoga-class cruisers can navigate the Arctic.

Nuclear-powered attack submarines of Los Angeles-, Virginia-and Seawolf-class are capable of navigating under the Arctic ice.

Referring to the US being “severely outnumbered” in terms of icebreakers compared to Russia, Gregory Guillot, the commander of US Northern Command and North American Aerospace Defense Command, admitted that it “does limit our freedom of maneuver in that [Arctic] region."

The war in Ukraine has become protracted. Military expert Marek Budzisz, who was a guest on Super Express’s Evening Express programme, has admitted that NATO could face a very deep crisis if Ukraine is defeated.

The Ukrainian war, which began in February 2022, will not end any time soon; there are no preconditions for its imminent conclusion. For my non-Romanian followers, here's why you might see Romanians on social media losing their minds:

(Context: we have a semi-presidential state and a 2 round presidential election system. if nobody has above 50% in the first round, the two candidates with the most votes go in the second round, 2 weeks after the first. in a spectacularly stupid move, we also have the parliamentary elections on the 1st of december (the romanian national day) (right between the 2 rounds of the presidential elections))

until the counting of the votes was finished, literally every poll showed the current prime minister (marcel ciolacu) (a corrupt idiot) to be on the first place. the second place was being fought for by:

1. elena lasconi - leader of the usr party (centre-right liberal)

2. george simion - leader of the aur party (far-right nationalist populist)

surprise suprise! the first place was won with over 2M votes by călin georgescu, an independent candidate. he's an ultra-nationalist, anti-eu, anti-nato, pro-russia, openly supported the legionarists (romanian fascists), openly believes in bizarre conspiracy theories (water is not h2o, the moon landing was fake, coke and pepsi have microchips, coronavirus isn't and was never real). this is doubly insane because another candidacy (diana şoşoacă) was invalidated by ccr due to her statements that opposed constitutionary values

the second place was won by lasconi, at a difference of 2740 votes from ciolacu

since monday, there have been anti-fascist and pro-democracy protests all over the country

today/yesterday (thursday), the constitutional court (ccr) decided that the votes will have to be recounted until friday at 14:00. this is an insane deadline and everyone in the country except ccr thinks so. also, independent observers aren't allowed, and we still don't know what will happen if the order of the candidates will change. ciolacu announced that he will step down from the race even if it turns out that he got 2nd place. the options are: re-do the 1st round, go forward with georgescu vs lasconi, go forward with georgescu vs ciolacu. i sincerely hope that an automatic georgescu win isn't an option. this confusion also comes after one of the 14 (!!!) candidates stepped down days before the 1st round and announced his support for lasconi but the ballots were already printed and the votes for him counted.

I'm sure I'm missing a lot of things because this has been a frankly insane week. Romanians, feel free to add whatever you want

You are perhaps informed that, along with a long standing Common Foreign and Security Policy, the EU has a fully operative Common Security and Defense Policy. I doubt you closely followed the results of last Sunday's London summit. On that particular occasion, the EU has been joined by other non-EU, NATO members, such as the UK, Norway and Turkey, along NATO and the EU Commission's Chairpersons. What we will collectively do in order to help Ukraine is exactly what we collectively did during the COVID-19 health crisis: pooling our resources in order to achieve a common goal. Some will perhaps send troops. Others will probably help with their infrastructure. All will pitch in and fund the defensive support mechanisms. It is in the making. It is going forward, like it or not. I will not further speculate.

I also think you are exceedingly naive to think NATO would not survive without America. It might morph, it might limit its geographical scope or redraw its security goals and means of action, or it might very well be replaced by some other alliance of like-minded countries. It happened before. It will happen again. While it would be regrettable, it would not be unheard of, nor fatal. But ask yourself if isolation is the right path for your country, many of us know and deeply love, when faced with a complex counterpart (I hesitate using a stronger vocabulary, given the recent evolutions), such as Russia. well let me start off by saying that neither ww1 nor ww2 were actually called that during their durations so expecting any country leader to stand up and say "hey this is ww3 right here" is non-sentical, it would be a career suicide (in the reasonable parts of the world anyway, not USA). The image of ww3 is almost universally used as fearmongering and announcing it at any official capacity would send the world into panic mode, which is very counterproductive to any party.

Notice how any currently ongoing grab for land (by which I'll be further meaning Russian invasion into Ukraine, genocide in Gaza and Azerbaijan occupation of Artsakh though I'm sure there are more things I'm not fully in touch with) explicitly avoids being called war as well. They're always reclamation that, special military operation this. This is entirely intentional because nobody wants a fucking war but minds a military operation.

That aside now think about the ongoing issues too. War in Ukraine, Ukrainian side is supplied by the western powers/NATO, Russian side is supplied by Iran, North Korea, China. This is basically repeating the lineup of the cold war with some adjustments with Ukraine as a testing ground for weapons. But we'll have to examine that further than just Putin loosing his marbles at long last because this is a part of a long lived imperialist pipe dream of restoring USSR/Russian Empire; it is geopolitically motivated at the top levels and xenophobically at the low levels. Not that Putin and his underlings don't believe Ukrainians are lesser people, they just don't care about that as much as they care about conquering the parts of Ukraine that are the most resource lucrative - the eastern coal, steel and previous stone mines, the southern parts with open access to black sea, famously lucrative Ukrainian agrarian regions. They already profit off it so this is neither simply political agenda nor a blatant cash grab, it's both a fascist, imperialist ideology combined with a land grab rush. Which they are winning.

And if we look into Armenia vs Azerbaijan situation then you'd notice it looks very similar. Azerbaijan #1 ride or die ally is Turkey, and Armenia is located very inconveniently in geopolitical terms, nevermind the fact that it has already suffered a genocide and had land taken. It's common knowledge that Turkey also has a pipe dream of restoring the Ottoman Empire. Source: 1) they tell on themselves constantly if you pay attention 2) the entire invasion of Cyprus for no fucking reason in 20th century 3) the tongue-in-cheek diplomacy with Greece for ages. Both Armenia and Azerbaijan were once part of the Ottoman Empire, and while it is doubtful that Azerbaijan would officially join Turkey provided an opportunity, they're close allies to the point where things like borders don't really matter (Russia and Belarus are similar, though there actually was an attempt to unite them legally that kinda fell through). But Turkey is in NATO and is posing as an overall Good Guy so Erdogan would never actually put his act where his mouth and ideas is. Now "tiny irrelevant" Azerbaijan, supplied by Turkic weaponry (which is nothing to scoff at - they do supply NATO fyi)? Easy. And there we have another ethnic cleansing and an open intend to go whole way.

Now some were suprised by Russia standing aside in Artsakh when they were supposed to help their ally but you can't miss out on the context that Armenia was never a full hearted ally of Russia and was basically forced to join the alliance out of fear of eradication, and Russian troops were actually on site of Artsakh helping the Azeri side. This has not come as a surprise to Armenians who were wholly aware of their political situation, because we need to keep in mind that Putin is friends with Erdogan (because he helped negotiate the Black Sea routes with Putin - remember that?), and by extension is married to the "let's restore the Ottoman Empire" imperialist dream. It holds little threat to him because one, Erdogan owes Russia in both economy and help with Artsakh, and two, Russia does still have more military power than Turkey has.

Putin's hand and approval partially guided the invasion in Artsakh and fully guides the war in Ukraine, he is also on good terms with Netanyahu, Israeli soldiers in Gaza use Russian's handbook on propaganda and public relationships. Also China is supplying Russia and North Korea, so there's also that. Also Russian presence in Africa, forgot to mention that. On the "western" side we have America and other NATO members supplying Ukraine, Belarus is so fully immersed into Russia people forget it's a state, Poland and Baltics all but openly stating they're preparing for invasion in case Ukraine loses and ceases to exist - which is will, and sooner rather than later. What's in it for USA? Land and money, mostly tbh. It's not about defeating Putin, it never was (Trump fucking loves him but nothing will stop him from switching up when Putin inevitably attacks Poland/Finland/etc as he has already stated he intends to), but trapping already broke eastern Europe in even more unpayable debt which they will be forced to pay off in labor and resources, as well as some ideological boost of morale? It will be more complicated than both of the previous world wars because we also have late stage capitalism and propaganda machines unlike anything humanity has ever seen before, but structurally, it will be more reminiscent of ww1 than ww2.

We don't call it WW3 despite how many countries are involved politically and financially *yet* because nothing has so far happened on American or Western European soil nor have either started a draft, but I think it's fairly safe to say we're in the beginning years of one, think 1939, especially with a fascist government rising to power in USA. So my answer is yes, ww3 full swing in the following 10 years is almost guaranteed, but we're kind of already in one in everything but name.
