Trump pauses program for HIV treatment and Prevention - 1/28/2025
In news that will shock no one, Trump has ordered that all programs that supply aid to countries outside the U.S. be paused for 90 days while the administration reviews them.
One of these programs that is paused is PEPFAR, which is a program that supplies HIV medications and education to people in countries facing high rates of HIV/AIDs.
PEPFAR “provides HIV/AIDS medications for over 20.6 million people, keeping patients alive and preventing them from transmitting the virus. It also offers testing and education on HIV/AIDS. According to a State Department fact sheet, PEPFAR has saved the lives of an estimated 26 million people since its inception.”
The cutting of this program, which is supposedly going to be 90 days and possibly permanent, will be catastrophic to countries who have high rates of HIV/AIDs.
This is not the only program that Trump has paused. There is also a pause on global TB and malaria treatment, as well as many other critical global aid programs. The only programs that are currently unaffected are emergency humanitarian funds, and military assistance (for Israel and Egypt).
It is important to be aware of things like this that Trump is doing. He is not only interested in harming Americans, but also putting the health and lives of people in other countries at risk. He is not only a threat to U.S. Americans, but the world.

As Elon Musk’s Department of Government Efficiency (DOGE) has ravaged its way though the United States Agency for International Development (USAID), cutting its workforce from 10,000 to just 300, hundreds of organizations providing vital safety services have been upended. Multiple children’s safety groups—including those fighting online child sexual abuse and exploitation—say their efforts have been severely hamstrung.
Groups identifying victims and providing care for those who have been subject to online exploitation or human trafficking are struggling to support the vulnerable children, multiple organizations tell WIRED. Such child safety projects often take place in poorer countries, which can have fewer resources to support victims or investigate crimes. Sources say that funding for safe houses has been paused, potentially exposing victims to more harm, and efforts that identify criminals behind child exploitation have been put on hold.
“It will be very hard for us to identify the victims,” says Chantal Yelu Mulop, from the Coordination for Youth and the Fight Against Sexual Violence and Trafficking in Persons (CJVFFT), in the Democratic Republic of the Congo. While the war-torn country faces new fighting and humanitarian crises, children have long been trafficked to work in cobalt mines linked to the production of smartphone and EV batteries.
As USAID funding was withdrawn over the past week, Mulop says her organization had just started helping around 25 newly identified victims of human trafficking—all of them aged under 17. The group was taken to a support shelter run by another organization. “When we bring them there, USAID was ready to help. A few hours later they cancel,” Mulop says. “There’s no food, no nothing that we can provide to them,” she adds.
While the USAID cuts have been immediate, global child protection projects have also faced a funding pause from the State Department. This foreign aid “pause,” issued by the Trump administration, is set to last for at least 90 days. USAID did not respond to WIRED’s request for comment. The State Department had not provided a comment by time of publication.
Both government bodies have provided funding to help countries and people around the world. This includes USAID’s vast swath of health care and education programs—their withdrawal is putting millions of lives at risk and limits tackling the climate crisis. In Southeast Asia, several patients at a migrant camp reportedly died after medical support was removed.
Counter-human-trafficking funding often includes money for projects that help to crack down on online child exploitation and sexual abuse. Funding can be provided to international organizations that coordinate efforts and work with partners, like Mulop’s CJVFFT, on the ground. The funding can directly support victims, as well as providing expertise to officials in countries, and stop more children becoming targets.
“Many of these victims engage with their traffickers through electronic means,” says Jessica Ryckman, the executive director of the nonprofit Lawyers Without Borders (LWOB), which works on trafficking and child exploitation programs and has been impacted by the funding changes. “It is exploitation that is advanced through digital technology.”
Over the years, the programs have been effective. For instance, a four-year partnership between the US and the Philippines, which started under the first Trump administration and ended in 2021, helped protect hundreds of children: More than 350 kids were rescued and supported and almost 100 potential criminals arrested. The new cuts also come as record levels of online child sexual abuse imagery are being discovered.
“Victims and perpetrators alike originate from diverse regions and countries, underscoring the necessity for continued international engagement and coordinated efforts to address these crimes comprehensively,” says an employee of a South American child protection group that works to combat trafficking and online sexual abuse. The organization, like others in this story, was granted anonymity to speak given the sensitive nature of the work and uncertainty about future funding. “The interruption of these funds inevitably limits the scope and reach of these critical services,” it says.
One person, who works for an organization running multiple child protection projects, says operations in one southeastern European country have been widely disrupted. Within the country, the organization’s projects have 147 victims of trafficking in its care, the person says. “The ongoing pause and potentially the cessation of funding would have significant and negative impact on our capacity and ability to provide essential services to these victims who are in fragile stages of their recovery; some of whom are in ongoing programs for psycho-social counseling related to their trauma,” the person says.
Multiple members of LWOB say children are being put further at risk in the projects it runs in East Africa. “These children may not be identified, the practices to reduce their trauma aren't being supported right now,” says Ryckman. “Even if they are identified, they may be put in a pipeline where they are going to have to face ongoing interviews about their trauma or face their traffickers again.”
LWOB has, along with partner organizations, identified around 200 victims of human trafficking in Tanzania, with the majority referred to safe houses, says Lulu Makwale, a victim service coordinator at Lawyers Without Borders. “Most of the funding for the safe houses has been paused, meaning the services and the needs of the victim are also being paused too,” Makwale says. She says the organization has been linking up shelters to investigators up until now. “Victims may not be connected well now to the law enforcement,” Makwale says.
As well as supporting victims directly, many of the efforts also provide training or technical assistance to police forces, allowing them to better investigate crimes. One program listed on the State Department’s list of counter-trafficking funding says it is providing training to combat online child sexual exploitation for 10,000 police officers, prosecutors, and judges in 100 countries.
The person with links to work in a European country says their organization has 74 investigations into traffickers ongoing, plus 66 prosecutions that are underway. They say that the funding changes will have a “significant and negative impact on these criminal trials” and the safety of people who may give evidence in the cases.
Ryckman, from Lawyers Without Borders, says the organization recently completed work on an online database for identifying victims and tracking online child exploitation in Kenya. While the database is functional, Ryckman says, future work to train people has been paused, and there will be a slower uptake of the system. “I do believe it will be used, and it will be extremely useful,” Ryckman says. “But these victims are there now. They shouldn’t have to wait.”

Two top security officials at the US Agency for International Development were put on administrative leave Saturday night after refusing to allow officials from Elon Musk’s Department of Government Efficiency to access systems at the agency, even after DOGE personnel threatened to call law enforcement, multiple sources familiar told CNN.
According to sources, personnel from the Musk-created office physically tried to access the USAID headquarters in Washington, DC, and were stopped. The DOGE personnel demanded to be let in and threatened to call US Marshals to be allowed access, two of the sources said.
The DOGE personnel wanted to gain access to USAID security systems and personnel files, three sources said. Two of those sources also said the DOGE personnel wanted access to classified information, which only those with security clearances and a specific need to know are able to access.

The incident, which had not been previously reported, is the latest showdown as the Trump-affiliated DOGE seeks to exert increasing authority over the federal government as it aims to slash spending.
On Sunday, in response to CNN’s report, Musk said that “USAID is a criminal organization.”
“Time for it to die,” he posted on X. It was one of many posts and reposts by the X owner attacking the agency on Sunday.
The condemnation from the tech billionaire underscores mounting reports that President Donald Trump intends abolish USAID, an independent federal agency, and fold it into the US State Department. Other top Trump officials, such as Stephen Miller, who serves as deputy chief of staff for policy at the White House, have also taken aim at USAID, accusing its workforce of being overwhelmingly Democrats.
On Saturday, USAID’s website went dark and a new page for the agency appeared on the State Department website. USAID’s X account also went offline Saturday.
Shortly after being sworn in last month, Trump issued a sweeping executive order pausing all foreign aid for 90 days, leading to widespread confusion, layoffs and program shutdowns.
USAID Director of Security John Voorhees and his deputy are among dozens of USAID officials who have been put on leave amid fears that the agency is being intentionally dismantled — a move that some aid officials argue would have massive negative implications.
Democratic lawmakers have argued it would be illegal for Trump to unilaterally eliminate a federal agency without consulting Congress.

US Foreign Aid as a % of the Recipient's Economy (2023)
President Donald Trump has frozen all US foreign aid for 90 days, with the exception of aid given to Israel and Egypt. To get an idea of how this will affect various countries, this map displays the amount of US foreign aid obligated for each country in FY 2023 as a percentage of their overall economy that year.*
There was approximately $63 billion dollars of foreign aid obligated to countries besides Israel and Egypt in FY 2023, spread across a variety of different functions: economic development ($20.1 billion), humanitarian aid ($14.4b), health ($9.9b), military and security ($6.2b), and more. Secretary of State Marco Rubio has said that he will issue waivers for "life-saving aid," although it's still unclear how this will be defined and how widespread these waivers will be.
Several nations stand out in their reliance on US foreign aid. US aid to two of the US' satellite states, Micronesia and the Marshall Islands, was equivalent to 53.9% and 43.1% of their economies. In third and fourth place were two African states in crisis: US aid was equal to 20.5% of South Sudan's GDP and 10.8% of Somalia's GDP. Other states highly vulnerable to aid cuts include Kiribati (10.5%), Ukraine (9.6%), Lesotho (5.4%), Afghanistan (5.1%), the Central African Republic (4.6%), and Liberia (4.0%).
*It should be noted that inbound foreign aid is not counted as part of a nation's GDP, so pausing this aid will not directly reduce the size of their economies. However, there is evidence that inbound foreign aid can indirectly boost a nation's GDP through various different causal mechanisms.

BREAKING: Renowned business expert Scott Galloway hammers Donald Trump as "stupid" and says that he's "blackout drunk" at the "wheel of the global economy" as his tariffs destabilize the entire world.
He also alleged that Trump's sudden tariff reversal enriched his MAGA cronies in the "greatest day of insider trading and grift in history."

During an appearance on The View, Galloway — who is a successful entrepreneur and a professor at the New York University Stern School of Business — was asked by co-host Whoopi Goldberg about Trump's recent behavior.
She slammed him for having "wreaked havoc on the global economy since his so-called liberation day last week with massive tariffs" and pointed out that he backtracked and lowered his tariffs on most countries to 10% while imposing an effective tariff rate of 145% on China.
"It would be hard to think of a more elegant way to reduce prosperity this fast," said Galloway.
"Let's talk about Apple," he continued. "The notion was we're going to bring back all of those great jobs? The average Apple assembly person in China makes $500 a month. The average Apple employee focusing on more high-value things like design, store management, makes $200,000 a year here."
"We want to wear Nikes. We don't want to make them," he went on. "We have outsourced low-wage jobs overseas such that we can create more profits, more investments, and create higher wage jobs."
"If these tariffs hold, your iPhone's going to go from $1000 bucks to $2,300," he explained. "To make an iPhone in the U.S. it would cost $3,500. As a result, the threats of these tariffs take Apple's stock down the value of Walmart in three days."
"If these tariffs hold... 80% of toys under the Christmas tree are from China," Galloway continued. "So 90% of U.S. households are budget-constrained. So we're talking about half the number of toys."
"We're talking about a destruction in shareholder value such that your parents can't retire as quickly and we're talking about the entire world rerouting their supply chain around 'brand America,' which, quite frankly, right now is toxic uncertainty — so they can bypass a series of unpredictable, epileptic, sclerotic decisions," he stated.
"What we finally need to acknowledge: We have someone at the wheel of the global economy that is blackout drunk right now," he continued.
Later in the segment, Galloway dismissed the idea that Trump's policy is setting the stage for the "economy of the future" by bringing jobs back.
"First off, America is the second largest manufacturer in the world," he said. "And the Cato Institute — we romanticize manufacturing — the Cato Institute did a survey, 80% of us believe that we should have more manufacturing but only 20% of us want to work in manufacturing."
"There is no line to get in and have work at an assembly plant in Lansing, Michigan," he continued. "What we want is high-paying jobs. Quite frankly, if this president cared about young men and trying to up-level people we'd go to a minimum wage of $25 a hour."
"And by the way, if minimum wage had kept pace with productivity and inflation it'd be somewhere between $23 and $27 an hour," he explained. "This is nothing but in my view—"
"Do you realize that yesterday about ten minutes before he put a pause on the tariffs and Apple skyrocketed, the market went up 2000 points, there was huge activity in the options market," he went on.
"Yesterday will go down as the greatest day of insider trading and grift in history," said Galloway. "Someone knew what was going on and made a lot of money and it wasn't us and we're going to find out about this."
"If you want to go back — he talks about the great era of the late 19th century — guess what? When we didn't have indoor plumbing? Where we had child labor? I'll take Netflix and novocaine," he said.
"We have a habit because of social media to talk about how terrible America is," he went on. "There are [one hundred and ninety-five] nations, they would all trade places with us."
"Do we have income inequality, we have polarization, do we have struggling young people? A hundred percent," he said. "But guess what? This nation is less bad than any other nation except if you want to take us back to the past. That makes absolutely no sense whatsoever."
Galloway was then asked about America's image around the world under Trump.
"We have the greatest inflow of capital which drives our stock up which lets us borrow money at a lower cost," he explained. "We have the greatest inflow of human capital. What do the best and the brightest in the world have in common? They want to come to our universities, they want to live in America."
"And part of that is that the American brand is risk aggressiveness, it's rule of law, it's consistency," said Galloway. "Rule of law has gone out the window. Right? We've now decided to defy court orders. We're having used car sales on the White House lawn."
"We are rounding people up with the wrong tattoo and shipping them off without due process to essentially hellscape prisons," he continued. "Rule of law is gone. Consistency? The tariffs are on, they're off, the tariffs are on, the tariffs are off."
"We're alienating nations that love us and we love. When did we decide to go to war against Canada!?" he asked. "Canada!? You know what Canada did?"
"There's this great line that the Holocaust survivor talking to Warren Buffet said, how do you judge friends? V'ery simply, I ask a question would they hide me?'" he said.
"Canadians hid us in the [Iran] hostage crisis," he went on. "The Canadian embassy hid six Americans and if they'd been found out they would have been hung by cranes. We're going to war against Canada!? They are our true friends. We can't even articulate why we're angry with them. We are going to war with everyone at the same time."
"The big winner here, if there is a winner, is China over the medium and long-term, who says 'You may not like us, but you can count us,'" said Galloway.
"The damage here... When he paused the tariffs yesterday, he took the knife halfway out of the economy's back, but the injury will take years, if not decades, to heal," he predicted. "The definition of stupid is doing something that hurts yourself while hurting others. This could not be more stupid...!"

Trump blinked. He will pause tariffs on all countries besides China for 90 days. China can now just reroute exports through other countries. Trump didn't hold the cards he thought he did. Does anyone really believe that a foolish salesman like Trump is going to bring China—a civilization with over 5,000 years of history—to its knees?
