Page 13 & 17. --- Segregation Plan of Attorney-General ---- Would Keep Young "Repeaters" Out of Prisons ---- St. Thomas, Oct. 4. That a judge or magistrate might better serve the state by sentencing a youth, even though he be a "repeater," to a prison farm rather than to a penitentiary, was the suggestion made by Attorney-General W. H. Price In an address at the Junior Conservative club's annual meeting here. He was referring to the number of young men under the age of 21 in Kingston penitentiary, and stated that the situation was one which gave food for thought about the advisability of sending such men to a penitentiary, Review of Sentences
Colonel Price also, when speaking of criticism on the disparity of sen- tances for similar crimes, recalled suggestions that there might be a board of judges and magistrates to act as a reviewing body or "clearing house" to deal with sentences being imposed. No doubt, he said, as time went on, this suggestion would receive more serious consideration. The attorney-general, in the course of his address, dealt with various phases of the administration of the law, and refrained from discussing
Speaking of the sentencing of young men, Colonel Price stated: "Ontario stands well in the dealing with its criminals. There is a investigation going on as the lesser offenders are sent to county jails. There are two prison farms. This enables the department of the provincial secretary to segregate the more serious offenders in one place and the less serious in another.
"The days of the old Central prison in Toronto are gone; the prison farm has taken its place. There is a segregation of lesser offenders, within the prison farm which is gradually being increased. When. however, a young boy of tender years commits a series of crimes. when he seems to revel in criminality, when all agencies - private, secular and church - have failed, when there seems to be no corrective place for him in the reform schools or prison farms, what is the magistrate or a judge to do? The only remaining place is the penitentiary.
Sees Improvement "There were were in the last few years the Kingston penitentiary 50 youths under 21 years of age. This 1 a great improvement on the old days, yet it gives one food for thought as to whether a judge or a magistrate would not better serve the state by sending the young boy again to the prison farm or to some other institution, and not to the penitentiary," said the attorney-general.
"One must always, however, keep in mind the good of the other in mates of the institutions or prison farms. Contamination is a fatal defect in prison life. It is a tragedy when the youth of the country orients his course in such a way as to be in continual and frantic strife with the state. This is the place for meditation and probation. Often the authorities fail, but it is better to fail than never to make an attempt."
Difficulties of Judges The attorney-general, in dealing with criticism as to disparity of sentences, said: "I want you to see the difficulties of the situation - how a judge in one community, knowing all the facts about the case as well as the history of the prisoner, the good he has done, and the bad that he has done, gives a sentence that may be considered in another community far away quite too short compared with what he has done there.
Colonel Price stated that it could be easily seen that, having consideration for all the factors entering into various cases, it would be impossible to sentence all people the same. "It is the intent, the injury, the malice, the callousness of the offense which must be given some consideration as well as the reform of the prisoner.
"It has been suggested that there should be a board of judges and magistrates for the province, and that before a sentence is imposed they receive from the judge who tried the case a full report as to his point of view on the evidence and what should be done with the prisoner. In this way there would be a clearing-house for all prisoners who have been found guilty. The provincial board would have the opportunity of comparing the facts in similar cases this case and the report of the judge with facts in similar cases where sentences have been imposed.
"They could lay down rules and regulations and principles of practice that would keep the practice. uniform throughout the province. They might give to the public, if they thought advisable, the factors which they took into considération in imposing a lighter sentence or a heavier sentence, as the case might be.
"Probably a board of this kind would not be necessary where a prisoner was being committed to county jails in other words, for periods less than three months. Disparity of sentences is usually noticeable in the more serious cases, where there is violence, brutality, injury to women and children, and the more serious brutal crimes. No doubt as time goes on this suggestion will receive more serious consideration."
Praise for Judges Declaring that he had no patience with those who say that judges act for those who are rich and in favor of the rich, instead of helping the unfortunate, Colonel Price paid tribute to the character of the members of the judiciary. But he pointed out that they were human and had the same frailties as other humans. Judges had difficult tasks, he reminded his audience.
"The judge must always take into consideration the age of the prisoner; his previous good character; if he is a first offender; was he influenced by others? Was it a sudden impulse in his mind to commit the act? What were his habits or surrounding circumstances of life? On the other hand, he may have had a good character, but committed the crime when destitute or to feed his family," he said, as well as many other factors.

The Israeli army is just shooting anyone they think is Palestinian, much the same way that Israel is indiscriminately bombing all of Gaza, including the “safe zones” where they have directed noncombatant civilians to go right before they bomb them anyway. It’s war crimes, plain and simple.

🚨 ISRAEL BURNS HUNDREDS ALIVE IN SCHOOL - EMAIL YOUR ELECTED OFFICIAL 🚨
Israel has killed over 100 Palestinians during morning prayers at Al-Taba’een School in the Al-Daraj neighbourhood of eastern Gaza City.
Israeli military aircraft targeted the school while worshippers were performing Fajr (dawn) prayers, according to reports from the Palestinian news agency Wafa.
The sheer power of the bombing tore people apart and incinerated what remained. The photos and videos from inside the school are beyond words.
At the time of the bombing, over 6,000 Palestinians were sheltering in the school. The current death toll is expected to rise, with the number of injuries still being counted, though they are anticipated to be in the hundreds.
“The school area is strewn with dead bodies and body parts. It is very difficult for paramedics to identify whole bodies. There’s an arm here, a leg there. Bodies have been ripped to pieces.” - Mahmoud Basal, Gaza Civil Defence.
Israel claims with every heinous war crime that they are targeting Palestinian resistance fighters. However, evidence for this is often non-existent. Even if it were true, in some of these school bombings, the death and injury toll has seen up to 80% of the casualties being children.
Families and children are sheltering in these schools. Under no circumstances is it ever acceptable or legal under international law to bomb a school. Yet, Israel, with the full backing of the US, UK, and Germany, has bombed over 150 schools in Gaza with impunity.

"PRICE DISCUSSES SENTENCES BOARD," Toronto Globe. October 5, 1933. Page 9. --- Thinks Idea Is Practical, With Appointments by Ottawa ---- ONLY FOR SERIOUS CASES ---- Expanding upon his suggestion made in St. Thomas on Tuesday evening, that the setting up of a board of Judges and Magistrates to review sentences, in order that there might be a greater conformity of those imposed for similar offenses, Attorney-General Price said last evening that although there were obstacles in the way, he believed the idea was a practical one.
"I noticed some of the comments, - and there was one to the effect that it was not within the Province's powers. I realize that the Criminal Code is under Federal jurisdiction. But if it was practical, Ottawa could appoint such a board and there would be other things we might have to do in connection with it," he said.
In his St. Thomas address he was not saying that the Province had all the necessary powers, but was merely discussing the advisability of such a board, he said. "Of course, in the minor cases such as speeding and liquor offenses, it would not be necessary. It would apply to the more serious cases, possibly about 2,000 or 2,500 in a year."
Colonel Price did not think that it would delay the administration of justice and pointed out that usually after being sentenced the person convicted spent a time in the county jail in any case before being sent to a penitentiary or elsewhere.
"I don't think it would take more than a couple of weeks to have the sentence reviewed," he said. "For instance, it might be the Appellate Judges would act on such a board. In the case of Magistrates it might be - Magistrates. It is something to think about, and if it is practical, well, 'Barkis is willin'.'"

Palestinians residing overseas have said that Microsoft unexpectedly deactivated their email accounts, thereby denying them access to essential online services, according to a report by the BBC.
These individuals report that they are now unable to use Skype, a video platform owned by Microsoft, to communicate with family members in Gaza.
Microsoft responded by saying that the affected users had breached its terms of service and denied blocking users or calls based on their location.
Skype continues to be a cost-effective means of contacting people in Gaza, where international call services are often unreliable and costly.

In an unprecedented attack, Israel has leveled 6 residential buildings in Beirut using 5,000 pound US-made bombs.
The number of casualties is still being confirmed, but reports on the ground have suggested children are among those killed and at least 75 have been wounded.
This attack is a major escalation which risks drawing the US, Iran, and others into a much wider regional war. It is indefensible.
If the Biden-Harris administration really wants peace as they say they do, they must stop arming Israel’s crimes.

Key findings on Nawaf Salam’s bias against Israel:
During his time as Lebanon’s representative to the UN, Salam voted to condemn Israel 210 times.
These resolutions contained one-sided denunciations of Israel, and gave a free pass to Hamas. For example, in December 2008, Salam voted for a resolution that accused Israel of “acts of terror, provocation, incitement and destruction” against Palestinians, yet made no mention of Hamas or Islamic Jihad.
Another resolution that Nawaf supported, in 2017, accused Israel of “systematic violation of the human rights of the Palestinian people,” and “causing death and injury to Palestinian civilians, including children, women and non-violent, peaceful demonstrators.”
In his speeches to the UN, Salam also made many inflammatory statements that demonstrate extreme bias against Israel. In January 2008, Salam accused “terrorist Jewish organizations” of committing “massacres.” He also said that Gaza was an “open air prison.” CLICK FOR VIDEO
In a November 2008 UN speech, Salam said the “supreme Zionist leadership” pursued a plan of “ethnic cleansing” through “terrorism and organized massacres.”
In November 2009, Salam told the UN General Assembly that “for too long [Israel’s] war criminals have benefited from impunity”; and Israel was guilty of “flagrant disrespect for international law.” CLICK FOR VIDEO
In 2011, he accused Israel of “illegitimate actions.”
On June 13, 2014, Salam accused Israel of “crimes against humanity” and “war crimes.” CLICK FOR VIDEO
On June 18, 2014, Salam opposed the candidacy of Israel to the vice-presidency of the General Assembly’s Fourth Committee, on the grounds that it is “the most condemned country” at the General Assembly and that it continues to “violate the rules of the international community.” Salam said that Israel was not eligible for election “to any office” at the UN.
On numerous occasions, including November 2016, Salam has accused Israel of “apartheid.” CLICK FOR VIDEO
Salam has also repeatedly attacked Israel on social media. In 2015, on Twitter he called Israel a “Triumph of blatant racist & colonialist choices.”
In 2016, in reference to the 2006 war launched by Hezbollah, Salam accused Israel of using “the most vicious & disgusting weapons of all times.” He never once condemned Hezbollah for launching the war, or for attacking Israeli civilians with thousands of rockets. On the contrary, Salam inverted the cause of the war, writing falsely that it was Israel that “launched a 33 day war against my country…”
