Todd turned, becoming restless, and Neil wasn't quite sure what to do.

Had he disturbed him somehow?

He thought ghosts couldn't make noises, ones that were heard by the living at least.

"Neil?" Todd had a habit of talking in his sleep, so he hadn't thought any more of it.

"Neil, is that.. is it really you?" he cried.

"You can- you can see me?" Neil asked, staring in disbelief as Todd sat up.

He reached out his hands, stopping before they pressed against Neil. "I.. yeah?"

"How is this possible?" Neil took a step back.

How was any of this possible?

He was a ghost, wasn't he?

"Can I.." Todd leaned in, his hand phasing through Neil. "Oh.."

"Yeah," Neil sighed, watching as Todd's face fell in disappointment.

charlie is a big factor, i've described first thoughts and how his parents and friends reacted- the last line is asking why he didn't reach out for help and i don't know what else to do?! how do i move it so i can mention todd is the only one who can see him?!
