Before the standoff (between the X-Men and the O*N*E) can turn into a fight, Cyclops orders everyone to stand down and invites Agent Lundqvist of O*N*E for a chat to prevent any bloodshed. At first, the conversation is formal, but formality turns into outright threats, backed up by two developments.

First, as Scott and Lundqvist talk, the Hellions (consisting of King Bedlam, Jesse Bedlam, Boom-Boom, Locus and Fantomex) systematically attack unmanned O*N*E facilities to destroy records, tech, resources, and more. Lundqvist becomes enraged, but Cyclops coldly informs the agent that this is the price the government will pay for turning a blind eye to Graymalkin’s actions. Second, Cyclops dares Lundqvist to open fire on him or any mutant present. If Cyclops is killed by government agents, he has orders in place to destroy every unmanned government facility in the country. And if Cyclops dies, the Phoenix would hunt down the murderer when she finds out. Agent Lundqvist knows he’s in a stalemate and leaves with the promise to relay the word that mutants are off-limits.

I'm a firm defender of Arkham being terrible. The worst place on Earth. This place is clearly making everyone worse.

Give me Jonathan Crane loving how cruel and lax one could get with the "patients" at Arkham as he tested his toxin only for him to realize that the same "treatment" would be gave to him as he is finally caught by Batman. Jonathan who was one of the doctors who signed authorizing eletroshock "therapy" because he didn't care either way only for years later see himself being dragged to the eletroconvoulsive room.

Give me Harvey Dent trying to use his lawyer knowledge to protect himself and his friends by mentioning how solitary confinament against mentally ill people is not allowed on the state of New Jersey only for the guards/doctors to smile cruely and say "oh but this isn't solitary confinament it is *insert buzzword for solitary confinament that makes it legal*"(and yes prisons do that irl).

Harley painfully trying to explain both as doctor and as patient that inhumane treatment of inmates was scietifically proven to only make them more violent only to be ignored because "don't the guards deserve revenge" or some similar bullshit.

Ivvy who just wants her plants. Who gets physically sick when she can't get close to the green. But she can't have even sunshine because they specially discriminate against metahumans. And what if she uses her powers? Same for Music Maister except is worse because it is his voice! They even take Freezes suit away the first times but when they realize he will just die he just gets an special room that is basically temperature zero solitary but don't worry is for his own good.

All while doing human experimentation with Clayface because he is a meta anyway and honestly does he even count as human? And of course let's not forget Killer Croc that gets to be arrested in a cell on the fucking sewers. Yes it does not have basic sanitation whatsoever and yes Waylon deserves better.

Jervis who gets punished for daring saying they have no respect for the human mind. And King Tut who is mocked for his delusions instead of helped in any way.

Joker who spends more time in solitary than with actual people to the point is very likely that he was actually sane before Arkham and just an evil clown.

Riddler who spends most of his stay just drugged out of his mind because he talks to much and both the nurses and the guards find him annoying and isn't the silence best for everyone? And if him (or anyone who is reciving too much medication or the wrong meds) gets an addiction, well is not their problem.

And of course the more important part: Bruce who has no clue what is happening until Joan Leland enters the picture and contacts him for help because it doesn't matter if they are all criminals they are people and she is going to do her job (and Bruce Wayne is the only donor that cares). Cue to an horrifyied Bruce questioning his former stance on crime and getting ready to help make Gotham a place were rehabilitation is truly possible.

In Shakespeare’s tragedy King Lear, the King—betrayed by his daughters, bereft of his kingdom—sets off across the heath in a fit of rage. In a forlorn hovel, he encounters a curious character. Half-naked, his face “grimed with filth,” the man introduces himself as

Poor Tom; that eats the swimming frog, the toad, the tadpole, the wall-newt and the water; that in the fury of his heart, when the foul fiend rages, eats cow-dung for sallets; swallows the old rat and the ditch-dog; drinks the green mantle of the standing pool; who is whipped from tithing to tithing, and stock-punished, and imprisoned….

Lear cannot know that Tom, with his wild appetites, hallucinations, and tales of persecution is, in fact, Edgar, son of the Earl of Gloucester. Falsely accused of plotting against his father, Edgar has also fled to the heath, disguised as a “Bedlam beggar.” The conversation that ensues between the two madmen—one feigned, one real— is one of the most dizzying and psychiatrically rich in a play famously brimming with madness in its many forms.

Who then was this “Tom of Bedlam,” featured so prominently on the title page of the first quarto edition of the play? To begin, while Shakespeare may have been Tom’s most famous champion, Tom was not the Bard’s invention. Less a man, than many, Tom was a familiar folkloric “type” well known to 17th-century audiences: a “lunatick” vagabond who claimed to have been released from the notorious London asylum of St. Mary of Bethlehem (Bedlam).

“Claimed,” here, is key. For the earliest references to the figure of Tom are not as madmen but as malingering beggars. In other words, Edgar, rather than just playing a madman, was playing a man playing a madman. First appearing in the printer John Awdeley’s 1561 Fraternitye of Vacabondes, a compendium of Elizabethan beggar types, “poor Tom” was described as one who “walketh bare armed, and bare legged, and faineth him selfe mad”. Later “rogue encyclopedias” listed him among such deceptive vagabonds as “whipjackes” (fake shipwrecked sailors) and “priggers of prauncers” (horse thieves). By the 17th century Tom was familiar enough as to be recognizable by his “long staff, and a cow or ox-horn by his side; his cloathing fantastic and ridiculous... decked and dressed all over with robins [ribbons], feathers, cuttings of cloth”.

No one knows how many flesh-and-blood Toms were wandering the countryside by the time Shakespeare cast him as Edgar’s disguise. But few could have come from the institution itself: Saint Mary of Bethlehem in those decades housed fewer than 30 patients at a time. And yet so many beggars claimed to have been released from Bedlam that in 1675 the overseers of the hospital placed an advertisement in the London Gazette disclaiming the hoaxes.

With the end of the Civil Wars, Tom of Bedlam was said to have disappeared from English highways. By then, however, he had been immortalized, not only by Shakespeare, but in a proliferation of popular songs. There was “Loving Mad Tom” and “The Vagabond” and “To find my Tom of Bedlam.” Some became so famous that other songs could be published with the simple direction “to be sung to the tune of Tom of Bedlam”.

Of all the Mad Tom songs, one in particular stands out: “From the Hagg and Hungry Goblin,” an anonymous piece transcribed around 1615, now surviving in a single manuscript in the British Museum. In it we find Tom, recently released from Bedlam (or claiming so), begging for alms as he travels alone:

With a host of furious fancies Whereof I am commander, With a burning spear and a horse of air, To the wilderness I wander.

The song, quoted by Poe, Kipling, and Scott, was praised by the critic Harold Bloom for a “visionary perspective only rarely achieved in poetic history”. The poet Sir Robert Graves even suggested it was written by Shakespeare himself.

Or perhaps Tom never really vanished, but instead lives in those who have inherited his itinerancy. For, with this remarkable character, Shakespeare also created a mirror for today’s troubled wanderers, pursued by their own “foul fiends.” In them we find Tom’s many-layered complexity: at times seeking pity, at times refusing it, at times threatening, at times forlorn, at times arresting with their colorful clothes and speech. At times mad, at times playing madder: “knights,” as one Mad Tom put it, “of ghosts and shadows.”

The burlap-looking cover was the original; the original Australian issue from a year later used the medieval-looking cover, as did a 1990 US reissue on Shanachie.

The song itself is an interesting one, though it is not of medieval provenance, having been composed as a poem around 1620. "Bedlam" was how the Bethlehem Royal Hospital for the Insane came to be known in the public parlance, and by extension, "Tom O'Bedlam" came to refer to an insane person, or one faking who after release from the hospital, or not, turned to begging.

Evidently Steeleye went away from the historical music, and applied a Breton folk-melody they knew. Versions since use the music Steeleye appropriated almost exclusively.

I'll also take the space to recommend one of my favorite science fiction novels: Tom O'Bedlam, by Robert Silverberg, the central question of which is whether Tom is faking, or not.
