I know we all love the oblivious!Merlin trope and honestly it's one of my favourites too

But we can't blame all of it on Merlin though

Cause as we all (and Merlin) know Arthur is emotionally constipated and affection deprived

Therefore he would show his affection(or hide it I suppose) through teasing, manhandling and friendly "horseplay''

So even if Arthur tries to make a move, Merlin will think of it as nothing other than Arthur being a good friend or even a king trying to mingle more with the public

Like:

Merlin: Oh Arthur brought me flowers.... he probably broke something and is trying to butter me up. Merlin: Or maybe this is just prank to get my hopes raised to get a day off

Merlin: Arthur accompanied me to get herbs for Gaius? He probably wanted to escape the council men today. They do take take their grain reports seriously
