I feel that the main evidence against L's design being influenced by emo trends, is that emos looked like this in the early 2000's. (This magazine is from 2002.)

After MCR's breakout album in 2004 it was a gradual transition into the look we all know & love, which reached peak popularity in 2006/07/08.

With the Death Note manga having started publishing before this in 2003, and the anime release in 2006, I think it's far more likely that emo/scene teens were influenced by L's hairstyle than the other way around.
