2024/5 GEM Report consultation with UNESCO Institute for Education Planning on system leaders.

The 2024/5 GEM Report will examine the requirements of good leadership in education and how they vary between countries and over time.

The GEM Report and partner UNESCO’s International Institute for Education Planning (IIEP) will convene a consultation examining the role of leaders at the local level (also called middle tier leaders). Acting at the local level as district education officers, inspectors, supervisors and superintendents and within ministries responsible for planning and resource allocations, they can exercise leadership through their commitment to the achievement of national education goals, through their effectiveness in carrying out their responsibilities, to support teachers and principals in their functions and contribute to educational outcomes and the creation of positive learning environments.

The consultation will build off and examine existing studies on middle tier leadership undertaken by IIEP and the Education Development Trust (EDT), including a recent project investigating the evidence and promising practices from around the world, with six national case studies. 

The objectives of the consultation include: 

Share the early thinking of the GEM Report team in preparation for the 2024 GEM Report

Provide a space for participants to provide substantive feedback to the proposed lines of research with a particular focus topics of system leadership at the local level.

Hear from the IIEP and EDT research teams and country partners on their ongoing research studies focused on the role of system leaders to act as catalysts for change in school reforms.

Tim had forgotten, in his one man (and the admittedly liberal usage of hired guns) crusade at everything that had hurt his family, that he was technically a child. A time traveling 21 year old Tim Drake in his younger body, sure, but he’s still a nine year old child.

Tim was violently, unpleasantly reminded of this as he opened his front door to… Gotham Primary’s truancy officer.

Oh shit. He still had to go to school. Tim scrambled for an excuse.

“Hello, Timothy. Are your parents home?”

“Uh- no, sir. Only my nanny. I’ve been really,” think, Timothy, think! Are you Red Robin for nothing? “really sick. She went out for some medicine.”

Tim knew what the officer saw as he looked down at him, a pale, drawn little boy who looked like a sickly Victorian child. He has no idea that Tim had the beginnings of lean muscles and strong grip strength underneath his baggy clothes.

“I see. I’ll have to talk to your nanny, then. We need to be informed of when you’re ill, Timothy.”

“Oh. She-” shit, shit, shit! “Doesn’t speak English.” Was that racist? That felt racist. Gods, he probably sounds like a snobby classist elite. “I’ll let my mom know to email you, sir?”

The truancy officer sighed. By Tim’s lucky stars, he agreed. The man pulled out a singular paper from his plastic folder, clearly used to this kind of thing, especially from the elites of Gotham, and said, “Email the school. And have her sign this note, please.”

Tim nodded seriously. Like hell he would.

When the officer was gone, Tim closed the gate immediately. He had forgotten to close it after getting back home from stalking the Bats last night. Well, Bat, singular, because Jason was still benched.

Tim sighed, grabbing a pen to fluidly forge Janet Drake’s signature on his paper about truancy and proper procedures and what not. Then, he moved to the computer, easily stealing his mother’s credentials, emailing the school about his sick leave, and their decision to have him home schooled.

He’d miss Ives, but honestly, Tim needed the free time. Plus, maybe this way, he’ll graduate high school this time around. He drafted another email to the counselor, asking them what kind of curriculum and tests he needed to pass to obtain future degrees and what not.

He gets an email back, with all of the testing required and the steps “Young Timothy” should take in order to succeed in the rest of his academic career. Tim would like to point out he’s nine, and that this was pretentious. Helpful, sure, but pretentious all the same.

“That’s what people don’t mention about time traveling. It’s all fun and games until you get hit with the mundane and tedious things.” Tim muttered, setting up his appointments for testing. He’ll have to find someone to drive him to the tests…

His mind turned to his neighbors… hm. That’s a possibility.

Tim wiped all traces of his activities from his mother’s email, doing a quick and hidden bit of rerouting to get any educational emails regarding him sent to his own inbox.

Tim swigged a mouthful of coffee and continued on his merry way.

His new goal?

Find Cassandra Cain.

Donald Trump promised over the course of his campaign to abolish the Department of Education. It’s been a pet policy goal of the right ever since the agency was created in 1980 under former President Jimmy Carter and is spelled out in Project 2025, the conservative playbook that Trump will probably use once he is back in the White House.

But Trump doesn’t need to shut down the department in order to launch an all-out war on public schools. He outlined his plan for education in a video last year, saying that not only will he close down the agency, he will bring back prayer in schools, end the supposed indoctrination of students and take politics out of schools. “We will ensure our classrooms are focused not on political indoctrination but on teaching the knowledge and skills needed to succeed,” Trump said, adding, “We will teach students to love their country, not to hate their country like they’re taught right now.” It’s the same agenda that right-wing culture warriors have been pushing in red states for the last four years — and Trump wants to spread it across the country. “This renewed push to go after the Department of Education isn’t so much a sincere push for smaller government or even reducing the federal role,” Jon Valant, a senior fellow in governance studies at the Brookings Institution, told HuffPost. “It’s more about this continued attack on public education as a concept and eroding support for public schools in general.”

The Department of Education’s primary functions are providing funding for programs that serve low-income public schools and children with disabilities and protecting students from discrimination. If Trump were able to abolish it, it would spell disaster for the entire country. But public education has increasingly become politicized, and support for public schools, especially among Republicans, is now at an all-time low. The upcoming Trump administration will likely seize on that sentiment to further attack public schools through rolling back Biden-era rules designed to make them safe and equitable for all students, supporting the expansion of programs that take away funding from public schools and promoting laws that restrict books and censor teachers. “One of their first moves would be pulling back Title IX protections for LGBTQ+ students,” Valant said. Title IX is the federal regulation that protects students from sex-based discrimination. The Biden administration expanded it to include protections for students in the LGBTQ+ community. Republicans have fought against the change from the beginning, and several GOP-led states sued to block the rule. An overwhelming majority of transgender students have reported feeling unsafe or unwelcome at school. Then there’s the Office for Civil Rights. This arm of the Department of Education allows students, parents and families to sue their school districts over civil rights violations. Often, the department works with both sides to seek a resolution because it’s a low-risk way of settling civil rights violations. But Project 2025 proposes gutting the office and only allowing lawsuits to go through the courts, thus eliminating an avenue for addressing discrimination in our nation’s schools.

These laws often ban books that conservatives believe are sexually explicit but usually target books with LGBTQ+ themes. Teachers are typically restricted in what they can say about gender identity and sexual orientation and are required to inform parents if their child wants to go by another name or pronouns at school — even against the student’s wishes.
