this isn't really a hot take but like, the classic who doctors had Costumes, not outfits, they had iconic and/or weird clothes that added to their brand, for lack of a better word. 13 also had a notable Costume, it was great! had the feel of classic in that all of the items of clothing were normal in themselves but put together were just the right level of weird to be interesting.
