I actually think Illario would be pretty quickly disappointed with being First Talon.
Because he deoesn't actually want the job. He didn't actually want power. He doesn't actually want to lead.
What he wanted was validation and approval and love and safety. He has no interest in power. Illario is the one confused by the Venatori's “power and glory” lines in TWJ. Lucanis tells Illario he doesn't get it because he is only motivated by coin, and Illario agrees. When Zara lists Illario's values she says he wanted First Talon more than money, pleasure, or family. Those are the things Illario wants. Power has never really made the list for him.
I think the only real appeal to the position aside from it being a symbol of Caterina's approval is that he and Lucanis would be Safe. They wouldn't have to do this anymore. They could send other Crows out to risk their lives and they could stay home and do whatever they want. They would be safe, and free to make their own decisions about how they live.
And I think especially in a world where Lucanis is still presumed/actually is dead, this victory would've felt hollow for him. You got what you wanted, but Lucanis is gone. He's still Caterina's favourite and he's not even here to comfort you about it. You're the leader of the Crows when you've never actually wanted to lead. You just wanted to stop following Lucanis' footsteps. (Did you even want to stop that? You miss that. You want that back.) You just wanted to be out of his shadow. And you're still not. The only thing that's really changed for you is now you're tied to a throne instead of a leash.
