The purpose of Better Call Saul is to show how it came to be that Jimmy McGill chose the Bad Choice Road and became the scumbag lawyer Saul Goodman, whom we've already met in Breaking Bad. Jimmy's transformation into Saul (and what happens to him next) is what the show is about.

It's not an ensemble show like Game of Thrones. Game of Thrones is about people fighting over who gets to rule Westeros. While there are some characters who are more central to the narrative than others, the arcs of the main characters are of roughly equal importance. Dany's arc isn't more central to the story than Jon's, or Tyrion's, or Jaime's, or Cersei's, etc. Because the show isn't about Dany, or Jon, or Tyrion, or Jaime, or Cersei. It's about the game of thrones.

LOST isn't really about any of its characters either. It's about being lost on a mysterious island. Some of the characters are featured more, but there isn't one character who the show is about.

Succession is about the Roy family, so all of the Roys are of equal importance. You can't really say the show is about Kendall or Roman or Shiv or Logan. It's about all of them.

But bcs isn't like that! It's about ONE guy. All the characters serve the purpose of telling his story. Of course we come to care for them as much as we care for Jimmy, and they all have individual arcs that are separate from Jimmy's...but not really, since all of their individual arcs are meant to contrast his, providing a deeper understanding of the themes of corruption and redemption.

So there's really no such thing as an "underutilized" character. They're all included the right amount.
