To add to that, we see Carol have an emotional outburst when she finds out the truth. She's hurt, she's refusing to believe it at first and she needs Maria's support to accept it, but she does. And in the end she apologizes to the Skrulls even though she is also a victim herself of the Kree -- except at that moment she's not thinking about herself, she knows she was part of something wrong and she apologizes for it.

In the series not only Mobius hides his actions behind a myriad of excuses, he never has a moment where he breaks down. He never looks back at what he has done nor does he feel any shame or guilt. We get none of that! All he cares about is his own life and those damn jet skis. So how the hell can Waldron expect us to feel sorry for Mobius (or B-15, since both of them only think about themselves when they find out the truth)?

A good person would be paralyzed at that very moment, there would be a lot of self-hatred and fear and confusion and so much guilt. But Mobius is perfectly fine, cracking jokes and being funny. That's not the behaviour of someone who feels sorry and cares about other people, that's the behaviour of a fascist who only cares about himself and wants to get revenge for his own reasons -- but his beliefs are the SAME as they were before. Nothing changed.

All Carol needs is to see the people to know it's wrong. She needed to be lied to and have the truth about the refugees hidden from her because otherwise she would have never been apart of the Kree empire even if she believed she was a Kree. For Carol what's most important is for others to know not only that she never meant to harm but she is sorry for what harm she did cause. She's sorry, no one needs to prompt her to say it.

Mobius can't stop hiding behind the same excuses. He thought he was the good guy. Confronted with the clearly messed up things which good guys don't do he just says he thought ends justify the means but he never denied what he did was wrong. For Mobius what's most important is that Sylvie know he thought he was right and that she also did bad things. He has to be cornered into an apology.
