The Liberal government tabled much-anticipated legislation Monday that aims to improve water quality in First Nations communities, improve collaboration on water protection and codify a new First Nations-led commission.
The long-promised bill, which Indigenous Services Minister Patty Hajdu is touting as the result of immense collaboration and knowledge-sharing, would apply a new framework for source water, drinking water, wastewater and related infrastructure on First Nations land.

International researchers from Finland, Germany, South Africa, and Ethiopia report that deforestation during the last two decades induced a higher warming and cloud level rise than that caused by climate change, which threatens biodiversity and water supply in African montane forests. Montane forests are often cloudy, wet, cold, and occur on isolated mountains in Africa. They are rich in biodiversity and act as water towers by trapping water from fog and clouds, providing high quality fresh water for millions of people in the lowlands of Africa. In the last two decades, as much as 18% of Africa's montane forests have been lost due to deforestation, which resulted in a warming and cloud level rise two times higher than that caused by climate change. Research shows that air temperature has increased by 1.4 °C, while cloud level has risen by 230 meters during the last 20 years. "It has strong consequences for the water resources and biodiversity," comments Prof. Dirk Zeuss from the University of Marburg. -The study is published in Nature Communications.

Europe’s water security at risk
Habitat pollution, climate change and overuse of freshwater resources are putting pressure on Europe, with only a third of its surface waters in good condition, the European Environment Agency (EEA) has warned.
EEA executive director Leena Yla-Mononen said on Tuesday, 15 October:
The health of Europe’s waters is not good. Our waters face an unprecedented set of challenges that threatens Europe’s water security.
Only 37% of Europe’s surface water bodies achieved “good” or “high” ecological status, an indicator of the health of water ecosystems, according to the EEA report. Meanwhile, only 29% of surface waters reached “good” chemical status between 2015 and 2021.
77% of Europe’s groundwater reserves, the source of most of the continent’s drinking water, have a “good” chemical status. This status means that the water is free from excessive contamination by chemical nutrients and toxic substances such as PFAS and microplastics.
Surface water is threatened by air pollution, such as coal burning and car emissions, and by agriculture, whose discharged waste pollutes the soil.
European agriculture needs to increase its use of more sustainable organic and agroecological practices, accompanied by incentives and a change in our food and dietary habits.
The European Agency analysed 120,000 surface water bodies and 3.8 million square kilometres (1.5 million square miles) of groundwater sites in 19 EU countries and Norway. The agency called on EEA member states to halve pesticide use by 2030.
We need to redouble our efforts to restore the health of our valued rivers, lakes, coastal waters and other water bodies, and to make sure this vital resource is resilient and secure for generations to come.

Day 2 of All India Secretaries Conference on Water Vision@2047-Way Ahead concludes with the vow to strengthen water security
Mahabalipuram: The ‘All India Secretaries’ conference on ‘Water Vision@2047-Way Ahead’ concluded on Wednesday at Mahabalipuram, Tamil Nadu, with a primary focus on reinforcing the nation’s water security. The two-day event saw participation from 32 states and Union Territories, with 30 secretaries and over 300 delegates actively contributing to the discussions.
The conference addressed the 22 recommendations put forth during the ‘1st All India Annual State Ministers Conference on Water’ held in January 2023 in Bhopal, Madhya Pradesh. These recommendations emphasised prioritising drinking water, climate resilience, efficient water utilisation, water storage, technology application, interlinking rivers, flood management, and enhanced people’s participation.
Divided into five thematic sessions, the first day covered topics such as Climate Resilience & River Health and Water Governance. Minister of Jal Shakti, Gajendra Singh Shekhawat, chaired a ministerial session, stressing the importance of collaboration and innovation for sustainable water management. He also reaffirmed the commitment to strengthen the Centre-state partnership for water security goals.

"Canada has failed to address several human rights concerns regarding safe drinking water on First Nation reserves and violence against Indigenous women, according to the Human Rights Watch.
In its 2023 World Report released Wednesday, the organization said widespread abuses against Indigenous Peoples “persist” across Canada caused by “decades of structural and systemic discrimination.”
The report outlines the lack of access to clean, safe drinking water in Indigenous communities in one of the world’s “most water-rich nations” that has continued to “pose a major public health concern” despite the Canadian government’s promise to end all drinking water advisories on First Nations reserves by 2021.
As of Jan. 5, there are 33 long-term drinking water advisories — warnings issued to caution people against drinking water that may be unsafe or is known to not be safe based on water quality test results — in effect across 29 communities, according to Indigenous Services Canada.
Drinking water advisories that last for more than one year are deemed as long-term, which include three types of drinking water advisories: boil water advisories, “do not consume advisories” and “do not use” advisories."

Experts say the crisis is even more devastating to Zambia's economy and fight against poverty than COVID-19 lockdowns. Zambia is seeing its worst electricity blackouts in memory due to a severe drought. It has left the critical Kariba dam without enough water to run its hydroelectric turbines. Kariba is the largest man-made lake in the world by volume and lies 200 kilometres south of Zambia's capital Lusaka, on the border with Zimbabwe. The massive dam wall was built in the 1950s when more than 80 workers died during construction. It was meant to revolutionise the countries' energy supplies by trapping the water of the Zambezi River, turning a valley into a huge lake and providing an endless supply of renewable hydroelectric power. That's not the case anymore as months of drought brought by the naturally occurring El Niño weather pattern, and exacerbated by global warming, have put Zambia's hydroelectric station on the brink of completely shutting down for the first time. In March this year, Zambia declared a state of emergency over its prolonged drought. At the time President Hakainde Hichilema said the lack of water had destroyed about one million hectares of the 2.2 million hectares planted with the staple maize crop. “This drought has devastating consequences on many sectors such as agriculture, water availability and energy supply, risking our national food security and the livelihoods of millions of our people," Hichilema explained.
