While he gaslit N into believing him and his world view, turns out he's not really lying as much as he is genuinly thinking the world is evil. That's why he let N experience that evil evil world himself, thinking N would come to the same conclusion as him. It didn't occur to him that it would even be possible for N to have a change of heart.

He cannot comprehend good. He's living in his own little reality. That he tries to change desperatly.

In the finished game the dialogue is different but he was designed and written with this in mind and it's still noticable.
