here's the dealio: crown-type birds are really and truly defined by no longer having any true teeth. right outside crown birds you have birdie things with teeth (Ichthyornis, Hesperornis); nothing within crown birds has proper teeth.

Genetically, there's an explanation for this! Probably at the very divergence of modern-birds, they lost the gene for enamel. There is no enamel gene in the bird genome. There are still genes for making the tooth, but not the important protective covering.

So, modern-birds could literally not re-evolve teeth. It was impossible. But there are many niches that really do require teeth - like, say, catching slippery wet food in your mouth. The teeth help stop it from slipping out.

As such, multiple times birds evolved FAKE teeth, since they couldn't reactivate real teeth. Usually this happened in conjunction with an aquatic niche! We see lamellae in geese, but also in penguins!

And the most famous example of "we need teeth but can't grow them so let's MacGyver something else" are the Pseudotoothed birds - the Pelagornithids, which needed something to catch fish so bad they evolved fucking sharp projections out of their beaks:
