"Russian-born Durov was detained Saturday at Paris’s Bourget Airport on a warrant related to Telegram’s lack of moderation.
Those charges include allegations that his platform was complicit in aiding fraudsters, money launders, drug traffickers and people spreading child sexual exploitation content, French prosecutor Laure Beccuau said in a statement Monday. Beccuau added that Durov is accused of refusing to communicate “information or documents” related to the investigation."

French judicial authorities on Sunday extended the detention of the Russian-born founder of Telegram, Pavel Durov, after his arrest at a Paris airport over alleged offences related to the messaging app. His arrest at the Le Bourget airport outside Paris on Saturday was the latest extraordinary twist in the career of one of the world’s most influential tech icons. The detention of Durov, 39, was extended beyond Sunday night by the investigating magistrate who is handling the case, according to a source close to the investigation. This initial period of detention for questioning can last up to a maximum of 96 hours. When this phase of detention ends, the judge can decide to free him or press charges and remand in further custody. French investigators had issued a warrant for Durov’s arrest as part of an inquiry into allegations of fraud, drug trafficking, organised crime, promotion of terrorism and cyberbullying.
Durov is accused of failing to take action to curb the criminal use of his platform and was stopped after arriving in Paris from Baku on his private jet on Saturday night. “Enough of Telegram’s impunity,” said one investigator who expressed surprise that Durov flew to Paris knowing he was a wanted man. In a statement on Sunday evening, Telegram said: “Telegram abides by EU laws, including the Digital Services Act – its moderation is within industry standards and constantly improving.
[...] Durov lives in Dubai, where Telegram is based, and holds citizenship of France and the United Arab Emirates (UAE). He recently said he had tried to settle in Berlin, London, Singapore and San Francisco before choosing Dubai, which he praised for its business environment and “neutrality”. In the UAE, Telegram faces little pressure to moderate its content, while western governments are trying to crack down on hate speech, disinformation, sharing of images of child abuse and other illegal content.
Telegram offers end-to-end encrypted messaging and allows users to create channels to disseminate information to followers. Especially popular in the former Soviet Union, the app is widely used by the Ukrainian president, Volodymyr Zelenskiy, and his circle, as well as politicians throughout Ukraine, to release information about the war. It is also one of the few places where Russians can get unfiltered information about the conflict, after the Kremlin tightened media controls in the wake of the full-scale invasion. Its apparently unbreakable encryption has made Telegram a haven for extremists and conspiracy theorists. Investigative journalists at the central European news site VSquare said it had become the “‘go-to’ tool for Russian propagandists, both leftwing and rightwing radicals, American QAnon and conspiracy theorists,” concluding it was an “ecosystem for the radicalisation of opinion”. The app was also used widely by far-right agitators plotting anti-immigration rallies in England and Northern Ireland in the wake of the stabbing of three children at a Southport dance class last month. The anti-racism campaign group Hope Not Hate concluded that Telegram had become the “app of choice” for racists and violent extremists and “a cesspit of antisemitic content” with minimal moderation or effort from the app to curb extremist content.
Telegram founder Pavel Durov was arrested in France over the weekend based on an inquiry into allegations of fraud, drug trafficking, organised crime, promotion of terrorism and cyberbullying, and child sex abuse material (aka child pornography) on the social media app.
Telegram is popular in Russia and most of the former Soviet countries, and in the west, a hub for far-right conspiracy theorists.
The arrest of Durov has ZERO to do with “free speech”, despite right-wing spin claiming otherwise.

Pavel Durov, the founder of the Telegram messenger who is under investigation in France, said French authorities should have addressed complaints to his company rather than detaining him.
Early Friday morning, Durov wrote his first public comments in Telegram since his detention last month. He also denied any suggestion that the app was an “anarchic paradise,” calling his arrest “misguided.”
The claims in some media that Telegram is some sort of anarchic paradise are absolutely untrue. We take down millions of harmful posts and channels every day.
He said the investigation into the app was unexpected because French authorities had access to the “hot line” he helped create. Officials could have contacted Telegram’s EU representative at any time.
If a country is unhappy with an internet service, the established practice is to start a legal action against the service itself. Using laws from the pre-smartphone era to charge a CEO with crimes committed by third parties on the platform he manages is a misguided approach.
French authorities detained the head of Telegram in late August as part of an investigation into offences related to child sexual abuse images, drug trafficking, and fraudulent operations allegedly flourishing in the app.
He was charged by the judiciary for allegedly allowing criminal activity on Telegram. Durov posted bail of 5 million euros and was released on condition that he would report to a police station twice a week and remain in France.
His unexpected arrest drew attention to the criminal liability of Telegram, a popular app with about 1 billion users. The incident sparked a storm of debate about freedom of speech and state censorship.

Durov famously left Russia when the authorities demanded access to Telegram during the Western staged and funded government coup in Ukraine - but he remained a free man.
The French authorities issued an arrest warrant while he was in the air. As such, the tech entrepreneur was unaware of it.
Paris believes that Telegram’s insufficient moderation, encryption tools and lack of cooperation with police make Durov complicit in drug trafficking and pedophilia.
Durov is to appear before a judge tonight. He could be facing up to 20 years in prison.

Paris prosecutors have outlined potential charges against Pavel Durov, the Russian-born CEO of the messaging app Telegram.
The twelve charges he is accused of include crimes related to child pornography, drug trafficking, money laundering, withholding crucial information from investigators, and eight other crimes.
Telegram, with nearly a billion users, is renowned for its emphasis on privacy and encryption, which contributes to both its popularity and controversy. Durov is facing accusations of not doing enough to prevent the app from being used for criminal activities.
Durov was arrested at Le Bourget airport on the outskirts of Paris on Aug. 24 after landing in his private jet.
The Russian Embassy in Paris claimed they asked for consular access to Durov on Aug. 25, but "the French side has so far avoided cooperation on this issue."
Macron said there is now "false information regarding France" circulating following the arrest of Durov. "France is deeply committed to freedom of expression and communication, to innovation, and to the spirit of entrepreneurship. It will remain so.”
"It is up to the judiciary, in full independence, to enforce the law. The arrest of the president of Telegram on French soil took place as part of an ongoing judicial investigation. It is in no way a political decision," Macron added.
