Meduza: Problems with the ‘decolonization’ of American studies of Slavicism, Eastern Europe, and Eurasia
In an article published on January 1 by the website LeftEast, historians Alexander Herbert and Bryan Gigantino challenge the cultural analysis that dominates modern American studies of Slavicism, Eastern Europe, and Eurasia. Herbert and Gigantino criticize the role “decolonization” now plays in the field, and they focus on several panels and presentations at the most recent ASEEES annual conference.
Their main complaint is that scholars embrace “essentialist depictions,” elevating nation-states to a “historical political ideal,” and similarly approach culture “as an essence divorced from material forces.” Affirming “abstract, culturally inflected immaterial visions of the nation” is dangerous both for its primordialism and how it paints the Soviet Union as an “imperialist, colonial, or even anti-national polity,” overlooking the USSR’s complicated history as a nation-builder.
The authors list types of materialism they say scholars overlook — “wealth accumulation, class struggle, territorialization, financialization, capital, and natural resources“ — but they urge colleagues to treat these factors as the context for culture and ideology, not as a reductive economic explanation for history. The trickiness of implementing this in practice is evident in two cases Herbert and Gigantino confront: the invasion of Ukraine and the study of race in the USSR.
In Ukraine, “analyzing the crisis materially, with skepticism towards the assumption that ethnonational hatred or ideology are the primary drivers of war,” leads to the conclusion that Russia’s invasion was a rational response to “contingent political crises, economic incentives, concerns over natural resources, and decades of geopolitical competition.” Herbert and Gigantino are quick to deny that they think this means Russia is “innocent or justified”; “to invade another country to seize its assets is egregious,” they write. Still, they advocate centering explanations for the war on its material causes (for example, by framing it as competition over “unfettered access to key transit routes and control of natural resources”).
While this emphasis on “geopolitical faultlines” won’t persuade everyone (a trigger warning: the article addresses NATO expansion), Herbert and Gigantino observe that resistance to their framing is rooted in part in the fear that “locating rational or structural causes” in Russia’s invasion “complicates the dominant civilizationist narratives in the West (democracy vs. autocracy) as well as the nationalist narratives that prevail.” In other words, it goes against the field’s political message and “manufactured consent,” risking (1) the “disincentivization” of Ukraine’s supporters in the West and (2) career setbacks for any scholars who dispute the paradigm. (In their conclusion, Herbert and Gigantino suggest that a true decolonization of the field would start with scholars interrogating their own “theoretical basis, sources of funding, and political projects.”)
The article also criticizes a specific, albeit unnamed, paper presented at the last ASEEES conference that “used Afro-pessimism to interrogate Soviet anti-racist policy by critiquing Soviet visual representations of blackness.” Herbert and Gigantino don’t name the paper’s author, but they accuse this scholar of relying on “questionable sources analyzed through cultural interpretation that reflect the lived experience of the researcher.” In other words, they write, it’s a “’lost in translation’ process” that imposes a framework rooted in the U.S. experience of racism.
I am still thinking about how I feel about this but I am rather skeptical of some of it, particularly the "centering of material explanations" for the invasion of Ukraine and what seems to be ignoring some rather relevant historical elements in Russia's and the Soviet Union's treatment of and approach towards Ukraine.

Occasionally I'm reminded that Jacobin magazine exists. "When we talk about the American Revolution today, it’s difficult to look past the world that came out of it: a country with stubbornly persistent racism, widespread gun violence, rampant economic inequality, and deep political dysfunction. For those of us on the political left, it’s not easy to separate the insurrectionary project of Anglo-American colonists in the late eighteenth century from the injustices that plagued American society after the revolution, and those that have plagued it since."

"Fifty-five of America’s most prominent men — the 'Founding Fathers' — convened a secret meeting in Philadelphia to illegally overthrow the existing constitutional order. Holton concludes that the Founders’ ultimate objective at the Constitutional Convention was to replace the relatively democratic political order created by the state constitutions with a federal government that was less susceptible to popular pressure, and more conscientious of its obligations to private creditors." This is a somewhat popular pseudo-conspiracy theory, but not actually true. The meeting may have been secret, but until ratification, it was only a proposal. It was ratified after extensive public debate and "was adopted by... a remarkably open and representative procedure." (Herbert J. Storing, What the Anti-Federalists Were For) "So the American Revolution was about a whole lot more than political independence from the British Empire — it was about building a fundamentally independent people. The popular base behind the revolution sought to create a nation of freeholding farmers who owned their own land, were self-sufficient, and were free from the arbitrary authority of others." This another popular fairy-tale, but the romantic ideal that the early settlers were virtuous stout yeomen committed to self-sufficiency is not actually true. "never a purely subsistence society, the New England colonies were thus from early in their histories & increasingly during the 17th century heavily involved in trade." - Jack P Greene, Pursuits of Happiness. More and more of the "popular base behind the revolution" was producing wheat, cattle, and horses for sale in coastal cities and the West Indies - to sustain plantation slavery - by the 1700s. And then we turn from the 3rd grade social studies report on the American Revolution to Jacobin's idea of democratic socialism, which looks suspiciously like capitalism, except we get to elect the people bossing us around: "Through changes like introducing profit-sharing, allowing workers to elect managers, and democratizing decisions around investment and production, we can transform the modern workplace from a focal point of collective misery to a site of equality and democracy. A mixed economy of worker co-ops and publicly owned enterprises would dramatically expand the number of Americans who own wealth — albeit collectively — while also breaking the arbitrary, unaccountable corporate authority that rules life at the workplace."

Decoy
If the science underlying Jack Bernhard’s DECOY (1946, TCM, YouTube) were any loopier, the film would be a candidate for the Republican presidential nomination. High-living moll Jean Gillie comes up with a plan to save boyfriend Robert Armstrong from the gas chamber so she can find out where hid the loot from an armored car robbery. Knowing that methylene blue is an antidote for cyanide poisoning, she seduces gang leader Edward Norris into arranging to have Armstrong’s body stolen after the execution and doctor Herbert Rudley into administering the drug. Miraculously, it not only cures Armstrong but helps get his heart beating again. At one point Rudley injects it into the dead body as if the non-beating heart could circulate it to his failed organs. With skills like these, he could run a YouTube channel for anti-vaxxers. The craziest thing about all this, however, is that the film works. It’s a Monogram picture, so Bernard didn’t have the money for any great photographic effects, but he keeps it moving quickly and gets in some nice character details. And the script — by Nedrick Young from a story by Stanley Rubin — has some fun digressions, like a medical prison orderly who’s reading the dictionary to improve his mind (though he can’t figure out how to pronounce “dichotomy”). It also has Sheldon Leonard as a police detective attracted to Gillie. He has a way of growling out tough-guy dialog so even a howler like “Don’t let that face of yours go to your head” has the ring of authority. Best of all is Gillie, a British actress in her first of only two U.S. film roles. Her Margot is one of the most cold-hearted femmes fatales in the genre, a worthy companion to Barbara Stanwyck’s Phyllis Dietrichson and Ann Savage’s Vera. The film’s ads warned, “She’s the kind of woman who treats men the way they’ve been treating women for years,” which makes her a murderous Mae West. That’s reflected in the film when Leonard saves a young innocent from a lech pretending to be a producer, and the doctor dumps his nurse (the very good Marjorie Woodson) for Gillie, who really is turning the men’s tactics against them, though in the eyes of 1940s morality, she still has to be punished. As Leonard warns her, “People who use pretty faces the way you use yours don’t live very long anyway.”

A WACL Rogues' Gallery
Covert Action Information Bulletin (Winter 1986)
The World Anti-Communist League, having adopted the cause of "freedom fighters" around the world, includes many members whose own political activities and philosophies belie the very idea of freedom or democracy. Despite the new WACL "pro-freedom" image displayed in Dallas, WACL remains rife with Nazis, racists, and death squad leaders. Among the delegates at the convention were:
Mario Sandoval Alarcon, whose National Liberation Movement (NLM) party organized the White Hand death squads in Guatemala in the 1960s. The NLM was reportedly responsible for the murders of eight to ten thousand civilians in 1966 and 1967. According to investigative reporter Craig Pyes, Sandoval introduced El Salvador’s neo-fascist leader Roberto D’Aubuisson to his WACL contacts in Argentina. They later arranged for Argentinean generals to visit El Salvador to help set up safe houses from which death squad operations were carried out. D’Aubuisson, who was recently forced out as head of the ARENA party, has announced he will head a political institute in San Salvador affiliated with WACL. Dr. Yaroslav Stetsko, a member of the WACL Executive Board, was a prominent Nazi collaborator who briefly headed a puppet government in the Ukraine. Joe Conason, Murray Waas, and Kevin Coogan reported in the Village Voice on other Nazis in attendance, including Chirila Ciuntu of Canada, a member of the Rumanian Iron Guard, notorious for its pogroms against the Jews in the early 1940s, and Ivan Kosiak, a member of the wartime pro-Nazi Byelorussian Central Council. Dr. Manuel Frutos, also a member of the WACL Executive Board, chaired the 1979 WACL conference in Paraguay, said to have been the "most Nazified" of all their annual meetings, at which former Nazi SS officers and wanted neo-fascists from Italy were present. Benito Guanes, former chief of Paraguayan military intelligence, who supplied passports for Chilean agents who came to the U.S. to assassinate Orlando Letelier. John K. Singlaub, head of the CIA's "counter terror program" in Vietnam in 1965, according to Anthony Herbert's book, Soldier. This operation, the Intelligence Coordination and Exploitation Program — later known as the Phoenix Program — ran assassination units which killed thousands of Vietnamese civilians. In 1978, Singlaub was reassigned from command of U.S. troops in Korea for insubordination after repeated public attacks on President Carter’s Korea policy. Singlaub announced in Dallas that in honor of the twelfth anniversary of the "military overthrow of the Allende regime in Chile" and the ninety-eighth anniversary of the "Paraguayan Republic," congratulations would be sent to General Pinochet and the head of the ruling Paraguayan Colorado Party. Takeshi Furuta, representative of the International Federation for Victory Over Communism, the original political organization of the Unification Church of the Rev. Sun Myung Moon. Moon asserts that democracy must be replaced with "unificationism" in order to strengthen the West for the final assault on communism. Moon also blames the Jews for the death of Christ and explains the suffering of the Jews in history, including the Nazi holocaust, as "indemnity" for this "collective sin." William Starr, a Moonie from Tucson, Arizona, attended Moon's CAUSA as an observer. (Osami Kuboki, a longtime member of the WACL Executive Board, was not present in Dallas; he heads the Japanese WACL chapter, which is dominated by the Unification Church, whose Japanese branch he also leads.) Hubert Kelly of the Christian Patriots Defense League (CPDL) was present as an official observer. According to an Anti-Defamation League report, "racism and anti-Semitism are an integral part of the CPDL ministry." The group’s official statement of purpose, signed by president John Harrell, says CPDL is "dedicated to the preservation of Anglo-Saxon, American-type culture… We believe the forced mixing of races of people is a self-evident, obvious, proven tragedy. We believe such forced integration results in racial suicide, creating an endangered species problem." … CPDL runs several paramilitary training camps in the U.S.
