Hey remember your Zenetien posts and how Rosalia would see his feminine behavior and try to "fix" it? Do you think Artos would've done the same with Goewin?
To be honest I believe Artos occasionally forgets he has a second child. Did they ever talk in the book to one another? I headcanon that when Goewin was small she would keep her hair short, put on boy's clothing and pretend she was Lleu whenever he was sick or felt like skipping his lessons. She did this to make her father spend at least a little bit time with her. The fond memories Artos had of Lleu were all with Goewin. She would have been his favourite child if only she had been born a boy.
He doesn't care about Goewin's masculine behaviour because he isn't long enough at home to notice them, but I also don't think he would see much of an issue with them, Goewin has no other function except being his spare heir and to be married and pop out children. She can learn material arts as long as she knows how to act like the prim and proper lady in front of her suitors. Because the thought of Lleu dying young was always at the back of his mind, I can imagine that Artos granted her an extensive education that had been unusual for most girls her age.
There might have been a time when they had been close and Goewin was blossoming under the attention her father gave her, because he had already given up on Lleu making it to adulthood and was in the progress of preparing Goewin to become his heir.

A Coalition of Lions begins with Goewin comparing herself to a prey animal fleeing her aunt. She arrives in Aksum and soon fears the ways she may be similar to Morgause, especially in relation to Telemakos (her future sunbird). And he sees what she’s doing, too - “You can keep a thing without tying it up. You know.”
and there’s Priamos’s traumatic history of being chained with his brother as punishment, his current effective imprisonment, THE MONKEY SCENE, there’s all the roles and agreements and situations that confine Goewin, there’s the way Medraut sees Debra Damo as a place to escape and there’s the grief that binds him, there’s Turunesh’s doves and parrots, there’s Wazeb’s promise not to chain his lions…
but caged birds are, above all, something that belongs to Morgause. So to end with the freedom of the migrating swifts, which are also a promise of love and connection (a tie! a bond!) between Goewin and Priamos, is just beautiful. The birds are free, now. And some of them are so far from home, but they’re free.

Angstober/Whumptober day 2, "I'll call out your name, but you won't call back": Lion Hunters, Goewin pre-CoL/post-Camlan
As she stood listening to the lonely echoes of her own voice fade away, Goewin allowed her tears to finish rolling down her cheeks. She curled the hand resting against the wall into a fist and ground it against the cool rock, then lifted her other arm and rubbed her sleeve across her face before turning back towards the entrance.
The pinprick of light in the distance wavered. The candle left in the crypt was not meant to burn for very long. Goewin made her way towards it. When she was close enough to the entrance to see by the dim sunlight she could not stop herself from turning and calling Medraut’s name one last time, though she knew the cave’s reverberations would be her only answer.
By the entrance Caius waited to close the crypt. He looked into her face and said gently, “You did not find your brother?”
“He will not come,” Goewin replied. This steady, authoritative voice did not sound like hers; but it could belong to no one else, now that her parents and brother were not here to use it.
Caius sealed the crypt. Turning back to her, he began, “Princess--”
Goewin let out a steady breath. “Queen,” she corrected. Medraut had said she would be a good ruler; well, now she must be. There was no one else.
