Sephiroth after Angeal and Genesis discussed their payments Infront of him for the first time:

No but I can't imagine they'd paid him. Why would they? He lives at the lab and his legal guardian (Hojo) doesn't have any interest in Sephiroth gaining independence trough money.

Maybe they pay him when he get's holder and understands the concept that he should be paid. I'd imagine Genesis and Angeal would help him with demanding pay, encourage him to advocate for himself, something I feel like he would be horrible at.
