Biography of Zhou Fu (JS061)
Fu, courtesy name Zuxuan, was Jun's junior cousin. His father Rui was Grand Warden of Anping. Fu as young was equally famous as his friend Chenggong Jian, they rose from their families together to become literary teachers for the various kings. He amassed to move to Aide for Western Dependants to the Minister over the Masses. The Minister over the Masses Wang Hun petitioned:
Fu's reasoning and understanding is clear and straight, he also has talent and ability and is a master at deciding the Nine Grades, his examinations pull to together essentials and details. Your Subject entrust and rely on his duties' fulfilment, his praise and blame being apt and fitting, and request he fill the vacancy of Gentleman of the Masters of Writing.
Allowed it.
Bit by bit he moved to Senior Clerk of the Left to the Minister over the Masses and Gentleman of the Personnel Section. His selections and recommendations were essential and compact, and discussions on his prospects increasingly commendable. He shifted to Central Assistant to the Steering Clerk and Attendant-at-Centre, and was designated Inspector of Xu province, concurrently General of the Best of the Army, Acting with the Tally. He was summoned to be Commandant of Justice.
Emperor Hui favoured Ye, and the King of Chengdu, Ying, used Fu as Interim Governor of Henan. Li Zhen, Shangguan Si, and others offered the King of Qinghe, Tan, to be Heir-Apparent, and promoted Fu to General of Guards, Recording the Masters of Writing. Fu declined and did not accept. Tan ordered Fu to combine armies with Shangguan Si. Fu understood that Si was a small person who indulged in brutality and in the end would be a traitor to the state. He therefore together with the Minister of Personnel Man Fen and others planned to together remove him. The plan leaked, and they were assailed by Si. Fen was murdered but Fu fled and managed to escape.
When Si was defeated by Zhang Fang, [he] summoned Fu to return and adminster as Governor of Henan, and when the King of Donhai, Yue, welcomed the Great Carriage, he used Ying as [General who] Leads the Army of the Centre. He had not yet gone when he moved to Colonel Minister of Personnel, concurrently Cavalier Regular Attendant, Acting with the Tally, Chief Controller of the Various Army Affairs at Mianchi.
When the Emperor returned to the palace, he set out to be General who Pacifies the East, Chief Controller of the Various Army Affairs of Yang province. He replaced Liu Zhun as General who Garrisons the East, and together with Zhou Ji and others he chastised Chen Min, wiping him out. For his merits he was ennobled Earl of Yongning.
Fu, who himself had gone through the mishaps of the era, always wished to safeguard and rectify the court's changes, his loyal feelings were sincere in the extreme. Since the King of Donghai, Yue, had not fully the steadfastness of a subject, he always told his opinion sharply. Yue deeply dreaded him. Fu observed the crowds of traitors were a blazing fire and that Luoyang was isolated and imperilled. He therefore built a strategy to welcome the Son of Heaven and move the capital to Shouchun. 4th Year of Yongjia [310 AD], he and Senior Clerk Wu Si and Marshal Yan Shi sent up a letter which said:
[We] did not consider the difficult cycle would carry on until this point! The Rong and Di invade one after the other, and the capital domain is imperilled and pressured. Your Subject on his own together with Zu Na, Pei Xian, Hua Tan, Sun Hui, and others, 30 people, humbly thought of a great plan. In all instances, as the people of Yin had the affairs of frequent moves, and the King of Zhou had the move of Qi Mountain, just now the royal capital is emptied, depleted and not possible to dwell in for long, north of the He is barren and bleak and Yao [mountain] and Han [valley] are hazardous and rugged, the Wan capital has frequently fallen and the Jiang-Han area has many troubles, at present in the flatlands the south-east is the better. The land of Huai-Yang to the north is blocked off by Tu Mountain, to the south is shielded by the Ling Peak, and famous rivers surround it in four directions, they have the strength of important defiles. This is why the people of Chu when they moved east thereupon took refuge at Shouchun. Xu, Pi and Donghai also are sufficiently defended and secure. Moreover canal transportation connects it in four directions, and there are no worries of deprivation and depletion.
Although the sagely sovereign is divinely astute, the primary supporters worthy and bright, dwelling frugally and defending restraint, and employed in guarding the ancestral temples, it is not as good as assessing the terrain and moving location, and so relish in eternal fortune. Your Subject has carefully selected 30 000 finest soldiers to serve in welcoming the august carriage. [I] on my own have called to arms the former Commander of Central Gentlemen of the North, Pei Xian, to act as Envoy Holding the Tally, Overseer of the Various Army Affairs of Yu province, and Commander of the Central Gentlemen of the East to swift as the wind proceed forthwith. Jing, Xiang, Jiang, Yang should each first transport the 4th Year's grain tax, 150 000 hu, and cloth and tabby silk, 140 000 bolts each, to provide for the great carriage. [I] have ordered Wang Jun and Gou Xi together to pacify north of the He, Your Subject and others will join forces to open the southern road. To move the capital and stop the robbers, these plans are both obtainable.
When the August Conveyance comes on tour, Your Subject ought to move to occupy Jiang province, to expand the royal boundaries. Knowing there is nothing [they] would not do is what the ancients applied themselves to do. [I] dare to be utterly loyal and sincere, in the hope of repaying one ten-thousandth. In the morning to succeed and in the evening to fall is still the ambition of a lifetime.
Yue was not in concord with Gou Xi, and Fu did not first inform Yue but straight away sent up the letter, and Yue was greatly angered. Before this, Yue summoned FU and the Grand Warden of Huainan, Pei Shou, but Fu was not willing to travel and he ordered Shou to lead the troops and advance first. Shou was disloyal to Fu and therefore raised up troops, claiming Fu instructed him on his own initiative. He had already received Yue's secret directive to plot against Fu. He then assaulted him but was defeated by Fu. Shuo withdrew to guard Dongcheng and sought help from Emperor Yuan. The Emperor dispatched the General who Spreads Power, Gan Zhuo, and the General who Establishes Power, Guo Yi, to attack Fu at Shouchun. The Grand Warden of Anfeng, Sun Hui, led a multitude in response to them, and had Xie Chi make a call to arms. Chi was Fu's former general. When Fu saw the call to arms, he, with tears flowing, said:
Surely it is Xie Chi's expressions.
Chi heard about it, and thereupon destroyed the draft. After ten days, Fu's multitudes dispersed and he ran to Xiang. He was seized by the King of Xincai, Que, The anxious frustration brought illness and he passed.
Earlier, at Hua Tan's loss of Lujiang, he went to Shouchun to rely on Fu. When Fu's army was defeated, he turned back to Emperor Yuan. The Emperor asked him, saying:
How did Zhou Zuxuan end up in rebellion?
Tan replied, saying:
Though Zhou Fu is dead, Under Heaven still has gentlemen of upright speech. Fu saw the robbers and traitors grow like vines, and the kingly power not being stirred. For that reason he wished to move the capital to loosen the state's difficulties. The elders of the regions were not of the same mind which consequently brought about their attack. Not even a season had gone past when the imperial capital was lost. If they had made to follow Fu's plan, in some cases it could have delayed the fall. Tracking back the circumstances and seeking the reality, how could he have been a rebel!
The Emperor said:
Fu held rank among [the Generals who] Conquer and Garrison. He held tight his troops in a corner of the region, when summoned he did not come, and during the danger he did not take care of it. He is also a criminal Under Heaven.
Tan said:
That is so. Fu shook his tassel at the central court and had a long standing reputation for exceptional intellect. He set out to occupy the peaks of a region and truly had the weight of special burdens. Yet lofty strategies were not lifted up, he from time to time neglected harmony, and during the danger he did not take care of it. He must together with Under Heaven accept his blame. However, to speak of him as a rebel, is it not also false!
The Emperor's thoughts started to open up.
Fu had two sons, Mi and Jiao. Mi, courtesy name Taixuan, was by nature unassuming and plain. At the time people declared him a pure scholar. His rank reached Gentleman of the Masters of Writing. Jiao, courtesy name Zhengxuan, also had talent and ability.
Chenggong Jian, courtesy name Zongshu, was a native of Dong commandery. His family had for generations been Two Thousand Shi officials. He was by nature simple and plain, did not seek glory and profit, and immersed his heart in savouring the Way, there was nothing which interfered with his aspirations. His soundless understanding was beyond other people. Zhang Maoxian always said:
Jian's pure serenity is comparable to Yang Ziyun, his soundless understanding imitates Zhang Anshi.
Later he became Gentleman of the Central Writers. At the time Fu had already become Colonel Minister of Personnel, and moved to General who Garrisons the East. Jian, since he himself, though his talent was lofty, yet was positioned below Fu, spoke to Fu, saying:
Yang Xiong was a Gentleman for three generations without being moved, and yet Wang Mang and Dong Xian ranked among the Three Ministers. Past and present follow the same principles, and that is all.
Fu was very ashamed of it. His official position reached Central Retainer to the Heir-Apparent and Cavalier Regular Attendant. At the end of Yongjia, he ran to Gou Xi, and was lost together with Xi.
[Zhang Maoxian = Zhang Hua. Yang Ziyun = Yang Xiong (53 BC – 18 AD).]

Northern Wei Part 8: Relations with Later Qin, 386-415
This was originally going to be about Chaibi, but not much is written about Chaibi, not enough to need a separate article. So I decided to focus on relations with Later Qin in general during the reigns of Tuoba Gui and Tuoba Si before 416.
THE BACKGROUND OF LIU BOBO
Understanding the relationship between Tuoba Gui and Yao Xing between 391 and 402 does need some context in the early life of Liu Bobo (later Helian Bobo).
Liu Bobo was the son of Liu Weichen (WS095, JS130). In 391, Tuoba Gui conquered the territory of Liu Weichen, and much of the Liu family was slaughtered (WS002). Liu Bobo, then 10 years old, escaped and sought shelter in the chief Xuegan [1] Taixifu [2] (WS095, JS130). In 393, Tuoba Gui asked for Taixifu to send over Liu Bobo, probably to execute him, but he refused [3]. Tuoba Gui therefore attacked Taixifu and slaughtered much of his tribe, relocating the others (WS002). Liu Bobo fled to the chief and vassal of Yao Xing, Meiyiyu (WS002).
Taixifu also fled to Yao Xing, and he served as a major threat to Tuoba Gui's authority south of the Yellow River in 395, and Tuoba Gui appears to have abandoned this region to Yao Xing by 400 (WS002). In 395, Tuoba Gui sent Xu Qian to ask Yao Xing for aid under an invasion led by Murong Bao, but this came to nothing as Tuoba Gui won at Canhe Slope without Later Qin aid (WS024).
This is important as the issue with Liu Bobo later became a contentious point between Later Qin and Northern Wei with Tuoba Gui's attack on Meiyiyu, which was likely intended to target Liu Bobo. Yao Xing's sheltering of Liu Bobo likely also strained relations.
BREAKDOWN IN RELATIONS AND BATTLE OF CHAI RAMPART
Later, when Yao Xing attacked Luoyang, Eastern Jin asked for aid. Tuoba Gui sent his envoy Zhang Ji to inspect the situation (WS033). While he promised to help save Luoyang, the city fell to Yao Xing before Tuoba Gui's relief force arrived, despite holding out for 100 days (ZZTJ111). Despite this, Tuoba Gui had a diplomatic exchange with Later Qin in 400 (WS095).
During this time, Tuoba Gui proposed a marriage alliance, presumably involving him marrying Yao Xing's daughter (JS118). Yao Xing refused upon hearing that Tuoba Gui had already established Empress Murong as his empress. He also detained Tuoba Gui's envoy Helan [4] Digan [5] (WS028).
In 401-2, Tuoba Gui sent Tuoba Zun to attack Meiyiyu, who fled along with Liu Bobo, but Tuoba Zun received the tribe's wealth and relocated its people (WS002). Meiyiyu was a vassal of Yao Xing, and this appears to have been the trigger for Yao Xing's invasion of Northern Wei, but this was the culmination of declining relations.
At the time, Yao Xing was on a winning streak, as he had conquered Western Qin and taken Luoyang from Eastern Jin. Tuoba Gui had feared of Yao Xing invading him earlier that year, as he supplied grain to the defensive fort Qian Rampart (WS002). Yao Xing's main general Yao Ping attacked Qian Rampart for sixty days. The defenders were few and they soon ran out of water, so Yao Ping took the rampart (WS095).
In response to the invasion, Tuoba Gui personally led the army to counterattack, and had Tuoba Shun and Baba Fei lead his vanguard. Yao Ping had a general lead a small force to act as scouts, but they were counterattacked and defeated by the Northern Wei vanguard (WS095). Yao Ping was so unsettled that he retreated, but Tuoba Gui caught up with him at Chai Rampart. Yao Ping therefore retreated into Chai Rampart to defend it (WS095).
Yao Xing's personal forces arrived, wanting to take Tian Crossing to facilitate food supply (WS033). Tuoba Gui established an outer siege line at Chai Rampart, with the outer rampart for defending against Yao XIng's relief force (WS095). Due to the geography of the region, the only way for Yao Xing to save Chaibi was to cross the Fen River from the west side, so the official An Tong suggested to Tuoba Gui that he should prepare defenses on the west of the Fen River (WS030).
Tuoba Gui followed this advice, so he used pontoon bridges to cross the river and built defenses along the west bank of the Fen River (WS095). He then crossed east again to counterattack Yao Xing. Yao Xing's army lacked morale, and so Tuoba Gui defeated them. Yao Xing retreated and Yao Ping did not dare to come out of Chai Rampart (WS095). Tuoba Gui then sent troops to defend Mengkeng Pass, Tian Crossing and other strategic locations so that Yao Xing could not aid Yao Ping. Yao Xing tied up cypress and sent it upstream to try and destroy the pontoon bridges, but Tuoba Gui's army fished out the wood with hooks and used it as firewood (WS095).
Soon, Yao Ping ran out of supplies and arrows, and so he attempted to break out of the siege (JS117, WS095). But there was a breakdown of communication between Yao Xing and Yao Ping due to being cut off at the Fen River. Yao Ping thought that Yao Xing would launch a joint attack with him, while Yao Xing thought that Yao Ping was going to first fight hard to escape (WS095). Although they called out to each other, they were unable to threaten the siege lines.
Without support from Yao Xing, Yao Ping realised that he could not break out, so he threw himself into the Fen River and drowned (WS095). His generals tried to follow him into the river, but Tuoba Gui sent swimmers to fetch them out of the river, so none of his generals and soldiers were able to escape (WS095). The WS states that 30,000 soldiers were captured (WS095), the JS states that it was 40,000 (JS117) and the ZZTJ states that it was 20,000 (ZZTJ112). Forty officers were also captured. We don't know what happened to these captured soldiers, but I assume that Tuoba Gui learned his lesson from Canhe Slope and didn't massacre them, especially as the officers were later returned.
AFTERMATH AND LATER RELATIONS
Yao Xing, after the defeat, asked for peace from Tuoba Gui, but Tuoba Gui refused and advanced to attack Later Qin's border city of Puban (WS002). However, Tuoba Gui was unable to quickly take Puban (JS117), and he heard that the Rouran were going to invade (WS002), so he abandoned the counter-campaign and retreated.
By 407, Tuoba Gui and Yao Xing had restored peaceful relations (JS118). Yao Xing returned his envoy Helan Digan (WS028), while Tuoba Gui returned captured officers from Chaibi (JS118). This angered Liu Bobo, who killed Meiyiyu and rebelled against Yao Xing (JS130). Yao Xing was unable to defeat Liu Bobo, and Liu Bobo's attacks severely weakened Later Qin.
During the reign of Tuoba Si, the Later Qin and Northern Wei alliance became stronger. Later Qin sent tribute to Northern Wei in 411, 413 and 414 (WS095). According to the WS, Yao Xing proposed a marriage alliance between states (WS003), but the JS states that it was Tuoba Si who proposed the alliance (JS118). Either way, this time the marriage alliance succeeded, and Yao Xing sent his daughter to marry Tuoba Si in 415 (WS003).
CONCLUSION
Tuoba Gui won at Chai Rampart due to his strategic abilities, while Yao Xing and Yao Ping were unable to effectively communicate due to their route being cut off at the Fen River. It is also clear that Later Qin were not really committed to the invasion, as many ministers had opposed it to begin with (WS095), Yao Ping retreated after a minor defeat, and Yao Xing's soldiers lost morale when Tuoba Gui's army arrived to counterattack them at Mengkeng (WS095).
After Chai Rampart, there were no more major military engagements under Tuoba Gui. Instead, his final years focused on internal governance, whether for better or for worse. How tyrannical was Tuoba Gui in his final years? How did he consolidate power? And what would eventually cause his murder at the hands of his own son? These questions will be the focus of the next few articles which will focus on Tuoba Gui's final years and death.
ENDNOTES
1.As per the Weishu. The Jinshu states that Liu Bobo was taken in by the Chigan tribe. I think that the tribe probably were the Chigan, and that the Weishu combined Chigan with their post-sinicisation family name of Xue.
2. Also referred to as Tadoufu in the Jinshu.
3. The Jinshu version has Taixifu (or Tadoufu) try to send Liu Bobo to Tuoba Gui, but he is stopped by his nephew Ali, who sent him to Meiyiyu.
4. Both the Helai and Helan clans later changed their names to He. It's generally agreed that the tribes were closely related, if not different transcriptions of the same tribe. Since Helan Lu is referred to as Helai Lu in the Jinshu, I lean towards the different transcriptions theory. I think that Helan should be the transcription for members who remained north beyond the Great Wall, and Helai should be the transcription for those who lived south of the Wall, though some have argued the other way in that Helai is the Xianbei transcription and Helan is the Han transcription. Since Helan Digan originated from Dai, he should be from a minor branch of the Helan tribe rewarded with the name for their loyalty.
5. The WS writes that the breaking off of the marriage alliance and Helan Digan being detained happened upon Yao Xing ascending to the throne, and that the marriage was arranged by Yao Chang, but Yao Xing came to the throne in 394, six years before Tuoba Gui created an empress. The WS may have confused timelines, or it could be that Tuoba Gui and Yao Chang agreed for Yao Xing's daughter to marry Tuoba Gui when she was older. When she was old enough, Tuoba Gui asked Yao Xing to send her over, and he initially agreed, but Yao Xing refused when he heard that Tuoba Gui already had an empress.

AND WE'RE BACK!
Meet Fen Liu. Probably one of the most changed characters from the source material.
Liu was a throwaway line (and also a man) so I classify her as an original character. Liu starts the story as the maid of Gretchen and Alfred, who treat her as nothing but a servant.
Liu speaks English quite well, but chooses to speak only Chinese to spite Gretchen. She plans to take down the Byrnes family, take everything from them, and leads a group of other residents of Echo with the intent of taking down the people in power.
She becomes the leader of this group after something paranormal happens - because this is Echo, paranormal things happen all the time - which earns her a scar over the nose, newfound freedom, and also general plot relevance. She also gets an axe to protect herself.
Down with the patriarchy, thank you if you saw this and liked it.

they had their order taken by Fen Liu from Strangerville!
I guess the money problems she had in that town have followed her to Sulani and she’s had to get a job instead of enjoying her retirement...
