Flüchtlingspolitik wird immer erbarmungsloser

Chancen der Migration bleiben ungenutzt

Nicht, dass uns jemand falsch versteht, das im Grundgesetz verankerte Recht auf Asyl hat Anfang der 90-iger Jahre CDU Bundeskanzler Helmut Kohl mit der ersten Grundgesetzänderung zu diesem Thema zerstört - und es folgten weitere Angriffe. Aber der sogenannte "EU Asylkompromiss", der von EU Kommission aber auch der "Fortschrittskoaltion" in Deutschland gefeiert wird, ist ein weiterer Tiefpunkt menschenunwürdiger Politik.

Zu der der UN Flüchtlingskonvention widersprechenden Abwehr an den Außengrenzen kommt noch die unwürdige Behandlung derjenigen hinzu, die es zu uns geschafft haben. Anstatt diese darin zu unterstützen, ein Teil unserer Gesellschaft zu werden (und den Fachkräftemangel zu lindern) werden sie an Spracherwerb, Bildung und Arbeit gehindert.

In seiner aktuellen Fachinformation schreibt der Flüchtlingsrat Berlin:

Fehlende Beschulung

In der Flüchtlingssammelunterkunft Tegel leben aktuell knapp 600 Kinder im schulpflichtigen Alter. Die Senatsverwaltung für Bildung, Jugend und Familie hat nun beschlossen, für diese Kinder vor Ort auf dem Gelände des ehemaligen Flughafens Willkommensklassen einzurichten, da die Bezirke keine ausreichenden Kapazitäten hätten. In einer Pressemitteilung vom 21.11.2023 gesteht Senatorin Katharina Günther-Wünsch: "Derzeit erfüllen wir unsere verfassungsmäßige Verpflichtung nicht, geflüchteten Kindern und Jugendlichen das Recht auf Bildung zu gewähren."

Der Flüchtlingsrat Berlin sieht das zwar als Fortschritt aber gleichzeitig auch kritisch, wenn Willkommensklassen für geflüchtete Kinder abseits der Regelschulen eingerichtet werden und somit regelrechte "Flüchtlingsschulen" entstehen.

Unbegleitete geflüchtete Kinder und Jugendliche

Die Situation von unbegleiteten Kindern und Jugendlichen spitzt sich sowohl in Berlin als auch bundesweit immer weiter zu. Es fehlt an Schulplätzen, Vormünder*innen, geeigneter Unterbringung und vielem mehr. Der Bundesfachverband für unbegleitete minderjährige Flüchtlinge (BumF) hat zusammen mit weiteren Organisationen ein Lobbypapier dazu veröffentlicht: Rechtsverletzungen bei unbegleiteten geflüchteten Kindern und Jugendlichen.

Den Flüchtlingsrat Berlin erreichen schon seit längerem immer wieder Meldungen von Sozialarbeiter*innen, dass während der sehr langen (Vor-)Clearingverfahren viele als unbegleitete minderjährig eingereiste Jugendliche volljährig werden oder aber von der Senatsverwaltung volljährig geschätzt werden und dann aus dem Jugendhilfesystem rausfliegen und ins Ankunftszentrum Tegel kommen, wo sie keinerlei Unterstützung mehr erhalten. Dabei gäbe es für junge Volljährige weiterhin die Möglichkeit Unterstützung der Jugendhilfe nach §41 SGB VIII zu gewähren. Davon wird in Berlin aber aktuell kaum Gebrauch gemacht. In Tegel leben laut Angaben von Sozialarbeiter*innen aktuell ca. 250 unbegleitete junge Volljährige, auf die kaum adäquat eingegangen werden kann.

Die Fachinfo geht im weiteren auf die verschäften Bedingungen für Abschiebungen und die Behandlung ukrainischer Geflüchteter ein.

Die ARI-Dokumentation "Bundesdeutsche Flüchtlingspolitik und ihre tödlichen Folgen" 1993-2022 ist in einer aktuellen Version erschienen. Die Zahlen und die Schilderungen der Einzelfälle sind erschreckend.

443 Geflüchtete töteten sich angesichts ihrer drohenden Abschiebung oder starben bei dem Versuch, vor der Abschiebung zu fliehen, davon 88 Menschenin Abschiebehaft.

5.520 Geflüchtete verletzten sich aus Angst vor der Abschiebung oder aus Protest gegen die drohende Abschiebung

5 Geflüchtete starben während der Abschiebung.

634 Geflüchtete wurden durch Zwangsmaßnahmen oder Mißhandlungen während der Abschiebung verletzt.

41 Geflüchtete kamen nach der Abschiebung in ihrem Herkunftsland zu Tode.

642 Geflüchtete wurden im Herkunftsland von Polizei oder Militär mißhandelt und gefoltert, kamen aufgrund ihrer bestehenden schweren Erkrankungen in Lebensgefahr oder erkrankten schwer.

81 Geflüchtete verschwanden nach der Abschiebung spurlos.

246 Geflüchtete starben auf dem Wege in die Bundesrepublik Deutschland oder an den Grenzen.

935 Geflüchtete erlitten beim Grenzübertritt Verletzungen, davon 353 an den deutschen Ost-Grenzen.

35 Geflüchtete starben durch direkte Gewalteinwirkung von Polizei oder Bewachungspersonal entweder in Haft, in Gewahrsam, bei Festnahmen, bei Abschiebungen, auf der Straße, in Behörden oder in Heimen, mindestens 1.391 wurden verletzt.

34 Todesfälle gab es durch unterlassene Hilfeleistung.

88 Geflüchtete starben bei Bränden, Anschlägen auf Flüchtlingsunterkünfte und Wohnungen oder durch sonstige Gefahren und 1.818 Flüchtlinge wurden dabei z.T. erheblich verletzt.

29 Geflüchtete starben durch rassistische oder politische Angriffe im öffentlichen Raum und mindestens 4300 Flüchtlinge wurden körperlich angegriffen.

Durch staatliche Maßnahmen der BRD kamen seit 1993 mindestens 803 Geflüchtete ums Leben.

Durch rassistische Angriffe und die Unterbringung in Lagern (u.a. Anschläge, Brände) starben 117 Menschen.

European integration: from history to perspectives

Political analysts often refer to the EU as a “peace project” that was created to counter nationalism, wars and political turbulence. Peo Hansen argues that while this view continues to shape perceptions today, it overlooks the role that geopolitical issues have always played in the integration process, EUROPP reports.

The EU is gradually becoming a geopolitical player. It wants to be “sovereign”, “strategically autonomous”, a “balancer of power” and a projector of “hard power”. As the “geopolitical commission” of Josep Borrell and Ursula von der Leyen has repeatedly explained, “the era of conciliatory, if not naive, Europe has arrived. Virtuous ‘soft power’ is no longer enough in today’s world. We must supplement it with a ‘hard power’ dimension.” The war in Ukraine, as Borrell has just stated, “has made us a geopolitical power, not just an economic one.”

It is not known what political measures this will entail. However, what is clear is that the EU’s geopolitical turnaround is a radically new and unprecedented event. In the opinion of many analysts, this is where its enormous significance lies.

Those who dreamed of a peaceful and integrated Europe planted the seed of the future creation of a United States of Europe. Western Europe had a good soil for the growth and development of that tree because the continent’s early history exemplifed continent-wide unity; thus, Europe enjoyed a manifest cultural tradition of integration. More importantly, the Roman Empire also led to modern socioeconomic, legal and political similarities in the Western countries. The highly infuential luminaries of the French Enlightenment clearly recognized and commented up this similitude. Montesquieu, who had travelled outside Europe, stated: A prince believes he will become greater through the ruin of a neighboring state. On the contrary! The condition of Europe is such that states depend on each other: France has need of the wealth of Poland and Muscovy. . . . Europe is a state composed of several provinces.

Voltaire expressed the same idea: “Christian Europe could be regarded as a single republic divided in several states.” Later on, eighteenth-century political theorists continued to repeat their ideas. For example, Dublin-born political theorist Edmund Burke stated in 1796 that Europe was “virtually one great state, having the same basis in general law.” A traveler in it “never felt himself quite abroad.” These views, however, were soon buried when the nation-state was born at the turn of the nineteenth century out of the American and French revolutions.

The nineteenth century was an age of nationhood and nationalism. In spite of this ethos, or perhaps because national conficts and confrontations generated the natural longing to establish a peaceful and united continent, the idea of the United States of Europe was born during this century."

Now Sweden gives thumbs-up to chat control 2.0, an awful proposition which would require digital communication providers to allow government access to encrypted private messages ("but only photo, video and links now :):):) not literally every digital communication you do :):):)"). This is a massive invasion to personal integrity, a fucking data security risk and an "'accidentally' surveilled the groups I like to opress or my political opponents a bit, oops" risk, especially in the more authoritarian countries. All to find, you know it, child porn and grooming (this will of course not catch teens sending consensual nudes, vacation pictures of babies on beaches sent to family members or normal porn and waste massive resources on scanning and processing "suspect" content).

Did I mention this sucks yet? They didn't even ask the government people supposed to decide our stance on EU politics, just the justice committee. During a single meeting, no debate. Sweden's desicion means a larger probablility that this passes in EU.

And you know what? Two parties which my views generally align with, who before the election NOT EVEN TWO WEEKS AGO, one of which I voted for partly because of their stance on this (no to mass surveillance, personal integrity is important) BOTH DID A 180 AND VOTED FOR CHAT CONTROL. One thing if parties I don't like and don't vote for do this, but I trusted these fuckers to have at least a little backbone/common sense. Also why did the nationalistic and generally shitty party SD vote no to this. Why do only they and C think this is a bad idea.

In other news, I've written to my first representative today to express my disappointment. I hope this doesn't pass silently.

Fünf Geschichten, die nach dem Lesen immer wieder zum Nachdenken anregen und betroffen machen. In der ersten Geschichte geht es um einen Alten- und Behindertenpfleger der seine Sexualität absolut nicht im Griff hatte und sich an seinen Patienten verging.

Die zweite Geschichte handelt von Elfriede, für die Geld der wichtigste und oft der einzige Lebensinhalt war. Geld war für sie so wichtig, dass sie keine gut gemeinten Ratschläge akzeptierte. Das führte schließlich dazu, dass sie unheilbar krank wurde, bis sie qualvoll starb.

In der dritten Geschichte wird über Verbrühungen mit kochendem Wasser erzählt. Das 18 Monate alte Mädchen zog den Wassertopf vom Schrank, das kochende Wasser floss über ihren Oberkörper, es war schrecklich. »Regt euch nicht so auf, ihr seid noch jung und könnt noch viele Kinder haben.« Sagte der Arzt als Trost zu den Eltern.

In der vierten Geschichte steht Eifersucht im Mittelpunkt. Der Mann einer Krankenschwester trank an einem Abend sehr viel Alkohol und fing an seine Frau wegen ihres Berufes zu beschimpfen. Er fragte sie, »vermisst Du Deine Patienten nicht, kannst sie jetzt ja nicht am Sack kraulen und streicheln?«

Neue EU-Bürger in einem Mietshaus ist das Thema der fünften Geschichte. Für die EU-Bürger wird „Integration“ mit einem Platz am Esstisch der EU verstanden. „Hand aufhalten und Lügen“ entspricht ihrer Herkunftsland-Mentalität und wird bei uns ausgiebig praktiziert.

In case you missed it, we detailed earlier this week that the publication of the graphic novel has been pushed back from its original July 2024 estimate into Spring 2025 - you can read the full update here. We also want to take a moment to say that we have seen the outpouring of love and support on Kickstarter, and across various platforms, wishing Colleen well in her recovery and the time needed for the graphic novel - a huge thank you from all of the team for your understanding and patience, and for the genuine community and care we’ve seen these past few days. We appreciate you all.

PledgeManager

With this in mind, we think it’s important to underline: though PledgeManager has launched, you do not need to pay for your shipping fees immediately.

The PledgeManager is there for those who missed the campaign to order the graphic novel, and indeed for any backers who would like to upgrade, get some other add-ons, or the new items. You, as a pre-existing backer, should receive an email with information via Kickstarter and/or PledgeManager to inform you that this is now open to you - note, these are sent in waves of smaller batches, so if you don't get yours immediately, don't panic! It will likely take between 12-18 hours to process all the backers.

You are, of course, welcome to pay your shipping right away if you'd like, however we completely understand that you may want to wait until closer to the fulfilment time, or when more solid dates are confirmed, before actioning this.

For this stage, we have compiled a quick FAQ below covering some key questions:

Will the whole project be moving from Kickstarter to PledgeManager? No. This is just for the fulfilment side and logistics - all updates will still remain here.  

Do PledgeManager backers get everything that Kickstarter backers do? No. While the remaining tiers will be made available for those who missed it, with certain stretch goals (e.g. additions to the book, loot boxes, etc), Kickstarter backers have a number of exclusives such as the Good Omens HQ discount code for when the store launches, and the backers only events.  

My PledgeManager address will be different to what is listed on my Kickstarter. Is that fine? Yes. We are handling all logistics through PledgeManager and, as such, that is the only place where we will need your address. If you move or need to change any details, that will be the place to do so.  

Can I change my address? Yes. You can update your address until we are at the shipping stage. We will keep this option open for as long as possible to ensure maximum flexibility around this.  

How are shipping fees calculated? It is based on both weight and the country it is being sent to. We have been working over the past months to streamline processes and bring the costs down from their original starting point.  

Do I have to pay just now? You do not need to pay immediately, but payment will need to be made prior to your items being shipped. You now have a bigger window during which you can make payment. As above, we will keep updating you on the progression of the publication schedule, should you be waiting for firmer dates before doing so.  

What about taxes and import duty? UK: VAT is included in the costs UK backers pay, there should be no extra tax charges. US: We believe (but cannot guarantee) that imports under $800USD in value should not attract import duty, those pledges above may be taxed at import. EU & REST OF THE WORLD: If taxes or duties apply to your pledge, these will need to be paid at time of import into your country. We’ve spent months trying to integrate the costs at this stage, but in having the project open across the globe, it has proven too complex to be able to fully refine and cover all instances and locations, and we’ve been advised that this is the best route forward.  We know a lot of international backers, particularly in the EU – for example – will already be used to this process, and we will keep you all updated on any developments on this front. For all of our backers, we are working hard to make labelling and declaring all of the contents of your pledges as transparent as possible, in order to make taxing and importing as easy and affordable as possible.  

I want to buy the new items, but am waiting to pay shipping. Are they limited? The pins, mugs, notebooks - all the new items specifically added to the PledgeManager are not limited and will be available regardless of whether you get them now, or months down the road. The only limited items are the remaining tiers that have moved over from the Kickstarter (e.g. the Obsidian Tier) that were limited to begin with, and a very limited run of the Alien Parking ticket. Everything else is fully available, in perpetuity.  

Will you be adding extra items to the PledgeManager? No. What is there at launch is all we plan to include at this point - any new items afterwards will instead originate via the Good Omens HQ store.  

Will Kickstarter backers get items first? Yes. We will have a staggered approach for fulfilment: Kickstarter backers, then PledgeManager, then everything that is moving to the Good Omens HQ store will subsequently be made available.
