China pide a EE.UU. que "considere cuidadosamente" la prohibición de la inversión en tecnología

El consejo de comercio internacional de China ha suplicado a Estados Unidos que “considere cuidadosamente” las reglas que restringen o prohíben las inversiones estadounidenses en el sector tecnológico de China, según la televisión estatal el viernes (29 de septiembre).
La orden ejecutiva, firmada por el presidente estadounidense Joe Biden en agosto, restringe o prohíbe las inversiones en cualquier empresa con sede en China que trabaje en semiconductores, tecnologías de información cuántica y otros sistemas de inteligencia artificial.
El Consejo para la Promoción del Comercio Internacional de China criticó la orden en la televisión estatal, alegando que establece “restricciones vagas y amplias” a los inversores. Junto con el Ministerio de Comercio, el organismo afirmó que la orden no separa los fines militares y civiles.
En agosto, Biden dijo que la orden ejecutiva se emitió para evitar financiar al ejército de China y proteger la seguridad nacional de Estados Unidos.
"Eso no sólo genera riesgos de transacción y costos de cumplimiento… sino que también daña la cadena industrial global altamente interdependiente", dijo el organismo.
Se produce después de que el Departamento de Comercio de EE. UU. anunciara la semana pasada que había emitido sus reglas finales para prohibir los subsidios a la fabricación de semiconductores utilizados por China y otros países considerados una amenaza a la seguridad nacional.
Las regulaciones marcaron un último obstáculo para la Ley “Chips y Ciencia” de Biden, que ofrecerá 39 mil millones de dólares en subsidios para la producción de semiconductores para impulsar la fabricación.
La histórica ley ofrece 52.700 millones de dólares para la producción, investigación y desarrollo de semiconductores en Estados Unidos.
Los acuerdos de capital de riesgo de IA en China se desplomaron en 2022 y hasta ahora tampoco parecen haberse recuperado en 2023, según la base de datos de acuerdos de GlobalData.
La empresa de investigación descubrió que los acuerdos de capital de riesgo del país ascendieron a 6.800 millones de dólares en 2022, frente a los 16.800 millones de dólares de 2021.
Los acuerdos de IA suman 3.700 millones de dólares en 2023 hasta la fecha, casi la mitad que el año anterior.
