Tumblr’s Core Product Strategy
Here at Tumblr, we’ve been working hard on reorganizing how we work in a bid to gain more users. A larger user base means a more sustainable company, and means we get to stick around and do this thing with you all a bit longer. What follows is the strategy we're using to accomplish the goal of user growth. The @labs group has published a bit already, but this is bigger. We’re publishing it publicly for the first time, in an effort to work more transparently with all of you in the Tumblr community. This strategy provides guidance amid limited resources, allowing our teams to focus on specific key areas to ensure Tumblr’s future.
The Diagnosis
In order for Tumblr to grow, we need to fix the core experience that makes Tumblr a useful place for users. The underlying problem is that Tumblr is not easy to use. Historically, we have expected users to curate their feeds and lean into curating their experience. But this expectation introduces friction to the user experience and only serves a small portion of our audience. 
Tumblr’s competitive advantage lies in its unique content and vibrant communities. As the forerunner of internet culture, Tumblr encompasses a wide range of interests, such as entertainment, art, gaming, fandom, fashion, and music. People come to Tumblr to immerse themselves in this culture, making it essential for us to ensure a seamless connection between people and content. 
To guarantee Tumblr’s continued success, we’ve got to prioritize fostering that seamless connection between people and content. This involves attracting and retaining new users and creators, nurturing their growth, and encouraging frequent engagement with the platform.
Our Guiding Principles
To enhance Tumblr’s usability, we must address these core guiding principles.
Expand the ways new users can discover and sign up for Tumblr.
Provide high-quality content with every app launch.
Facilitate easier user participation in conversations.
Retain and grow our creator base.
Create patterns that encourage users to keep returning to Tumblr.
Improve the platform’s performance, stability, and quality.
Below is a deep dive into each of these principles.
Principle 1: Expand the ways new users can discover and sign up for Tumblr.
Tumblr has a “top of the funnel” issue in converting non-users into engaged logged-in users. We also have not invested in industry standard SEO practices to ensure a robust top of the funnel. The referral traffic that we do get from external sources is dispersed across different pages with inconsistent user experiences, which results in a missed opportunity to convert these users into regular Tumblr users. For example, users from search engines often land on pages within the blog network and blog view—where there isn’t much of a reason to sign up. 
We need to experiment with logged-out tumblr.com to ensure we are capturing the highest potential conversion rate for visitors into sign-ups and log-ins. We might want to explore showing the potential future user the full breadth of content that Tumblr has to offer on our logged-out pages. We want people to be able to easily understand the potential behind Tumblr without having to navigate multiple tabs and pages to figure it out. Our current logged-out explore page does very little to help users understand “what is Tumblr.” which is a missed opportunity to get people excited about joining the site.

Improving Tumblr’s search engine optimization (SEO) practices to be in line with industry standards.
Experiment with logged out tumblr.com to achieve the highest conversion rate for sign-ups and log-ins, explore ways for visitors to “get” Tumblr and entice them to sign up.
Principle 2: Provide high-quality content with every app launch.
We need to ensure the highest quality user experience by presenting fresh and relevant content tailored to the user’s diverse interests during each session. If the user has a bad content experience, the fault lies with the product.
The default position should always be that the user does not know how to navigate the application. Additionally, we need to ensure that when people search for content related to their interests, it is easily accessible without any confusing limitations or unexpected roadblocks in their journey.
Being a 15-year-old brand is tough because the brand carries the baggage of a person’s preconceived impressions of Tumblr. On average, a user only sees 25 posts per session, so the first 25 posts have to convey the value of Tumblr: it is a vibrant community with lots of untapped potential. We never want to leave the user believing that Tumblr is a place that is stale and not relevant.

Deliver great content each time the app is opened.
Make it easier for users to understand where the vibrant communities on Tumblr are. 
Improve our algorithmic ranking capabilities across all feeds. 
Principle 3: Facilitate easier user participation in conversations.
Part of Tumblr’s charm lies in its capacity to showcase the evolution of conversations and the clever remarks found within reblog chains and replies. Engaging in these discussions should be enjoyable and effortless.
Unfortunately, the current way that conversations work on Tumblr across replies and reblogs is confusing for new users. The limitations around engaging with individual reblogs, replies only applying to the original post, and the inability to easily follow threaded conversations make it difficult for users to join the conversation.

Improve the conversational posting features around replies and reblogs. 
Allow engagements on individual replies and reblogs.
Make it easier for users to follow the various conversation paths within a reblog thread. 
Remove clutter in the conversation by collapsing reblog threads. 
Explore the feasibility of removing duplicate reblogs within a user’s Following feed. 
Principle 4: Retain and grow our creator base.
Creators are essential to the Tumblr community. However, we haven’t always had a consistent and coordinated effort around retaining, nurturing, and growing our creator base.  
Being a new creator on Tumblr can be intimidating, with a high likelihood of leaving or disappointment upon sharing creations without receiving engagement or feedback. We need to ensure that we have the expected creator tools and foster the rewarding feedback loops that keep creators around and enable them to thrive.
The lack of feedback stems from the outdated decision to only show content from followed blogs on the main dashboard feed (“Following”), perpetuating a cycle where popular blogs continue to gain more visibility at the expense of helping new creators. To address this, we need to prioritize supporting and nurturing the growth of new creators on the platform.
It is also imperative that creators, like everyone on Tumblr, feel safe and in control of their experience. Whether it be an ask from the community or engagement on a post, being successful on Tumblr should never feel like a punishing experience.

Get creators’ new content in front of people who are interested in it. 
Improve the feedback loop for creators, incentivizing them to continue posting.
Build mechanisms to protect creators from being spammed by notifications when they go viral.
Expand ways to co-create content, such as by adding the capability to embed Tumblr links in posts.
Principle 5: Create patterns that encourage users to keep returning to Tumblr.
Push notifications and emails are essential tools to increase user engagement, improve user retention, and facilitate content discovery. Our strategy of reaching out to you, the user, should be well-coordinated across product, commercial, and marketing teams.
Our messaging strategy needs to be personalized and adapt to a user’s shifting interests. Our messages should keep users in the know on the latest activity in their community, as well as keeping Tumblr top of mind as the place to go for witty takes and remixes of the latest shows and real-life events.  
Most importantly, our messages should be thoughtful and should never come across as spammy.

Conduct an audit of our messaging strategy.
Address the issue of notifications getting too noisy; throttle, collapse or mute notifications where necessary.  
Identify opportunities for personalization within our email messages. 
Test what the right daily push notification limit is. 
Send emails when a user has push notifications switched off.
Principle 6: Performance, stability and quality.
The stability and performance of our mobile apps have declined. There is a large backlog of production issues, with more bugs created than resolved over the last 300 days. If this continues, roughly one new unresolved production issue will be created every two days. Apps and backend systems that work well and don't crash are the foundation of a great Tumblr experience. Improving performance, stability, and quality will help us achieve sustainable operations for Tumblr.

"In an unprecedented step to preserve and maintain the most carbon-rich elements of U.S. forests in an era of climate change, President Joe Biden’s administration last week proposed to end commercially driven logging of old-growth trees in National Forests.
Secretary of Agriculture Tom Vilsack, who oversees the U.S. Forest Service, issued a Notice of Intent to amend the land management plans of all 128 National Forests to prioritize old-growth conservation and recognize the oldest trees’ unique role in carbon storage. 
It would be the first nationwide amendment to forest plans in the 118-year history of the Forest Service, where local rangers typically have the final word on how to balance forests’ role in watershed, wildlife and recreation with the agency’s mandate to maintain a “sustained yield” of timber.
“Old-growth forests are a vital part of our ecosystems and a special cultural resource,” Vilsack said in a statement accompanying the notice. “This clear direction will help our old-growth forests thrive across our shared landscape.”
But initial responses from both environmentalists and the logging industry suggest that the plan does not resolve the conflict between the Forest Service’s traditional role of administering the “products and services” of public lands—especially timber—and the challenges the agency now faces due to climate change. National Forests hold most of the nation’s mature and old-growth trees, and therefore, its greatest stores of forest carbon, but that resource is under growing pressure from wildfire, insects, disease and other impacts of warming.
Views could not be more polarized on how the National Forests should be managed in light of the growing risks.
National and local environmental advocates have been urging the Biden administration to adopt a new policy emphasizing preservation in National Forests, treating them as a strategic reserve of carbon. Although they praised the old-growth proposal as an “historic” step, they want to see protection extended to “mature” forests, those dominated by trees roughly 80 to 150 years old, which are a far larger portion of the National Forests. As old-growth trees are lost, which can happen rapidly due to megafires and other assaults, they argue that the Forest Service should be ensuring there are fully developed trees on the landscape to take their place...
The Biden administration’s new proposal seeks to take a middle ground, establishing protection for the oldest trees under its stewardship while allowing exceptions to reduce fuel hazards, protect public health and safety and other purposes. And the Forest Service is seeking public comment through Feb. 2 (Note: That's the official page for the proposed rule, but for some reason you can only submit comments through the forest service website - so do that here!) on the proposal as well as other steps needed to manage its lands to retain mature and old-growth forests over time, particularly in light of climate change.
If the Forest Service were to put in place nationwide protections for both mature and old-growth forests, it would close off most of the National Forests to logging. In an inventory concluded earlier this year in response to a Biden executive order, the Forest Service found that 24.7 million acres, or 17 percent, of its 144.3 million acres of forest are old-growth, while 68.1 million acres, or 47 percent, are mature."

Hej, I just came across your post about carbon emissions and energy and may be I am wrong but it seems to me to be the entirely wrong approach to reduce consumption on the indivdual level. Because for instance I can't reduce my energy any further in a meaningful way with out compromising my wellbeing. Maybe if I shut down using my computer - which I can't for occupational reasons, plus it would isolate me for good. Well we can go of course the full way and declare electricity a mistake. Would inconvience a whole lot of people, kill plenty of them too and so on. But hey! there's been some emission avoided! Well that is just my opinion and may be I am just too negative
It is aboslutely 100% true that we can not meaningfully reduce CO2 emissions by reducing consumption on an individual level.
Of course we can do some things, like 'eat plant-based and local when possible' and 'don't fly' and 'repair instead of replace' but the impact of these things is minor compared to the total CO2 output and it isn't realistic for most of us.
Simply put: I can not get rid of my car if there is no bus service. I can not repair my phone if companies are allowed to deliberately make phones that can not be repaired. I can not eat local if everything is monoculture mass-argiculture for walmart. I can stop flying, but it is no good if all the private jets stay airborne. I can take shorter showers, but it's no use if the massive digital billboard next to my house is using more energy per month that i use per year.
The real massive reduction that we need requires a full societal transformation. Which means ending capitalism and going from a profit driven economy to one that is based on meeting collective needs while reducing CO2 wherever possible. Which means that when it comes to electricity and battery use, we prioritize human needs like medical care and accessibility devices, NOT the latest gaming platform or super car.
This will be a society without private jets, without fossil fuel mining, without advertising, without unnecessary plastic trinkets, without fast fashion, without mega-farms, without cryptocurrency, without bullshit jobs, without the military-industrial complex, without a constant stream of more wireless and battery operated gadgets. But it will be a society with broadly available and affordable public transport, with locally organized and sustainable food production, with medical care for all, with worker control over the workplace, with free repair-workshops everywhere, and more.
I can't imagine every aspect of that world because I am only one person with limited knowledge of all aspects of producing the things we need, but I know it starts with moving from a society organized around profit to a society organized around meeting human needs, including our very immediate need to stop climate change to prevent even more suffering than has already been caused by climate change so far.

According to Marx, metabolic rift appears in three different levels and forms. First and most fundamentally, metabolic rift is the material disruption of cyclical processes in natural metabolism under the regime of capital. Marx’s favourite example is the exhaustion of the soil by modern agriculture. Modern large-scale, industrial agriculture makes plants absorb soil nutrition as much as and as fast as possible so that they can be sold to customers in large cities even beyond national borders. It was Justus von Liebig’s Agricultural Chemistry (1862) and his theory of metabolism that prompted Marx to integrate an analysis of the ‘robbery’ system of agriculture into Capital. [...]
Liebig harshly criticized modern ‘robbery agriculture’ (Raubbau), which only aims at the maximization of short-term profit and lets plants absorb as many nutrients from the soil as possible without replenishing them. Market competition drives farmers to large-scale agriculture, intensifying land usage without sufficient management and care. As a consequence, modern capitalist agriculture created a dangerous disruption in the metabolic cycle of soil nutrients. [...]
Marx formulated the problem of soil exhaustion as a contradiction created by capitalist production in the metabolism between humans and nature. Insofar as value cannot fully take the metabolism between humans and nature into account and capitalist production prioritizes the infinite accumulation of value, the realization of sustainable production within capitalism faces insurmountable barriers.
This fundamental level of metabolic rift in the form of the disruption of material flow cannot occur without being supplemented and reinforced by two further dimensions. The second dimension of metabolic rift is the spatial rift. Marx highly valued Liebig in Capital because his Agricultural Chemistry provided a scientific foundation for his earlier critical analysis of the social division of labour, which he conceptualized as the ‘contradiction between town and country’ in The German Ideology. Liebig lamented that those crops that are sold in modern large cities do not return to the original soil after they are consumed by the workers. Instead, they flow into the rivers as sewage via water closets, only strengthening the tendency towards soil exhaustion.
This antagonistic spatial relationship between town and country – it can be called ‘spatial rift’ – is founded upon a violent process of so-called primitive accumulation accompanied by depeasantization and massive urban growth of the working-class population concentrated in large cities. This not only necessitates the long-distance transport of products but also significantly increases the demand for agricultural products in large cities, leading to continuous cropping without fallowing under large-scale agriculture, which is intensified even more through market competition. In other words, robbery agriculture does not exist without the social division of labour unique to capitalist production, which is based upon the concentration of the working class in large cities and the corresponding necessity for the constant transport of their food from the countryside. The third dimension of metabolic rift is the temporal rift. As is obvious from the slow formation of soil nutrients and fossil fuels and the accelerating circulation of capital, there emerges a rift between nature’s time and capital’s time. Capital constantly attempts to shorten its turnover time and maximize valorization in a given time – the shortening of turnover time is an effective way of increasing the quantity of profit in the face of the decreasing rate of profit. This process is accompanied by increasing demands for floating capital in the form of cheap and abundant raw and auxiliary materials. Furthermore, capital constantly revolutionizes the production process, augmenting productive forces with an unprecedented speed compared with precapitalist societies. Productive forces can double or triple with the introduction of new machines, but nature cannot change its formation processes of phosphor or fossil fuel, so ‘it was likely that productivity in the production of raw materials would tend not to increase as rapidly as productivity in general (and, accordingly, the growing requirements for raw materials)’ (Lebowitz 2009: 138). This tendency can never be fully suspended because natural cycles exist independently of capital’s demands. Capital cannot produce without nature, but it also wishes that nature would vanish. [...]
The contradiction of capitalist accumulation is that increases in the social productivity are accompanied by a decrease in natural productivity due to robbery [... i]t is thus essential for capital to secure stable access to cheap resources, energy and food. [...]
The exploration of the earth and the invention of new technologies cannot repair the rift. The rift remains ‘irreparable’ in capitalism. This is because capital attempts to overcome rifts without recognizing its own absolute limits, which it cannot do. Instead, it simply attempts to relativize the absolute. This is what Marx meant when he wrote ‘every limit appears a barrier to overcome’ (Grundrisse: 408). Capital constantly invents new technologies, develops means of transportation, discovers new use-values and expands markets to overcome natural limits. [...]
Corresponding to the three dimensions of metabolic rifts, there are also three ways of shifting them. First, there is technological shift. Although Liebig warned about the collapse of European civilization due to robbery agriculture in the 19th century, his prediction apparently did not come true. This is largely thanks to Fritz Haber and Carl Bosch, who invented the so-called Haber-Bosch process in 1906 that enabled the industrial mass production of ammonia (NH3) by fixing nitrogen from the air, and thus of chemical fertilizer to maintain soil fertility. Historically speaking, the problem of soil exhaustion due to a lack of inorganic substances was largely resolved thanks to this invention. Nevertheless, the Haber-Bosch process did not heal the rift but only shifted, generating other problems on a larger scale.
The production of NH3 uses a massive amount of natural gas as a source of hydrogen (H). In other words, it squanders another limited resource in order to produce ammonia as a remedy to soil exhaustion, but it is also quite energy intensive, producing a lot of carbon dioxide (CO2) (responsible for 1 per cent of the total carbon emission in the world). Furthermore, excessive applications of chemical fertilizer leach into the environment, causing eutrophication and red tide, while nitrogen oxide pollutes water. Overdependence on chemical fertilizer disrupts soil ecology, so that it results in soil erosion, low water- and nutrient-holding capacity, and increased vulnerability to diseases and insects. Consequently, more frequent irrigation, a larger amount of fertilizer and more powerful equipment become necessary, together with pesticides. This kind of industrial agriculture consumes not just water but large quantities of oil also, which makes agriculture a serious driver of climate change. [...]
[T]here remains a constant need to shift the rift under capitalism, which continues to bring about new problems. This contradiction becomes more discernible in considering the second type of shifting the metabolic rift – that is, spatial shift, which expands the antagonism of the city and the countryside to a global scale in favour of the Global North. Spatial shift creates externality by a geographic displacement of ecological burdens to another social group living somewhere else. Again, Marx discussed this issue in relation to soil exhaustion in core capitalist countries in the 19th century. On the coast of Peru there were small islands consisting of the excrement of seabirds called guano that had accumulated over many years to form ‘guano islands’. [...]
In the 19th century, guano became ‘necessary’ to sustain soil fertility in Europe. Millions of tons of guano were dug up and continuously exported to Europe, resulting in its rapid exhaustion. Extractivism was accompanied by the brutal oppression of Indigenous people and the severe exploitation of thousands of Chinese ‘c**lies’ working under cruel conditions. Ultimately, the exhaustion of guano reserves provoked the Guano War (1865–6) and the Saltpetre War (1879–84) in the battle for the remaining guano reserves. As John Bellamy Foster and Brett Clark (2009) argue, such a solution in favour of the Global North resulted in ‘ecological imperialism’. Although ecological imperialism shifts the rift to the peripheries and makes its imminent violence invisible in the centre, the metabolic rift only deepens on a global scale through long-distance trade, and the nutrient cycle becomes even more severely disrupted.
The third dimension of metabolic shift is the temporal shift. The discrepancy between nature’s time and capital’s time does not immediately bring about an ecological disaster because nature possesses ‘elasticity’. Its limits are not static but modifiable to a great extent. Climate crisis is a representative case of this metabolic shift. Massive CO2 emissions due to the excessive usage of fossil fuels is an apparent cause of climate change, but the emission of greenhouse gas does not immediately crystallize as climate breakdown. Capital exploits the opportunities opened up by this time lag to secure more profits from previous investments in drills and pipelines. Since capital reflects the voice of current shareholders, but not that of future generations, the costs are shifted onto the latter. As a result, future generations suffer from consequences for which they are not responsible. Marx characterized such an attitude inherent to capitalist development with the slogan ‘Après moi le déluge!’ (Capital I: 381).
This time lag generated by a temporal shift also induces a hope that it would be possible to invent new epoch-making technologies to combat against the ecological crisis in the future. In fact, one may think that it is better to continue economic growth which promotes technological development, rather than over-reducing carbon dioxide emissions and adversely affecting the economy. However, even if new negative emission technologies such as carbon capture and storage (CCS) are invented, it will take a long time for them to spread throughout society and replace the old ones. The rapid growth of the technology industry and the increasing reliance on cloud computing and artificial intelligence have led to a boom in the construction of data centers across the United States. Electric vehicles, wind and solar energy, and the smart grid are particularly reliant on data centers to optimize energy utilization. These facilities house thousands of servers that require constant cooling to prevent overheating and ensure optimal performance. Unfortunately, many data centers rely on water-intensive cooling systems that consume millions of gallons of potable (“drinking”) water annually. A single data center can consume up to 3 million to 5 million gallons of drinking water per day, enough to supply thousands of households or farms. The increasing use and training of AI models has further exacerbated the water consumption challenges faced by data centers.

The drinking water used in data centers is often treated with chemicals to prevent corrosion and bacterial growth, rendering it unsuitable for human consumption or agricultural use. This means that not only are data centers consuming large quantities of drinking water, but they are also effectively removing it from the local water cycle. Dry air reduces the risk of corrosion and electrical issues in the sensitive equipment in the data centers. The lack of humidity in water-stressed regions, such as the American Southwest, makes it an attractive location for data centers. This means that the regions in which it is “best” to locate a data center due to its arid environment has the highest marginal cost in terms of water consumption. In the Phoenix area alone, there are 58 data centers. If each data center uses 3 million gallons of water per day for cooling, that equates to over 170 million gallons of drinking water used per day for cooling data centers. This massive consumption of drinking water for data center cooling puts a strain on the already fragile water supply and raises ethical questions about prioritizing the needs of tech giants over the basic needs of residents and agriculture.

Optimizing renewable power with AI and data centers at the expense of increasing water consumption is not a sustainable solution. Prioritizing one aspect of sustainability, such as reducing carbon emissions, while neglecting another crucial resource like water creates an illusion of sustainability. In reality, this can lead to unsustainable practices that can have severe unintended consequences for individuals and farmers, especially in water-stressed regions.

STOP THE NZ GOVERNMENT'S WAR ON NATURE
Just when you thought they'd hit rock bottom, the National/Act/NZ First coalition government keeps digging. The fast-track approvals bill was released last month and forms the latest part of the government's war on nature. This would allow major infrastructure and industry projects such as mining, road construction and large-scale aquaculture to be fast-tracked if they are considered to be regionally or nationally significant. While I completely agree that the current Resource Management Act consenting process is not fit for purpose, its regulations are stringent for a reason - to protect our climate, our indigenous biodiversity and our whenua. We need development in New Zealand to be sustainable, and to focus more on nature-based solutions. This legislation is taking our country in the wrong direction. It's not the fast-track it's the wrong track!
Lack of consideration for environmental damage: This project requires the economic benefits of a project to be considered above all else. In the midst of intersecting climate and biodiversity crises, we should prioritize protecting the habitats we have left and supporting efforts to restore ecosystems.
Lack of regulation against negative human health impacts: Even if you're not a nature lover like me, we can probably all agree that exposure to carcinogenic chemicals and other toxins, dangerous pollution in outdoor recreation areas such as rivers and beaches, and air pollution are things that no New Zealander wants. This bill does not exclude projects and activities that will have a negative impact on human health.
Lack of transparency: There are already many projects earmarked for fast tracking under Schedule 2A of this bill, but this list has not been published, meaning a fast-tracked project could be coming to a place near you soon, and you'd have no idea until after the bill has passed. Details about the process for project selection and review are scarce.
Undemocratic: Rather than going through the full submission process, projects are sent straight to a panel to be reviewed. This means that local people and conservation groups won't get to have their say on projects that will directly affect them and the work they do. This is a blatant overreach of central government into local affairs, from a government who criticized Three Waters because they thought it took too much decision-making ability away from the regions.
Risks of corruption and conflict of interest: The expert panels do not get the final say of which projects are approved; they can be overridden by any of these three ministers: Simeon Brown (Minister for Energy and Transport), Chris Bishop (Minister for Infrastructure) and Shane Jones (Minister for Oceans & Fisheries, Resources and Regional Development). Having one person make these calls presents a much greater risk of conflicts of interest occurring (and let's be honest, this is quite a risk).

The Farm Bill is a critical piece of legislation that reauthorizes the country’s agricultural and nutrition programs about every five years—and the 2024 version is now on legislators’ desks, with some major changes. 
Originally designed to support farmers, the Farm Bill has evolved over time to prioritize nutrition assistance, with the Supplemental Nutrition Assistance Program (SNAP) now comprising 76% of the budget—projected to increase to 84% in the current version. This shift underscores the growing emphasis on addressing food insecurity among low-income Americans, as SNAP currently serves over 42 million individuals, or about 12% of the population.
The 2024 Farm Bill will fund SNAP, agriculture subsidies, and crop insurance through 2029, at a projected cost of $1.5 trillion. However, as the first Farm Bill to exceed $1 trillion, it faces heightened scrutiny as both parties clash over the allocation of funding between SNAP, subsidies, and other key programs.  
The current version of the bill, introduced by the Republican-led House Agriculture Committee, has sparked controversy by proposing a $30 billion cut to SNAP funding over the next decade. This reduction would be achieved by limiting adjustments to the Thrifty Food Plan (TFP)—a low-cost, standardized estimate of the minimum cost of a nutritious diet, used to determine SNAP benefit levels—to inflation rates only.  
The TFP is reevaluated every five years to reflect current food costs. In 2021, the Biden administration reevaluated the TFP to respond to high food costs due to COVID-19 and supply chain issues in the global food industry, resulting in the largest-ever increase in SNAP benefits, totaling $256 billion. Now, Republicans are seeking to restrict future adjustments to reflect only inflation costs, marking the largest SNAP reduction in nearly three decades. But Democrats and researchers argue that such a restriction could have significant impacts on the 42 million SNAP recipients, including 17 million children, 6 million older adults, and 4 million people with disabilities.
Americans face rising food insecurity and barriers in accessing nutritious diets  
The proposed cuts, along with provisions to outsource program operations, could undermine SNAP’s ability to effectively combat food insecurity. This is especially concerning given that food insecurity rates rose to 13.5% of U.S. households in 2023, affecting 18 million families—a statistically significantly increase from 2022, according to the U.S. Department of Agriculture (USDA). Food insecurity rates are notably higher for single-parent, female-headed households; Black and Latino or Hispanic households; and households in principal cities and rural areas. In addition, voters are growing increasingly worried about inflation and high food costs, with 70% citing food prices as a major concern. This view is especially pronounced among younger voters, who have been hit hard by a 20% surge in food costs since 2020, as reported by the Bureau of Labor Statistics.  
In addition to concerns surrounding food insecurity and rising costs, the TFP debate risks being a superficial fix that overlooks deeper, more critical challenges low-income families face in accessing nutritious diets. A USDA study found that 88% of SNAP participants encounter challenges in maintaining a healthy diet, with 61% citing the high cost of healthy foods as a key barrier. Other reasons include a lack of time to prepare meals at home and transportation difficulties in accessing healthy foods.  
Access barriers—combined with broader economic factors such as regional variations in real food prices and other costs of living, shifts in food composition data, changing consumption patterns, and updated dietary guidance—significantly impact low-income households’ ability to maintain affordable, nutritious diets. Addressing such factors is crucial for creating a more sustainable and impactful SNAP program, yet they remain sidelined in favor of quick, inflation-focused approaches that do little to address systemic barriers to healthy food access for vulnerable families.

The proposed $30 billion cut to SNAP funding over the next decade by restricting the USDA’s authority to adjust the TFP beyond inflation rates will have serious and multidimensional challenges for these low-income, food-insecure households. In addition, the bill’s proposal to outsource core SNAP operations to private entities could create complications in the application process and eligibility criteria, while also increasing federal costs by $1 million.  
Notably, the current version of the bill proposes to expand SNAP’s purpose to include the prevention of diet-related chronic diseases. Critics, such as the HEAL (Health, Environment, Agriculture, Labor) Food Alliance, argue that this risks diverting attention away from SNAP’s core mission of reducing food insecurity, and instead shifts the focus to diet-related concerns facing low-income populations. Yet these diet-related concerns are often a result of multifaceted challenges such as stress (or “bandwidth poverty”), food insecurity, and other factors such households face. The current version of the bill also proposes to cut climate-focused conservation efforts introduced by the Inflation Reduction Act. 
Proposed changes to agricultural subsidies have sparked equity concerns 
The proposed Farm Bill aims to reallocate funds by raising price floors for key agricultural commodities such as corn, wheat, and soybeans, while cutting SNAP funding. A large portion of the increased spending is directed toward farm programs and crop insurance—raising concerns about equity and the disproportionate benefits to large, wealthy farms. 
A report from the American Enterprise Institute highlights this disparity, revealing that the top 10% of farms receive 56.4% of all crop insurance subsidies, with the top 5% receiving 36.4%. Since these subsidies are not means-tested—and the level of subsidies is directly proportional to an agri-business’s production levels—the wealthiest and largest businesses capture the most significant share of these benefits. Research from the Environmental Working Group confirms evidence on the concentration of these subsidies toward the wealthiest agri-business owners. They found that between 1995 and 2021, the top 1% of recipients received 27% of the total $478 billion in farm subsidies—underscoring the disproportionate benefits to large-scale, wealthy farmers. Moreover, these subsidies favor a narrow range of commodity crops such as corn, soybeans, wheat, and cotton, which accumulates benefits to white, wealthy farmers while farmers of color receive little support. This inequitable allocation of resources raises important questions about the Farm Bill’s broader social and economic implications.  
The Government Accountability Office and Congressional Budget Office have proposed reforms to the current inequitable structure of these subsidies. Such reforms have the potential to reduce the fiscal deficit while protecting rights of farmers, ensuring food assistance to low-income populations, and maintaining price levels of key commodities. Reforms include implementing income limits on premium subsidies for wealthy farmers, adjusting compensation for insurance companies to reflect market rates, and reducing taxpayer reimbursements for administrative costs.
SNAP benefits aren’t keeping up with the true costs of a healthy diet 
A critical aspect of SNAP that is often overlooked in fiscal policy debates is the economic adequacy of the program’s benefits. There is a growing body of research suggesting that SNAP benefits in their current form are insufficient to cover the “real” cost of a healthy diet. 
In other words, the TFP might not truly reflect the real value of food costs low-income households face. The TFP was originally intended to represent the minimum food expenditure basket that would allow low-income households to avoid food insecurity. It is not necessarily based on the most recent scientific methodologies that factor in food prices, accessibility, and dietary needs.  
Recent evaluations have shown that the TFP often underestimates the cost of a nutritious diet, particularly in areas with higher living costs. An Urban Institute study found that despite food price inflation moderating in 2023, SNAP benefits remained inadequate for covering food costs: By the end of 2023, the average modestly priced meal cost $3.37, which was 19% more than the average maximum SNAP benefit of $2.84. Families with zero net income faced a shortfall of $49.29 per month by the end of the year, with urban areas experiencing a 28% gap between meal costs and SNAP benefits, compared to 17% in rural areas. In the five counties with the largest gaps, the shortfall exceeded 70% throughout the year. 
Recent economic research indicates that current SNAP benefits often fall short of covering the actual cost of a low-budget, healthy diet, with significant variations in benefit adequacy across U.S. regions. Researchers have found that these geographic variations in SNAP purchasing power significantly affect welfare outcomes such as child health and food insecurity. Despite deductions for housing and child care, many regions face much higher real costs of food, and SNAP dollars do not go far in such high-cost areas. To ensure equitable support, social scientists have put forth proposals to index SNAP benefits to local area food prices.   
Therefore, the proposed cuts to SNAP funding risk exacerbating systemic and multidimensional challenges low-income populations already face. Concerns about food insecurity and diet-related chronic diseases are symptomatic of deeper systemic challenges related to health insurance access, stress and bandwidth poverty, access to healthy foods, the higher cost of healthy foods, and structural oligopolies in the American food industry. Research suggests that SNAP inadequacy is linked to worse health outcomes, such as increased risk of obesity, diabetes, and hypertension. Yet instead of focusing on deeper systemic issues, the current Farm Bill proposes a quick fix, Band-Aid solution by proposing to cut SNAP funding further.
Policy recommendations for a stronger Farm Bill 
Despite proposing massive cuts to SNAP, increasing inequitable farm subsidies, and cutting climate funding for conservation efforts, the 2024 Farm Bill does lay out some positive measures. These include raising the income cutoff for SNAP eligibility (the Earned Income Deduction) from 20% to 22% of income, which will ensure more households just at the margin of earned income now have access to SNAP benefits. It proposes to give benefits access to individuals with drug-related convictions, who were previously excluded. Further, it proposes to extend the age limit for high school students on SNAP from 18 to 22 years, allowing students to work without disincentivizing income for eligibility. However, despite these positives, the proposed cuts and other changes could undermine the Farm Bill’s effectiveness in addressing food insecurity and equity concerns in agricultural subsidies.  
The proposed cuts based on restricting SNAP increases to only reflect inflation diverge significantly from academic research underscoring that the TFP should be updated regularly to factor in food prices, consumption patterns, and nutritional guidelines. While this measure could save $29 billion between 2025 and 2033, it will further dampen SNAP’s purchasing power as food costs continue to rise and vary across regions. 
The polarization of the Farm Bill reflects a broader ideological divide over the role of welfare in American society. Republicans have historically advocated for limited assistance and stricter work requirements for SNAP recipients. In contrast, Democrats have historically perceived welfare programs such as SNAP as essential tools for reducing poverty and inequality, and advocated for expanded benefits and more coverage.  
Politicians need to look beyond this ideological gap and focus instead on creating a more equitable and effective Farm Bill that addresses society’s economic and welfare needs. A zero-sum approach that pits agricultural interests against the needs of food-insecure, low-income consumers is not proving to be effective.  
What follows are key policy recommendations for crafting an inclusive and equitable Farm Bill that addresses the economic and welfare needs of vulnerable populations, including low-income households and underrepresented farmers. 
Evidence-based SNAP adjustments: Use scientific methodologies to measure the TFP’s adequacy and issue frequent and regular updates to SNAP benefits. Factors that impact the TFP beyond inflation include other costs of living, regional variations in SNAP adequacy, food consumption patterns, and healthy diet guidelines. 
Index benefits to reflect local economic conditions: Implement regional cost-of-living adjustments to SNAP benefits, which can address disparities in food costs and improve equity across geographic regions.  
Expand access to healthy foods: Invest in initiatives that improve access to healthier food options, such as affordable farmers markets, community gardens, and incentives for retailers in underserved areas to improve food access and support local economies.  
Rebalance agricultural subsidies: Impose income limits on farm subsidies and expand efforts to improve subsidy access for small-scale and BIPOC farmers.   
Integrate climate goals: Allocate funding for climate-resilient agricultural practices and provide financial assistance and incentives to small-scale and BIPOC farmers to invest in such technologies.  
Foster bipartisan collaboration: Encourage cooperation across party lines to create a Farm Bill that balances agricultural support with food assistance—recognizing their interdependence rather than treating them as competing interests. 
Engage stakeholders: Involve farmers, nutrition advocates, and SNAP recipients in the legislative process to ensure policies reflect the needs and realities of those directly impacted. 
The 2024 Farm Bill represents a critical opportunity for Congress to craft a more equitable and inclusive policy that addresses the dual needs of supporting agricultural production as well as nutrition assistance. However, as it currently stands, proposals such as the $30 billion cut to SNAP funding, the shift in focus toward preventing diet-related diseases, and the continued expansion of agricultural subsidies that disproportionately benefit white, wealthy farmers and a limited number of commodity crops risk undermining SNAP’s response to food insecurity and worsening inequality in the agriculture sector. 
Policymakers must look beyond zero-sum dynamics that pit agricultural subsidies against nutrition assistance, when the fundamental issues farmers and low-income households face are symptomatic of deeper systemic inequalities in the economic and welfare structures of fiscal policy. Therefore, rather than continuing to concentrate support in the hands of wealthy, large-scale agricultural producers, the Farm Bill should prioritize uplifting smaller, diverse farmers and ensuring low-income households have the resources they need to access nutritious food. Encouraging small-scale and low-income BIPOC farmers to invest in green technology is also essential, as this would foster more sustainable agricultural practices while supporting communities’ economic growth. At the same time, Congress must ensure that commodity prices remain stable and affordable, preventing further economic burdens on consumers. 
An equitable and welfare-focused Farm Bill would embrace a broader vision—one that balances the needs of both rural farming communities and urban, food-insecure families. By aligning agricultural subsidies with sustainable practices and expanding SNAP’s effectiveness, Congress can craft a policy that not only strengthens food security, but also builds a more just, resilient, and environmentally responsible food system for all Americans.

When incorporating disability into your politics, it is good to remember that the allocation of resources is one of the central questions that divides political ideologies. It is the “why”, whereas most of the other questions are sorting out the “how”.
I think one of the core tensions that plays out between disability movements and other liberatory movements is that knowledge of disability fundamentally reshapes how you understand the allocation of resources. In one sense, to be disabled is to need resources allocated to you because you cannot get them on your own.
•Disabled people know, experientially, that we need flattened hierarchy; the hierarchies of the medical establishment kill us and further disable us. They strip away our access to the resource that is medical knowledge and medical care.
•We know that we need an ecological relationship that is sustainable and stable, because the current eugenic environmental management system is sometimes the cause, and more often the exacerbator, of our disability. But also because we know that the scarcity of resources it is progressively creating will kill us first
•We know that we need continual industrial production to maintain the means by which we can be diagnosed and treated, and that even a short term collapse of production will kill many of us.
•we also know that there must be a fundamental reorganization of all society because we know that the current organization is also killing us, and that methods of gradual change will not prioritize us, and that many of us will be dead by malice or neglect before they come into effect.
•we know that we need ongoing, active care to survive.
•we know that a society cannot meet the needs of those whose needs it does not understand. We know that any plan for meeting needs, or granting rights, or ensuring values must explicitly include us, because we know that the nature of disability is that things do not work the same for us as they do for others.
The lived experience of disabled people creates a direct challenge to the ideas of resource allocation that those with less experience have developed. We see the gaps in their proposals because we know we are the ones who will fall through them. It is easy for an abled political theorist to say “we will work it out when we get there”. But someone who will die with 2 missed doses? they must say “will we get there?”
This question is often met with dismissal, for understandable reasons. At its heart, the existence of the disabled reminds the theorists that their ideas are incomplete.
But, for a moment, I would ask you to consider us a prompt, instead of a threat. Yes, we can point to the gaps in your ideology. But we are not doing this to hurt you, or even to say you are wrong. We point to the gaps because we want to help you fill them.
So, political thinkers, take a moment to imagine your world. Imagine the look, the feel, the smell. Think of your social relations, your food, your housing. Conjure up every beautiful dream for society that you’ve built.
Now ask yourself
1. In this society, how would someone get their medication reliably, Every single day? How can they ensure the quality and safety of that medication?
2. In this society, how would someone seek information about what’s wrong in their body? Are there widely available high-tech diagnostics, like MRI machines? (Bonus question: how does your society go about inventing and creating new high tech diagnostics?)
3. How would someone who cannot move their body bellow their neck get around. How would they get food, water, shelter, socialization, and freedom to leave their domicile and participate in the world?
4. How would someone who cannot read, write, or speak due to intellectual disability be able to live, and to have meaningful access to all the things that you believe humans deserve in your society?
5. In trying to build this society, transitioning from our current world to this new one, how would the people mentioned in above questions survive the transition?
And try to answer these questions. It’s okay if you don’t know right away. It’s okay if you have to think about it, do some research, or talk to some people. You love dreaming about the world we could build, right? This is more information for you to develop and refine that dream.
These questions are not exhaustive, at all. But they are a good starting point to check for gaps in your plan for reality, and to see who is currently falling through.
