April 15, 2023:
Dream: There was something in the beginning about having lunch with Jerry and Elaine from Seinfeld, and one of them was studying for a difficult test for a mean, hard ass college professor who didn't like them (because whichever one it was hadn't bothered to show up at all to class all semester). [My friend, irl] and Monica from F.R.I.E.N.D.S were there. We all packed up and started to leave, but [my friend, irl] and I waited for Monica who was in the bathroom.
As we left, it was suddenly that Me, [my friend, irl], [the other parent of my friend's children], and [their two young children] were at a party city / chuck e cheese type place and it was nighttime and closing so we were leaving. There was some stuff about us leaving and making sure the kids didn't walk out with anything they weren't supposed to, like jumbo mylar balloons or party favor toys, but it would happen like [younger child] would go and have to come back as [older child] was going, then we'd send [younger child] back while [older child] was trying to leave again with something. Finally, even though [older child] was holding a floating white latex balloon, we all started walking across the parking lot towards the car.
I stopped to wait for [my friend, irl] and [younger child], so I could keep chatting with [my friend, irl]. We get to the car and I realize [older child] isn't there. I scan the crowd of people and just for a flash I see the tip of the white balloon disappear between two cars. I run over fast and find [older child] buckled in to the front passenger seat of an old green minivan, with some blonde middle aged white woman in the driver's seat. [Older child] looks a little scared but had been sitting there politely because the woman obviously had convinced [older child] that [my friend, irl] had allowed this. The woman rolled her eyes and said "ugh, it was just for the weekend" (meaning she's saying she would only take [older child] for the weekend and then return them, which is obviously a lie because she's kidnapping [older child]). I rip the door open and drag her out, then reach across the seats and pull [older child] out. I snap a picture of the license plate on my phone. I bring [older child] back over to [my friend, irl]'s car, where [my friend, irl] and [other parent] had been freaking out but couldn't go far because [younger child] was already buckled into their booster seat and [my friend and other parent] didn't want to leave them. I'm scolding [older child], telling them that never ever under any circumstances should they trust an adult that says [my friend, irl] gave them permission to spend the night/ weekend with that person, without hearing it directly from [my friend, irl]'s mouth. The green minivan is already gone.
We get in the car to drive home. It had been night, but now it was day. We get stuck in traffic (with cop cars speeding ahead) and suddenly I think I see the green minivan. I point it out to [my friend and other parent], and I don't remember who was driving but they take off after it. We lose the minivan, but we find ourselves driving up this road that goes up into the sky into the clouds. At the top, there's a house (it looks like we're in the back of the house) with a door that leads into the garage. We all get out and sneak into the garage, and it's empty. But [my friend, irl] is determined to get these people that tried to kidnap their child, and I also want to get them. The big garage door is across from us, so we sneak over.
There's a small flap, almost like on a mail slot in a door, at eye level but it's screwed shut into the rail of the garage door. I quietly unscrew it, since we don't want to alert anyone by opening the garage door. Except the screw was holding the garage door down, and when I finish unscrewing it, the garage door pops up and opens about two feet (with the normal amount of noise a garage down makes). I grab it and try to quietly pull it back door, and I close it to about 1 or 2 inches open. I peek out the flap and see at least 6 cars parked 3x2, including the green minivan. There's also the lady talking to a strong looking red headed bearded white guy, with an older white man walking farther away up the sky driveway towards a castle. Luckily, I think the woman and the red headed guy are too far away to have heard the garage pop back open. I explain to [my friend, irl] that I see cars, and a green minivan, and they say "is it the same one? Are you sure?" But I can't see the license plate, so I lay down on the floor and push the garage door up to be about 6 inches open, and check the license plates. I see now that two of the cars are green minivans, and neither of them have the correct license plate number.
I tell [my friend, irl], and I start to wonder out loud if maybe they switched the license plates because they knew i took a photo of the license plate when I look up and see the red headed guy looking at us through the flap. I say "Run!" And we take off towards the door that led into the garage (which is now much farther away, like an airport hanger away) as he throws open the garage door. [The other parent of my friend's children] stays to fight him, and after getting halfway across, [my friend, irl] turns to hold off the guy so that I can get the children out. We make it through the door that led into the garage, but there's still a large track of skyroad we have to run down to get to a door that leads off the skypath back to earth, and if we get through THAT door, we'll find the car and be able to get away. We're running as hard as we can, and we know the guy is after us now ([other parent] is knocked out and [my friend, irl] is captured). The kids keep slowing down to grab things or put them down and I'm like "we don't have time, just run!" I know the guy is about to grab me, and I think about picking up the kids and throwing them through the door to safety when I wake up.

The Fugitive Slave Law was enacted by Congress in September, 1850, received the signature of Howell Cobb, of Georgia, as Speaker of the House of Representatives, of William R. King, of Alabama, as President of the Senate, and was “approved,” September 18th, of that year, by Millard Fillmore, Acting President of the United States.
The authorship of the Bill is generally ascribed to James M. Mason, Senator from Virginia. Before proceeding to the principal object of this tract, it is proper to give a synopsis of the Act itself, which was well called, by the New York Evening Post, “An Act for the Encouragement of Kidnapping.”
SYNOPSIS OF THE LAW
Section 1. United States Commissioners “authorized and required to exercise and discharge all the powers and duties conferred by this act.”
Section. 2. Commissioners for the Territories to be appointed by the Superior Court of the same.
Section. 3. United States Circuit Courts, and Superior Courts of Territories, required to enlarge the number of Commissioners, “with a view to afford reasonable facilities to reclaim fugitives from labor,”.
Section. 4. Commissioners put on the same footing with Judges of the United States Courts, with regard to enforcing the Law and its penalties.
Section. 5. United States Marshals and deputy marshals, who may refuse to act under the Law, to be fined One Thousand dollars, to the use of the claimant. If a fugitive escape from the custody of the Marshal, the Marshal to be liable for his full value. Commissioners authorized to appoint special officers, and to call out the posse comitatus.
Section. 6. The claimant of any fugitive slave, or his attorney, “may pursue and reclaim such fugitive person,” either by procuring a warrant from some judge or commissioner, “or by seizing and arresting such fugitive, where the same can be done without process;” to take such fugitive before such judge or commissioner, “whose duty it shall be to hear and determine the case of such claimant in a summary manner,” and, if satisfied of the identity of the prisoner, to grant a certificate to said claimant to “remove such fugitive person back to the State or Territory from whence he or she may have escaped,”—using “such reasonable force or restraint as may be necessary under the circumstances of the case.” “In no trial or hearing under this act shall the testimony of such alleged fugitive be admitted in evidence.” All molestation of the claimant, in the removal of his slave, “by any process issued by any court, judge, magistrate, or other person whomsoever,” to be prevented.
Section. 7. Any person obstructing the arrest of a fugitive, or attempting his or her rescue, or aiding him or her to escape, or harboring and concealing a fugitive, knowing him to be such, shall be subject to a fine of not exceeding one thousand dollars, and to be imprisoned not exceeding six months, and shall also “forfeit and pay the sum of one thousand dollars for each fugitive so lost.”
Section. 8. Marshals, deputies, clerks, and special officers to receive usual fees; Commissioners to receive ten dollars, if fugitive is given up to claimant; otherwise, five dollars; to be paid by claimant.
Section. 9. If claimant make affidavit that he fears a rescue of such fugitive from his possession, the officer making the arrest to retain him in custody, and “to remove him to the State whence he fled.” Said officer “to employ so many persons as he may deem necessary.” All, while so employed, be paid out of the Treasury of the United States.
Section. 10. [This Section provides an additional and wholly distinct method for the capture of a fugitive; and, it may be added, one of the loosest and most extraordinary that ever appeared on the pages of Statute book.] Any person, from whom one held to service or labor has escaped, upon making “satisfactory proof” of such escape before any court of record, or judge thereof in vacation—a record of matter so proved shall be made by such court, or judge, and also a description of the person escaping, “with such convenient certainty as may be;”—a copy of which record, duly attested, “being produced in any other State, Territory, or District,” and “being exhibited to any judge, commissioner, or other officer authorized,”. “shall be held and taken to be full and conclusive evidence of the fact of escape, and that the service or labor of the person escaping is due to the party in such record mentioned;” when, on satisfactory proof of identity, “he or she shall be delivered up to the claimant.” “Provided, That nothing herein contained shall be construed as requiring the production of a transcript of such record as evidence as aforesaid; but in its absence, the claim shall be heard and determined upon other satisfactory proofs competent in law.”

What do you think was UT first reaction and how did he find out about the Phantomhive house on fire? Did he see it on fire? And what the hell was he even doing during the time the twins were being held captive? How did he found out about the place they were? (because he rescued the RCiel at point)
Undertaker's whereabouts
There are just too many things we don't know. Too many gaps to fill in, and I don't think it would be all that wise for anyone to try and fill too much of it in... just yet. I do expect to get canon answers to a lot of this, but I'm not sure how to form headcanon or even theorize too much about it.
However, I can break this down into the individual questions and give you some ideas I've been considering. A mix of headcanon, theories, and (probably) pure fantasy. Conjecture, basically.
What was his reaction when he first found out -- and how did he find out -- about the (attack and) house on fire? I see two major possibilities here.
Either he was shocked and wished he'd been there when it happened, so he could have tried to stop it, but his plans were to show up during the party and just enjoy their 10th birthday without bringing too much attention to himself. He might have ended up scaring the twins, like before (the day the photo was taken), but it's not like he was going to reveal his true identity or anything like that. He shows up as he'd planned to do and sees the fire has already consumed Vincent and mostly ruined the rest. He searches for the remains of the children but can't find any. Even though he's initially shocked, he gets over that quickly, the queen's watchdog position being what it is. Then he starts to question whether the whole thing was planned by someone who knew what he is and knew he wouldn't be there yet. And where are the twins? So, he starts gathering as much information as he can and starts the search.
Or he has been expecting something to happen, and might have even been tipped off somehow about when and where, but he's physically delayed from getting there in time. By the time he arrives to the scene, he's way too late. He has ideas who's behind it, but he cannot confirm much of it, because the only victims not completely consumed by the fire were killed without even seeing it coming. Vincent and Rachel would have had valuable information in their cinematic records, but they've been burned to ashes. Whoever did this must know what Undertaker is. He can't find remains of the twins, so now he has to search for them.
Did he see the manor on fire? Possibly, but the major damage would have been done by then. I theorize that the fire was started with Vincent's and Rachel's clothes (or something) or at least in that room. Madam Red is shown arriving while the fire still blazed. I don't recall whether Lizzie shows up in time to see the fire; I know Paula tells her about it while they are still at the Midford's estate. I want to say Lizzie got there before the fire was completely put out. I don't know if Undertaker can handle a fire that's already collapsing the building; the only time we've seen him enter a burning building is when he collects real Ciel's body, but that was not long after the fire had been started. In this case, he either arrives when the fire's too widespread, or it has already died down... just embers perhaps still glowing here and there. I imagine him arriving once most of the flames are out and walking around among the burning embers, ignoring the heat and smoke and the soles of his boots starting to melt. Looking for bodies. Looking for clues. Maybe even looking for other things worth salvaging.
What was he doing while the twins were being held captive? Simply put, I think he was trying to find them.
How did he find them? Figuring out where our earl and Sebastian are going to go (once they had made their contract and moved back into the manor) is one thing; he can follow them around or keep tabs on them pretty much as he pleases. At least when he actually has the time and energy. But some people that he's maybe seen, if he was lucky, in some damaged cinematic records? Does he even know where to start? I suspect he had to keep his eyes and ears open for any hints about twins (or even just children) popping up somewhere. Since the cultists had conducted sacrificial rituals on more than one occasion, it's possible that he was able to figure out that reapers had made collections of children's souls from the same place over time, perhaps on a monthly basis, like coinciding with full moons. But it would be difficult, since he no longer has access to the death lists. Perhaps he interrogates people in the ranks of the Evil Nobles, since some of them seem to be involved in that demon cult, and some are definitely into the occult. Maybe he even confronts the human traffickers who sold the boys. But then, once he figured out that's probably where they were, he still had to get into the place. He might have had trouble getting into the building. Again, someone might have delayed him. Particularly if that mystery person in ch137 is John Brown or anyone else who might not want Undertaker to have access to the twins (or even access to their bodies). The mystery person disappears, and I'm pretty sure the demon didn't kill then, so where did they go and what did they do? They might have gone outside and confronted Undertaker. Or they might have simply left to make their report... to whomever. Even if no one physically blocked him from getting into the building sooner than he did, he still had to figure out where to go, and that might be why he was so late.
I hope that helps a bit. I really don't know what will end up being canon answers, though.
