He learned the importance of family and nakama from his father; he learned the importance of dreams from his mother.

You might think I got it backwards.

But Yasopp prioritized his Banchina and Usopp over his dreams on the seas; it's been shown that Shanks sought out Yasopp as one of his first crew mates. But Usopp's got memories of his dad, and Yasopp has enough stories about his son to brag about him to any willing or unwilling ear.

The tragedy of Yasopp and Banchina

Yasopp was the one who kept putting his dreams on the back burner because he put raising his kid and loving his wife first; Banchina had to work years at pushing him to pursue his dreams, to let her look after Usopp until he'd grown enough to take care of himself and follow after his father if he chose.

Neither of them expected the fatal disease that took her life to hit soon after Yasopp left; hence the source of Usopp's aversion to anything that could make him sick, (i.e. his refusal to eat mushrooms when they first meet Sanji because he got ill as a child) even if he's proven to have a fairly hardy constitution.

Usopp grew up hearing his mother preach the importance of pursuing a dream; hearing Banchina push Yasopp to accept Shanks' offer. He grew up understanding the romance of the sea.

So when anyone makes the mistake of laughing at someone for their dreams, let alone someone he calls nakama. . .

They don't laugh for too long.
