Viserys like other Targaryens possesses lingual dexterity and does speak High Valyrian, however, we do not ever see him use it -- so my portion of HC is that the death of Balerion plays a significant role here; he hardly ever used it bc the Black Dread was the last one to hear dragonlord's language and the wound is still fresh to him. After many battles and with fading life force in Balerion's eyes, Viserys could not ask more of him - so, the last King did not lead him to conquer but finally allowed him to retire as deserved in peace; it was the last ride ( to the afterlife ) in exchange for ( selfish ) acknowledgment and personally, for Viserys it was a very sad exchange he emotionally still has to recover from, thus, why he never bonded with another Dragon. Wolves and Swans have one mate per life ... bond of a Dragon and his Dragonlord be it long-lasting or temporary should not be taken lightly.

―  [ N ] EUTRALISM IN PILTOVER .

Piltover does not believe in the social constructs of sexuality or gender norms. Before fully understanding this, one must first understand what this means.

Social Constructs, or Constructionism, is the concept of a culture placing meaning between symbols, objects, and other solid products and giving an immutable quality to them. Such concepts are the idea of the worth of money or the power of a noble house sigil. The opposite of this is Neutralism. Neutralism is the idea that qualities, attributes, or meanings are their true nature without any kind of rules or framework. This means that something is the way it is and there is no need to place value or importance upon it.

Piltover does not place any kind of social constructs upon sexuality or gender terms. They do not see it as anything of importance to place value or terms upon and the idea that there must be this kind of gender or that kind of sexuality. In Piltover, sexuality doesn't even exist. They believe that people will like who they want based on their nature and their own decisions. There is no need to place some kind of hard rule upon it.

This means, that if you decide you are a man, and you like men, that's your nature. They don't use the term gay nor do they box it in as saying this is all you can like. Sexuality and gender are fluid within Piltover and you decide what you are when you want. Another example is the idea that you are a woman but decide to be gender neutral (as in binary and use them). Again, this is a respected process. The concept of Pronouns does not negate femininism or masculinity. A person can express discomfort in being called she or her, however much of the time people in Piltover do not see any kind of gender exclusion to these pronouns. She/her, he/him, or they/them for example, are just a way to reference a person and NOT state you are a man or woman.

Another example is going to a brothel house. In Piltover, these brothel houses are called bathhouses, and when you go to them you do not speak of your gender wants or your sexuality. You meet with the people and decide who you want to be with. If you have no interest in being with someone with a penis, then you do not have with those people because you have no interest in that bodily part. Same thing if you don't want someone with breasts. It's not uncommon to have sexual interest in body parts, but these body parts do not negate your sexuality or your gender. There is no concept that someone doesn't like someone because they have this body part or that, just that they are not sexually attracted to it and do not have any interest to lay with that. It doesn't make anyone wrong, only that they have an interest.

Piltover does not need to place constructs upon sexuality or gender as they believe it is a neutral concept based on your nature. They do not label anyone as gay, lesbian, straight, trans, or any kind of gender-based constructed label nor do they believe in homosexuality, demisexual, asexual, or others. In Piltover, there are no labels and there is no construct. You are what you are by what you deem your nature to be.

　⸻ [ O ] VERVIEW OF PILTOVER .

Piltover is a rich culture filled with multiple different aspects that often reflect its sister city, Zaun. A lot of my concepts below involve a mix of Piltover from Arcane (primarily), research of League's Piltover, and my own personally headcanons from my studies and research as an Anthropologist. Below is a overview of important concepts and views to understand Piltover and its relationship to Zaun.

Piltover's society is an oligarchy Aristocracy, meaning that it is ruled by the few who are part of the nobility. Those of higher 'birth' rule and make the decision for society as a whole.

Unlike Zaun where violence is accepted and expected, Violence is not approved and condoned. Everyone learns how to use manipulation and lies and are expected to build themselves up around this mask of power through words.

Piltover is organized by a caste system. This means the caste you are born into is where you stand, and it is difficult to progress out of it. If you are born in a lower house, most likely that is where you will be for life. It is very rare to climb up the ladder into the high class/nobility class but it can happen.

The caste system works as so: Spur Houses (Lower Piltovan families), Bevel Houses (Middle Piltovan families), and Helical Houses (High Piltovan families), and the four is the Planetary Houses (Noble families). Those of Zaun are considered in a fifth ranked hereditary, called Hypoids (Outcast, also referred to as Strays).

Despite progressive 'expression', everyone is expected to fall into line. Fit into a box, as it is called. You work for the greatness of Piltover and not yourself. Science and Technology rule, where the arts are taught but rarely encouraged. You follow the standard of rules and fit into place. Everything has their place, every cog and every gear. there is no individuality, but Collectivism. The priority is Piltover, not the poeple of Piltover. Everyone works for the betterment of piltover.

There are a lot of darker implications in Piltover, despite the idea of the shining city of hope in the sunlight. Black Markets exist, Indentured servitude/slavery, illegal trade and poaching, manipulation behind doors and blackmail. Piltover is ruled by lies and manipulation; You have to be in with good people otherwise you will fall prey. If you can't learn "The Game" then you are prey to it.

Because of Piltover's power, they control the cultural aspects of what is right and wrong and often work to keep Zaun under its boot. Piltover follows the concept of "this is how it is done and always has been done" and therefore believed their ethnocentric view of their culture is the right one and Zaun is wrong.

Zaun is built upon predation and predatory animals within the very blood of its people (as zaunites are descended from Vastayans). Piltover, on the other hand, have very few people who are predator animals (such as lions, leopard seals, falcons, etc...). Much like Piltover congregates as a group, the collectivism of Piltover, so do they form as prey animals in herds (zebra, elephants, buffalo, etc...).

A week ago, US President Joe Biden claimed that a “ceasefire” deal in Gaza was imminent and could take effect as soon as March 4. “My national security adviser tells me we are close,” he told reporters while eating ice cream in New York City. But ice cream or not, Biden’s actual position was not nearly that sweet. A subsequent statement by a senior Biden administration official claimed Israel had “basically accepted” a proposal for a temporary pause in fighting. But as of March 4, Israeli Prime Minister Benjamin Netanyahu and his Mossad director were still refusing to send a delegation to Cairo, where talks with Hamas were under way. The Biden administration’s eagerness to claim victory in its search for some kind of temporary truce indicates how much it is feeling the heat of the rising global and domestic pressure demanding an immediate ceasefire, an end to the Israeli genocide, an end to the threat of a new escalation against refugee-packed Rafah, and an end to the siege of Gaza and immediate unhindered provision of massive levels of humanitarian aid. Despite Washington’s vain hopes for March 4 and the unofficial goal of a ceasefire by the beginning of the Muslim holy month of Ramadan on March 10, the deal remains elusive. Media reports indicate Biden is telling the Qatari and Egyptian leaders that he is putting pressure on Israel to agree to a truce and a captives swap. But his claim of pressuring Israel is undermined by the continuing US vetoes of ceasefire resolutions at the United Nations Security Council, most recently on February 20, as well as the continuing flow of United States weapons and money to Israel to enable its assault.

And, on the alternative resolution the Biden admin has put forth after vetoing Algeria's resolution (which called for an "immediate humanitarian ceasefire," "forced displacement of the Palestinian civilian population," and "unhindered humanitarian access to Gaza."):

[...] Linda Thomas-Greenfield, Biden’s ambassador to the UN, cast the sole veto against the Algerian resolution, and instead put forward an alternative US text, claiming it also supported a ceasefire. But the proposed US language does not call for an immediate or permanent ceasefire or an end to Israeli genocide; it does not prevent an attack on Rafah or end the Israeli siege. The proposed US resolution is not designed to end the murderous Israeli war against Gaza – nor is the deal that is currently being negotiated in Cairo. To the contrary, the provisions of the US draft resolution reflect the true intentions of the Biden administration vis-a-vis its continuing support of Israel, and reveal the limitations of the truce it is trying to orchestrate. While the US draft resolution does use the dreaded word “ceasefire” – which had been prohibited in the White House for months – it does not call for an immediate halt in the bombing, only “as soon as practicable”, with no indication of when that might be. It does not call for a permanent ceasefire either, leaving Israel free to resume its genocidal bombing – presumably with continuing US support. Virtually everything the US draft calls for is undercut by what is left out. The demand for “lifting all barriers to the provision of humanitarian assistance at scale” in Gaza certainly sounds appropriately robust. But that’s only until you realise that the text’s failure to challenge or even name the principal barrier to aid getting in – Israel’s bombardment – means that this is not a serious plan to end Israel’s deadly siege. It should not surprise anyone that “the Biden administration is not planning to punish Israel if it launches a military campaign in Rafah without ensuring civilian safety” – as Politico reported – despite claiming it wants a credible plan to ensure Palestinian safety. No one in the Biden administration has even hinted at imposing consequences for Israel’s constant rejection of the insipid appeals for restraint – such as conditioning aid on human rights standards (as required by US law) or cutting US military aid altogether. That’s what real pressure would look like. A more accurate picture of Washington’s approach to Israel’s war against Gaza is the continuing US pipeline of weapons to make Israel’s murderous assault on Gaza more effective, more efficient, and more deadly. According to the Wall Street Journal, the “Biden administration is preparing to send bombs and other weapons to Israel that would add to its military arsenal even as the US pushes for a ceasefire in Gaza.” The arms the US intends to hand over to the Israeli army include MK-82 bombs, KMU-572 Joint Direct Attack Munitions and FMU-139 bomb fuses, worth tens of millions of dollars. It is more than likely that the administration will do another end run around US Congress to send the weapons without relying on congressional approval, as it did on at least two occasions last December.

―  [ T ] HE SAGE, THE SWORD, & THE SHIELD .

　At the beginning of Piltover's societal structure, nobles had two major positions within the house. They were first known as The Sage and The Hand.

　The Sage had always been the head of the house, often the one who dealt with diplomatic affairs and ensured things were in order. The Hand was often the fist of the operation, ensuring order was maintained through force if needed, and was the one who often protected the sage of the house. Many times, when people came to see The Sage, it was first done through the Hand.

　Back during the beginning years of Osha'Zaun, where the two sister states worked equally and fairly, The Hands often worked in tandem with The Deputies of the territories. They both functioned in similiar aspects, despite being from being from two different states.

　However, when things started to go badly, Piltover decided it was time to separate The Hand because it was too similar of a concept to that of Zaun and they wanted to erase any connection or familiarity to them. Instead, they split the hand into two different functions: The Sword and The Shield. The sword often functioned as the person who was the fighter of the house. Whenever problems arose, they were the first on the scene and often took the actions of the "sword" offensively handling what needed to the done. The Shield was the protector of the house, taking the form of a "shield" to defensively protect the household. The Sage became known as the Intelligencer. the Intelligencer was required to be born into the Household, where the sword and shield needed no blood relation to the house and could be adopted into the clan.

　It is, on rare occasions, that the Intelligencer will name a person to be both Sword and Shield, though Piltovan tradition strongly advises not to do such a thing as it puts these two positions together and makes someone more vulnerable in their eyes. When an Intelligencer names someone both the sword and shield, they become known as The Chevalier. This position is the same as The Hand, which is what they used to be known as back at the beginning of Osha'Zaun.

　Chevaliers have power that overrides pretty much everyone, which is why the position is rare and has not been used in the last 150 years. By the old laws, Chevaliers have immunity from the law and any governmental force. This is because Chevaliers have a law upon themselves, to take matters into their hands so that they can fight, protect, and defend the Intelligencer with their life, voice, and body. The laws can often impede the need to defend those of the house, and so it was made that Chevaliers often were above the law, a law of their own. They were justicars to their title and only answered to the Intelligencer. As the Intelligencer can name a Chevalier, they can easily strip them of that title as well. It was not uncommon for an Intelligencer to change Chevaliers often to remind people who had the true power.

　These practices, while far outdated, still exist in Piltover, and can be used by the nobles to name a Chevalier if they wish. However, most do not care to share their position of power and therefore tend to just hire enforcers or bodyguards. A Chevalier, in their capacity, would be above Enforcers and no enforcer or governmental body could arrest a Chevalier. Again, they are outside of the law, a law of their own, and therefore can act and do as they need. Many Chevaliers of the past sometimes let this power go to their heads, acting with arrogance and control and knowing they could get away with much. Not all Chevaliers acted as such, but it was not uncommon in the past to see them using their power for their greed (which is why during the present day Intelligencers did not like to share this power).
