I think it makes more sense to see the finale as Jinx choosing her side, because Silco wouldn't have wanted her to fire Fishbones. Silco wanted Piltover to be intimidated but didn't want to engage them in an actual fight, but Jinx did. The whole time she's been escalating, and it's been incredibly inconvenient for Silco and the other chembarons. Jinx WANTS to fight Piltover, and it's Silco and Vi who are trying to avoid direct confrontation.

The visual novel actually breaks it down pretty succinctly to. It gives us a scenario with an alive Silco trying to talk down Jinx from setting off the magic she stole and she REFUSES.

When Silco said, "You're perfect", Jinx wasn't accepting what being "Jinx" meant to Silco by rejecting what "Powder" meant to Vi. It was that moment she could accept that who she was didn't match with what Silco or Vi wanted for her or Zaun, because she was someone that wanted to go to war.
