"The Environmental Protection Agency finalized a rule Tuesday [October 8, 2024] requiring water utilities to replace all lead pipes within a decade, a move aimed at eliminating a toxic threat that continues to affect tens of thousands of American children each year.
The move, which also tightens the amount of lead allowed in the nation’s drinking water, comes nearly 40 years after Congress determined that lead pipes posed a serious risk to public health and banned them in new construction.
Research has shown that lead, a toxic contaminant that seeps from pipes into the drinking water supply, can cause irreversible developmental delays, difficulty learning and behavioral problems among children. In adults, according to the Centers for Disease Control and Prevention, lead exposure can cause increased blood pressure, heart disease, decreased kidney function and cancer.
But replacing the lead pipes that deliver water to millions of U.S. homes will cost tens of billions of dollars, and the push to eradicate them only gathered momentum after a water crisis in Flint, Mich., a decade ago exposed the extent to which children remain vulnerable to lead poisoning through tap water...
The groundbreaking regulation, called the Lead and Copper Rule Improvements, will establish a national inventory of lead service lines and require that utilities take more aggressive action to remove lead pipes on homeowners’ private property. It also lowers the level of lead contamination that will trigger government enforcement from 15 parts per billion (ppb) to 10 ppb.
The rule also establishes the first-ever national requirement to test for lead in schools that rely on water from public utilities. It mandates thatwater systems screen all elementary and child-care facilities, where those who are the most vulnerable to lead’s effects — young children — are enrolled, and that they offer testing to middle and high schools.
The White House estimates that more than 9 million homes across the country are still supplied by lead pipelines, which are the leading source of lead contamination through drinking water. The EPA has projected that replacing all of them could cost at least $45 billion.
Lead pipes were initially installed in cities decades ago because they were cheaper and more malleable, but the heavy metal can wear down and corrode over time. President Joe Biden has made replacing them one of his top environmental priorities, securing $15 billion to give states over five years through the bipartisan infrastructure law and vowing to rid the country of lead pipes by 2031. The administration has spent $9 billion so far — enough to replace up to 1.7 million lead pipes, the administration said.
On Tuesday, the administration said it was providing an additional $2.6 billion in funding for pipe replacement. Over 367,000 lead pipes have been replaced nationwide since Biden took office, according to White House officials, affecting nearly 1 million people...
Environmental advocates said that former president Donald Trump, who issued much more modest revisions to the lead and copper rule just days before Biden took office, would have a hard time reversing the new standards.
Erik Olson, the senior strategic director for health at the Natural Resources Defense Council, said that the Safe Drinking Water Act has provisions prohibiting weakening the health protections of existing standards...
Olson added that the rule “represents a major victory for public health” and will protect millions of people “whose health is threatened every time they fill a glass from the kitchen sink contaminated by lead.”
“While the rule is imperfect and we still have more to do, this is by far the biggest step towards eliminating lead in tap water in over three decades,” he said."

happy new year, everyone! 2024 has been a year of change for me in so many different ways, and i've posted very little fic this year, mostly due to writers' block and time constraints. so, instead of doing the writing round up i thought i'd list 10 things i'm grateful for in 2024 (fandom edition) and 10 things i want to do in 2025 (also, fandom edition). please feel free to make your own if you wish! consider this an open tag 🏷️
2024 - things i'm grateful for (in fandom, in no particular order)

2025 - things i want to do (in fandom, in no particular order)
1. read more, and read more broadly. expand my horizons a bit. read things that are a touch outside my go-to zones just to test the waters. read stuff by new authors!
2. spend time co-writing because that's actually my favourite thing to do. i have some things in the pipeline with a couple of people which i hope work out!
3. finish. the. damn. fic. (eurotrip). IT'S SO FREAKING CLOSE.
4. spend more time with my 2019-2021 beloveds - alex and henry. write more rwrb fic. engage in the fandom a bit more.
5. finish the ring-in 2.0 within 1 month of the LS finale (weep).
6. take one hand off the wheel with fandom relationships - my therapist tells me i need to stop trying to control how everyone feels about me and instead let people show me the kind of friendship they're interested in maintaining. scary because i think i may lose some people along the way but OH WELL WE BALL.
7. worry less about the engagement! god! i need to stop looking so much! *shakes fist at self*
8. write a little more regularly with less word count expectations.
9. learn how to be okay with smaller comments (from myself). sometimes i feel terrible if i don't write a damn essay but sometimes it stops me from reading which is horrible!
10. be a better fandom contributor than i was in 2024 - i think continuous growth is important and i'm always open to feedback (as long as it's constructive and genuine)! my mission is to always make a positive contribution and to make people feel good about themselves, and if i can even do that for one person in 2025, i think i will achieve this goal.

top gun maverick implies so much that the idea that bradley lived with maverick for a time isn't even that far fetched. the fact mav pulled his papers implies that he stayed close with the bradshaws, close enough to fulfil a favour like that for carole. but obviously this is before bradley is 18, when he's applying to colleges towards the end of school. that gives an indefinite time between carole dying and bradley leaving.
of course you have to take into account mav's service history which is lore i do not have off the top of my head. but the pipeline to test pilot makes perfect sense (i know tgm states he started that in 2006) . but once carole died even if bradley was a bit older, say 16, it would mean he had enough status in the navy to wrangle some permanent placements. So at the very least, late 90's.
idk, i just like how the movie was clever like that. it doesn't fill the plot in for us, but it gives us enough information to connect the dots.

I'm on like my sixth rewatch currently and I've been curious about how Chas seems to handle the "Mick" situation and I was wondering if you had any thoughts on that in particular?
aahh thank you so much!! ❤️❤️ that's such a good question! i will say as much as i have to say about it (very incoherent i'm afraid) + then would be VERY curious to hear your thoughts on the matter as well
it makes sense to me that chas doesn't react to the mick thing straight away. well, he tries to deny/avoid it, appropriately enough. he internalises the stress of it to avoid making it joe's problem. not necessarily the right or smart thing to do, but i genuinely think he is trying to be kind & generous by trying to ignore it. when he finally brings it up, it's reluctant – apologetic, even. he only mentions it because he can't help it anymore. i think he dislikes being (or seeing himself as) the sort of person who always has to say what he's thinking. and he feels bad for bringing down the weekend.
so, focusing specifically on the confrontation scene, as it turns out i have a lot of feelings about that (i mean how could i not, it's such a good scene). it's serving an important purpose wrt chas's characterisation and, because it's a very well-written episode, it's all in service of making the final twist more painful
firstly: "i don't mind. it's just that we normally tell each other when we're flirting with someone, and we laugh about it." just to make sure you know it's not the texting someone else that bothers him, it's the possibility that joe could be keeping a secret from him. because oh how very OPEN and TRUTHFUL they usually are with each other! how they always tell each other everything!
secondly, when he finally works up the courage to confront joe about it, he is .... i want to say gentle about it. he's not angry, he doesn't even speak loud enough for joe to hear him. he's sad, vulnerable, apologetic & clearly ready to forgive; all he wants is the truth. he confesses his own kiss with another guy, even though he could easily have gotten away with not saying anything, which i think is particularly significant for once again underlining the value he's placing on honesty & openness. and he instantly accepts the explanation joe gives him with no evidence. } all of which to say:
essentially what we're seeing here is chas reaching a character development apex. literally in that confrontation scene i think we see the culmination of his personal journey over the past nine (or eighteen, or forty-eight) years, where he has finally become the sort of person who will handle this situation in this specific way. (draw a parallel with reaching the penultimate/"depression" stage of grief, where it falls in the episode.) in a different context, it might be something to celebrate. on the positive side, he is no longer the angry person he was 18 years ago! he no longer lashes out! he has learned compassion and is willing to take responsibility for his own mistakes! and to look at it through a darker lens: joe has finally finished manipulating him into the perfect victim! narratively this scene is the end of the road for chas, there's nowhere else he has left to go except his finale
when he finds out mick is a woman, he says: "i've never been so happy." :) that's how you know the end is nigh of course. the betrayal isn't brutal enough unless it comes at the exact moment of maximum contentment, trust, and love. essentially the whole mick ordeal is there to test his trust in joe, to make sure it's finally 1000% solid and ready to be exploded
– by that i mean the script put it there to test him as a narrative device, but i suspect it was also an in-universe test/game. you're telling me joe has maintained this elaborate deception for years, and now suddenly he's leaving his phone lying around? he was doing it on purpose, to set chas up for the "worry -> relief & Peak Happiness -> ultimate betrayal" pipeline. absolute mad lad. someone capable of that has got to be INCREDIBLE in bed. makes you wonder what other little games he set up to torment chas over the years

CARPINTERIA, California — Two hulking platforms have sucked oil out of the ocean floor off this sunny local beach for nearly five decades.
The Hogan and Houchin platforms are now rusting monuments to California’s once-powerful fossil fuel industry. Abandoned by their last owner, they should have been torn down years ago.
But a series of companies tied to the platforms say it’s not their job — and now, they want the federal government to take on the multimillion-dollar responsibility.
The saga echoes the unfolding fight to clean up the nation’s deteriorating fossil fuel infrastructure. More than 2,700 offshore oil and gas wells and 500 platforms are overdue for decommissioning in the Gulf of Mexico alone, according to a recent report from the Government Accountability Office.
The Interior Department has long struggled to ensure oil companies pay up and clean up once they’ve stopped pumping oil, a challenge that could only increase as decades-old infrastructure off the nation’s coastlines faces retirement. If not maintained, old platforms and their wells can leak toxins and degrade ecosystems, becoming serious environmental hazards.
“The agency has recognized these problems for years,” said John Smith, who worked on decommissioning at Interior’s former Minerals Management Service (MMS). “When it comes to doing something about it, they’re weak-kneed.”
Interior could soon find itself on the hook for the millions of dollars required to safely remove the two California platforms. That’s because the companies that once owned a stake in Hogan and Houchin — ConocoPhillips, Occidental Petroleum and Devon Energy — are appealing an order to take the platforms down, testing a federal regulation that requires former owners to ensure cleanup.
The stakes are high for Interior. Experts say its rule may not withstand opposition if oil majors take it to court, with uncertain consequences for a potentially enormous backlog of oil and gas wells, platforms and pipelines that are past their prime and owned by midsize companies more likely to go into financial distress.
In a statement, the Bureau of Ocean Energy Management said those beefed-up requirements would “ensure the taxpayer is protected from financial loss from offshore decommissioning liability.”
Environmental groups are already on board with President Joe Biden’s proposed rules. They look at Hogan and Houchin as a preamble to the kind of costs that could emerge during the gradual retirement of the nation’s oil program due to its climate impacts.
