LOL.. first thing to know about Sunny is that they have this very annoying habit, since the very beginning and to this day, of using alternate takes/cut scenes in their promo and trailers. And this gif is one of those very fun instances. Technically, it is not a scene in an episode... but it is definitely from an episode, and based on Charlie and Mac's clothes we can easily pin point it to the episode "Mac is a Serial Killer":

This scene exists between the frame above (Mac talking to Charlie about how he's hooking up with Carmen (misunderstood by Charlie as serial killing), and the frame below (Mac telling Charlie that his escapades are over):

There is a cut scene between these two moments in which Mac, after sleeping with Carmen again, goes to Charlie's apartment to confess that same day. The gif you're inquiring about is from that cut scene.
So unfortunately this gif is somewhat considered "lost media" (but more like, never released media Sunny loves to keep to itself). While the moment technically belongs to "Mac is a Serial Killer," it never aired as a scene and therefore doesn't exist.
The good news is we actually have the script for this episode, so we can get the rough idea of what we're missing. I've pasted the script portions below the cut, if you want to pass along to your friend for context! No payment necessary and definitely not a weird ask, lmfao, I am happy to be asked and to know the answer to this :)

It really says something about the sheer breadth and depth of trauma in this show that I regularly forget to include the time Dee was targeted by a serial killer, and they all found decapitated heads in the fridge, in my mental tally.

Charlie eats Dennis
They argue, fiercely and heatedly, the argument escalates into a violent quarrel. Charlie loses his shit and attacks Dennis, starting to choke him. Dennis tries to defend himself, but he begins to gasp and cough, weakens. Yet Charlie doesn't even notice it, consumed by his rage and refusing to release his grip. And when the haze of anger clears from his eyes, it's already too late. Dennis isn't breathing. Charlie's voice rises an octave as he fearfully mutters, "No-no-no-no-NO-," striking Dennis's cheeks in the hope of reviving him. He presses his head against Dennis's chest, but there's no heartbeat. Frantically, he's trying to make him mouth-to-mouth, but he doesn't know how to do it correct, so he desperately presses his lips to Dennis's still-warm lips. It's no use. He's not breathing. He's dead.
Charlie gets hysterical, then went numb. He paces up and down the room again and again, staring with a vacant gaze at Dennis's lifeless body on the couch, trying to accept the terrible thought: "Dennis is dead. I killed him."
Until evening, Charlie does nothing— he can do nothing. But in the evening, he finally dismembers Dennis's body, breaking into fits of hysteria several times while doing so. And then he cuts off a small piece of flesh and begins to eat it raw, choking and crying as he attempts to chew it. Yet he doesn't stop, continuing to eat... so that something of Dennis will remain with him forever. Charlie wipes his eyes with a blood-stained hand and approaches the stove. He splashes oil into the pan and ignites the flame...
And then Charlie wakes up. Alone on his couch. Wrapped in Dennis's gray jacket. And Dennis is not there. Charlie's dirty and tattered blanket for some reason lies on the floor, while he is wrapped in Dennis's jacket. Charlie has a terrible hangover; his head is pounding, and his eyes are watering from the chemicals he inhaled during the night. His heart races madly, and cold sweat runs down his body after the horrifying dream he had. "Dennis?" Charlie calls out to him and looks around — dead silence. "Dennis!" Charlie's voice trembles with fear. He jumps up from the bed, still holding his friend's sweater tightly, and begins to looking for him.
Nothing. He's nowhere to be found. There isn't even a trace of his presence here, except for the sweater and Charlie's memory that he *was* here. The man messes up his already messy hair, when suddenly his heart stops. The pan, the oil, the charred pieces of meat on the surface. Images from the horrible dream flash before his eyes in bright red bursts: the argument - the killing - the lifeless glazed eyes of his friend - Charlie's hands dismembering the dead body - Charlie chewing the severed piece of Dennis's flesh and crying - Charlie splashing oil into the pan and placing here another piece of flesh, which was his friend just moments ago...
– DENNIS! - Charlie's voice turns into a scream, but only silence responds. Unfortunately he can't remember what happened last night. He recalls that they were drinking at the bar, remembers Dennis helping him get home, literally dragged Charlie on himself because he was so wasted so he couldn't walk on his own. He remembers them continuing drinking at Charlie's, since Frank wasn’t home, having gone somewhere for a few days on some business shit that Charlie didn't bother to remember. And then Charlie took out glue, paint, and other chemicals he had and they started huffing them. After that, there's only a dark void in his  head and gruesome, bloody images from that horrific dream. Or was it not a dream? What if it wasn't a dream?
Panic and a bad feeling grow in his whole being. He wraps himself in Dennis's sweater, hugging himself and whimpering, calling out his friend several more times, even though he knows he won't respond. Charlie starts pacing in circles until he finally finds his cellphone. With trembling fingers, he dials Dennis's number, only to hear that his phone is unavailable. And that completely sends Charlie over the edge.
"Oh my God, did I kill Dennis?! I killed Dennis! I ate Dennis!" Charlie trembles and screams from the overwhelming fear, despair, and regret engulfing him. He doesn't know what to do, feeling like his head is about to explode. Just a little more and he'll lose his mind. He opens a chat with Mac and sends him a cry for help.
Charlie: 🆘 DUDE I 😋 DENEZ
Mac: You WHAT? Dude, what the fuck??? Did you guys bang? Why did Dennis always brush me off when I hit on him and now you fuck him??
Charlie can barely find out Mac's response, he only gets Dennis and banging among all the words. He doesn't comprehend their meaning, especially in his current state. Frantically, he presses the keys, sending a whole line of perplexed and outraged question marks.
Charlie: ??????
Mac disappointingly grumbles, remembering that his best friend can't read and mutters something like "Charlie, you dumb motherfucker." He writes the next message in Charlie's language.
Mac: U 😋 Dennis'🍑?
"What the fuck?!" Charlie screams and tugs at his hair, irritably pacing back and forth in his cluttered room. His distress is already on cosmic level and his stupid-gay-piece-of-shit best friend is making everything gay again. While Charlie types the next message, his fingers press so hard against the screen that it feels like they could smash it into pieces.
Charlie: WTF?? O.NLY U 😋🍑
Charlie: I🙅‍♂️😋🍑!!!
Mac: 🤷‍♂️
Mac: I🙅‍♂️ GET U
Charlie: I 😋 DENEZ💀⚰️
But he doesn't send the last message, interrupted by a phone call and Dennis's name appears on the screen. Charlie desperately presses the “accept” button. As soon as he hears a familiar voice in the speaker, he overwhelms the caller with a mad scream of joy and relief: OH MY GOD, DUDE, YOU'RE ALIVE! I THOUGHT I ATE YOU!!! I'M SO GLAD YOU'RE ALIVE!!
A moment of silence hangs on the line, and then Charlie finally hears Dennis's voice, shocked and stuttering: — Wh-what? You thought WHAT, Charlie?? What the-
He tries to explain, tugging at the sleeves of Dennis's jacket he's wearing, but all that comes out from his mouth is an incoherent muttering.
— Fine. Whatever. Come to the bar right now while the Gang is not here yet and you'll tell me what the hell is going on with you.
Kelly nods hastily, still not fully believing his luck that this living nightmare was just a bad dream. Only when Dennis's voice calls out to him, receiving no response, he realizes that Dennis can't see his nods while talking on the phone. — Yeah, good, I'll come, I'll be there soon.
Later at the bar he finally finds out the whole truth about that night. Charlie was incredibly drunk and Dennis brought him home where they huffed glue, and then Charlie passed out on his couch. Dennis didn't even want to touch Charlie's filthy blanket, so he covered him with his jacket and went home.
And this should all make Charlie happy, but there's a lingering sense of unease in his chest after this incident. It was just a horrific dream, yes, but what if it wasn't...
