It appears a SECOND coup may be underway in Bolivia right now.
Not entirely confirmed, but Evo Morales (who was ousted as president after a right wing putsch a couple years ago) is calling it a coup and he'd know. Current president Luis Arce is decrying "irregular military activity" in the capital of La Paz including a major mobilization of military police and armored vehicles. He's asked the military to "respect democracy."
Not really any English language coverage of this yet, but it it all seems to have started at 3pm local time, not even an hour ago so that isn't surprising.

Colombia and Bolivia are backing Brazil as its diplomatic row with Israel escalated after President Luiz Inacio Lula da Silva accused Israel of committing genocide in Gaza, comparing its actions with the Holocaust.
Gustavo Petro and Luis Arce, the presidents of Colombia and Bolivia respectively, both expressed “solidarity” with Lula on Tuesday, after he was slammed by Israel for calling its war on Gaza a “genocide” against Palestinians and compared it with Adolf Hitler’s campaign to exterminate the Jewish people during the Holocaust.
“In Gaza there is a genocide and thousands of children, women and elderly civilians are cowardly murdered,” Petro said on X. “Lula has only spoken the truth and the truth is defended or barbarism will annihilate us. The entire region must unite to immediately end the violence in Palestine.”
Arce also took to social media to link arms with Lula. “History will not forgive those who are indifferent to this barbarity,” he wrote. The Brazilian president, he said, had told the truth about the genocide being committed against the “brave Palestinian people”.

President Luis Arce has appointed a new Commander in Chief of the Armed Forces. Police and anti-coup protesters have regained control of the area.

Bolivia signs $1bn lithium deal with China’s CBC
Bolivia announced a $1bn agreement with China’s CBC to build two lithium carbonate plants on the Uyuni salt flats.
CBC is a subsidiary of battery giant CATL. With the deal, Bolivia, which has struggled to develop its huge reserves, will increase its profile in the global lithium market. Meanwhile, Bolivia’s state-owned company YLB will retain a 51% stake in the project, ensuring that the country retains control of its resources.
The plants, which are expected to produce a total of 35,000 metric tonnes of lithium per year, will use advanced direct lithium extraction (DLE) technology. It enables faster and more environmentally friendly production.
President Luis Arce called the deal a milestone on Bolivia’s path to leadership in the lithium industry. However, the move requires parliamentary approval, and Bolivia’s fractured legislature could stall progress, especially with elections looming in 2025.
The deal follows a $976m agreement signed earlier this year with Russia’s Uranium One Group, which is owned by Rosatom. The Russian partnership aims to produce 14,000 tonnes of lithium annually.
Last year, Uranium One, along with CBC and Citic Guoan Group, was selected to establish pilot DLE plants in Bolivia. The country’s government set a target of exporting 50,000 tonnes of lithium carbonate equivalent per year.
Bolivia’s standing as the country with the world’s largest lithium reserves, estimated at 23 million tonnes, has long been seen as an untapped opportunity. Despite that advantage, the country lags behind neighbours Chile and Argentina in production. Since the 1990s, Bolivia has struggled to develop its industry, hampered by red tape and logistical obstacles.

While the army attempted to storm the palace, hundreds of Bolivian people began to mobilize to demand that democracy be respected and the army stand down. These protests with members of mass organizations, trade unions, and the general population were met with heavy repression by the military police officers who shot tear gas indiscriminately and blocked off access to the Plaza Murillo.

Meeting between Lula and Arce signals new era of bilateral ties

Brazilian President Luiz Inácio Lula da Silva told his Bolivian counterpart Luis Arce Catacora during their encounter in Santa Cruz de la Sierra that “there is no individual way out in South America,” Agencia Brasil reported. Both leaders agreed that the bilateral meeting spelled the beginning of a “new era” in bilateral ties now that Bolivia is a full member of the Southern Common Market (Mercosur). It was Lula's first trip to Bolivia during his third term in office while Arce has been to Brazil four times in the past 12 months.
“There is no individual way out for any country in South America. Either we get together, form a bloc, make joint decisions, and implement them, or we will continue for another century as developing countries,” said Lula.
“We have signed several projects to strengthen the capacity of public agents to combat human trafficking, [and] drug trafficking, and improve migration management. We also began negotiations to make it possible for Brazilians to access public healthcare in Bolivia and, likewise, for Bolivians to use the Unified Health System in Brazil,” he added.
Lula also mentioned the projects to install a fertilizer factory on the dry border between the two countries, between Corumbá, Mato Grosso do Sul, and Porto Quijaro, and the construction of a binational bridge over the Mamoré River, between Guajará-Mirim, in Rondônia, and Guayaramerín, in Bolivia.
