From the UK's Imperial War Museum:
In 1939, shortly before the outbreak of the Second World War, the Air Ministry began an extensive programme of disguising industrial buildings, typically with images of the suburbs. Colin Moss was employed on this programme and was transferred to the Ministry of Home Security's Camouflage Directorate at Leamington Spa at the outbreak of war. Along with other artists, he was given a months leave to record his designs, in this case Stonebridge Park Power Station near Wembley.
I hadn't thought about the idea of camouflaging infrastructure, but it makes sense. I'm also glad that the powers that be gave the artists time to capture the images of what would otherwise almost certainly be completely forgotten.
The power station, by the way, was coal-fired, and powered the London and North Western Railway and its successors, up to and including British Rail. It closed in 1967 and has since been demolished.
