Defense Minister Rajnath Singh and his Chinese counterpart Wei Fenghe discussed the issue on November 23 at the 9th ASEAN Defence Ministers' Meeting Plus in Siem Reap, Cambodia. નિવેદનમાં કહેવામાં આવ્યું છે કે લોકડાઉન પછી ફરી એકવાર કાનપુરમાં સિવિલ બાંધકામનું કામ ફરી શરૂ થયા બાદ રોલિંગ સ્ટોક અને સિગ્નલિંગ સિસ્ટમની ટેન્ડર પ્રક્રિયા પૂર્ણ થવી એ મોટી સિદ્ધિ છે. આનાથી માત્ર અર્થવ્યવસ્થા જ મજબૂત નહિ થાય, પરંતુ કાનપુર અને આગરાના લોકોની મેટ્રો સેવાઓનું સ્વપ્ન પણ ટૂંક સમયમાં પૂર્ણ થશે. While speaking about India's financial and crypto ecosystem at the HODL'21 virtual conference, he said that crypto-currencies can be used for payment purposes for different types of economic activities. However, Rama Subramaniam Gandhi made it clear that he views cryptos more as an asset class.

The HODL '21 virtual conference was organised by the Blockchain and Crypto Assets Council (BACC) of the Internet and Mobile Association of India (IAMAI). His comments came at a time when the regulatory environment surrounding digital assets is still unclear.

The Indian government announced earlier this month that it is drafting a bill to define crypto-currencies as commodities. This will help the government tax crypto-currencies. According to reports, if the bill is passed, it will allow traders and investors to use crypto-currencies as assets. However, it will not allow the use of crypto-currencies as a means of payment.

The regulatory environment for crypto-currencies was hostile a few years ago. In a 2018 circular, the Reserve Bank of India (RBI) asked banks and other financial entities to stop any kind of business with crypto-currency exchanges. However, on 4 March 2020, the Supreme Court of India overturned this order. Also in 2021, the Supreme Court of India declared that the RBI's 2018 order had become null and void after the SC's verdict in 2020.

Former deputy governor Rama Subramaniam Gandhi still maintains that cryptos should be treated as an asset or commodity and should be taxed accordingly.

A regulatory framework for cryptocurrencies would allow Indian citizens to trade, invest and hold cryptocurrencies. He added that these digital assets should be subject to capital gains tax if the cryptos are not bought but mined. Rama Subramaniam Gandhi said:

"Crypto-currencies should be paid for through normal payment channels. If they are not, they should be considered mined, and capital gains tax should be levied. This amounts to voluntary disclosure."

The former central banker said that the anonymity of transactions makes crypto-currencies one of the most viable ways for criminals and other shady entities to use cryptos for crimes and all sorts of illicit uses. He advised that these types of illicit transactions could be tracked by the government through a central repository.

The former deputy governor urged the Indian government to be open-minded towards economic transactions based on crypto-currencies. That said, he also stressed that the company should adhere to the compliance rules set by the government.

He concluded by saying:

"A state will always want to give its citizens freedom in terms of economic transactions. It enforces contractual obligations and taxes income and gains. So any economic activity should comply with these kinds of things."
