Oh, I understand the source of the confusion- I would NOT be keeping live mussels!
I learned how to take collections during my first field job (invertebrate sampling for the EPA) and a wonderful summer course (field zoology), so I have a few specimens I saved rather than donating them to our museum at the end of the season. So, I'm already a bit into specimen collection.
Mussel collection is prohibited in Ohio (link), which includes trace evidence such as an already dead shell. This is for the same reason keeping a bird feather collection is prohibited by the Migratory Bird Treaty Act- without proper permitting it would be impossible to tell if someone found their specimen already dead, or if they had killed the animal in order to get the shell/feathers. Now, no one really calls the rangers in on a trinket or two, especially because the most likely case is that they were found without harming the animal, but it's still frowned upon legally.
We had a gorgeous collection at the EPA office I worked for, which was all collected with the proper permits. For our surveys we would write down which species we found in the river, and would take a shell or two if they were already dead but still in good condition. This is the sort of collection I would like to keep one day, especially if I settle down in a place with a thriving mussel population.
Some states do allow you to collect live mussels via permit, same as a hunting or fishing license, but the issue in Ohio is two-fold. One is that identification of freshwater mussels can be extremely hard to anyone not familiar with them, which leads to higher risk of by-catch of uncommon/threatened species. Another reason is due to our water quality; since mussels filter-feed, they take in all sorts of gunk from waterways and keep it in their flesh. Ohio has a rough history of industrialization, mining, and farm run-off, which all have their own host of issues for wildlife, but especially so for the humans who would eat them.

There were a lot of freshwater mussels on the 2021 US extinction list. They didn’t leave us with haunting recordings of them calling out for a mate they’d never meet, there were no drawings in vivid color. They were extremely important nevertheless and their loss is frustrating too. That’s why stream ecology and mollusks have always fascinated me. They were silent, stalwart little heroes and entire species were lost to pollution.
