been a million years since i posted but genshin tumblr i need help again

ive read all of sethos' kit like, four times, but i *still* dont get it. i get the EM stuff and that it's important, but specifically what in the world is up with his arrows? why does it sometimes take forever to charge, and other times, its instantly charged? and why sometimes he hits high numbers, and other times he doesn't???? is there some secret em bonus he gets sometimes that im missing??? can somebody dumb this down for me please </3
