Embracing the Hybrid Work Model: Navigating the New Normal
As we stride into a post-pandemic world, organizations worldwide grapple with a novel challenge: transitioning from crisis-induced remote work to a more sustainable, long-term solution. At the heart of this transition lies the hybrid work model – a blend of remote and in-office work.As an HR professional, it’s essential to understand this model’s nuances, its advantages, challenges, and how we can effectively implement it.
Understanding the Hybrid Work Model
The hybrid work model is, in essence, a flexible work arrangement that allows employees to split their time between working remotely and working in a physical office. The specific structure can vary significantly between organizations, depending on factors like the nature of work, employee roles, and company culture. Some employees might work a few days in the office and the rest remotely, while others might work remotely full-time with occasional office visits.
The Benefits of the Hybrid Model
The hybrid model combines the best of both worlds – the flexibility of remote work with the collaboration and camarity of office work. It caters to individual employee preferences, improves work-life balance, and widens the talent pool. The model also offers cost savings, with reduced need for office space, and can potentially increase productivity.
Challenges of the Hybrid Work Model
However, the hybrid model is not without challenges. Ensuring fair performance evaluation and opportunity distribution, maintaining a unified culture, and managing logistics can be complex.
Navigating the Hybrid Model: An HR Perspective
So, how can we as HR professionals, navigate these challenges and implement a successful hybrid work model?
Develop Clear Policies: Define clear guidelines about who can work remotely, when and how often employees should be in the office, and how work hours will be tracked. These policies should be transparent, flexible, and most importantly, fair.
Redefine Performance Metrics: With employees splitting their time between the office and home, traditional performance metrics may no longer be applicable. Performance evaluations should be more outcome-focused rather than time or presence-based.
Invest in Technology: A hybrid model requires robust digital infrastructure. Invest in technology that facilitates effective collaboration and communication, regardless of an employee’s physical location.
Maintain a Unified Company Culture: Fostering a cohesive culture in a hybrid model can be challenging, but it’s essential. Regular virtual team-building activities, company-wide meetings, and recognition for remote employees can all contribute to a unified company culture.
Promote Manager Training: Equip managers with the skills and knowledge to manage a hybrid team. This includes training in clear communication, empathy, trust-building, and performance evaluation.
Prioritize Employee Wellbeing: The hybrid model can blur work-life boundaries, leading to potential burnout. Regular check-ins, mental health resources, and encouraging employees to take time off can help promote a healthier work-life balance.
Train Managers: Equip managers with the skills to manage a hybrid team. Training should focus on empathy, trust-building, clear communication, and performance evaluation.
Promote Inclusivity: Ensure all employees, regardless of where they are working from, have equal access to opportunities and resources.
Regularly Review and Update Policies: The hybrid work model is a new approach and it’s okay to not get everything right the first time. Regularly review and update policies based on employee feedback and organizational needs.
The Future of Work is Hybrid
The hybrid work model presents an unprecedented opportunity to reimagine the world of work. It combines the benefits of remote and in-person work while addressing the need for flexibility in today’s dynamic world.
As HR professionals, our role is to guide our organizations through this transition, ensuring a balance between business needs and employee wellbeing. By focusing on clear communication, robust policies, and a strong culture, we can harness the hybrid model’s potential and steer our organizations towards a more flexible, inclusive, and resilient future.
The journey to the hybrid model is a journey of continuous learning and adaptation. There will be obstacles and surprises along the way, but with every challenge comes the opportunity to learn, grow, and innovate. And in this journey, HR is not just a navigator but also a driver of change. It’s time to embrace the new normal and redefine the future of work.

Universal Health Coverage & Universal Social Protection: A joint agenda to improve health equity and well-being in the informal economy.
Tumblr media
Date: 12th of December 2024 from 9:00 to 17:30
Location: Hybrid event
Onsite: Room II at the International Labour Office in Geneva
Background: Human health and wellbeing are strongly determined by the conditions in which people live, work, grow and age. Therefore, working conditions, status in employment and effective social protection coverage, as they impact income, social cohesion, and inequality, also have an impact on people’s health, including mental health. Indeed, they affect nutrition, education, housing, healthcare seeking behaviours and other social determinants of health (SDH). Those determinants are rooted in the unequal distribution of power and resources which generates a social gradient in health at local, national and international levels, resulting in inequities in health outcomes within and between countries.
The bidirectional relationship between informal employment and health calls for integrated approaches. When indeed, addressing these social and environmental determinants of health requires the engagement of policy areas that go well beyond health alone, with a growing recognition of the importance of adopting multisectoral approaches to achieve health equity, which also contributes to greater social justice. This underscores in particular the need to reinforce the linkages between SDG target 1.3 on universal social protection (USP) and SDG target 3.8 on universal health coverage (UHC) to maximize their human development impact. Such integrated policies are aligned with the objectives of the Global Accelerator on Jobs and Social Protection for Just Transitions.
The ILO and the WHO are collaborating to explore inter-sectoral action to improve health and wellbeing, particularly in the informal economy, at the occasion of Universal Health Coverage Day 2024.
Agenda
09:00 - Opening
09:15 - Launch of the scoping review “Role of social protection in reducing the burden of public health and social measures during the COVID-19 pandemic: evidence review”09:45Session 1: Setting the scene – the interplay between informal employment, the absence of social protection and health and well-being
11:00 - Session 2: Contribution of integrated approaches to promoting occupational health and extending social protection

Top Benefits of a Hybrid Work Policy For Modern Workplaces
Tumblr media
The workplace landscape has undergone a significant transformation. The shift from traditional office settings to a more flexible work environment has given rise to hybrid work policies. A hybrid policy allows employees to work from a combination of remote locations and the office, providing flexibility and adaptability in how and where work is conducted. As businesses continue to navigate the challenges of the modern workplace, adopting hybrid work has become a game-changer for productivity, employee satisfaction, and operational efficiency.
In this article, we will explore the top benefits of a hybrid work policy and how it can positively impact modern workplaces. We will also touch on hybrid workforce monitoring, remote employee monitoring, and the importance of a solid hybrid policy template for businesses.
Benefits Of Hybrid Policies In The Workplace:
1. Increased Flexibility and Work-Life Balance
One of the most significant advantages of hybrid policies are the increased flexibility it offers to employees. This approach allows workers to choose where they work based on their needs, whether it’s at home, in a co-working space, or the office.
This flexibility helps employees maintain a better work-life balance, allowing them to manage personal responsibilities more effectively while meeting work deadlines. A well-structured work policy template can outline the parameters and guidelines for this balance, ensuring both productivity and employee well-being are prioritized.
2. Enhanced Productivity and Focus
Contrary to concerns about remote work hindering productivity, many businesses have found that a hybrid policy boosts employee output. Working remotely eliminates many distractions commonly found in office settings, such as frequent interruptions, unnecessary meetings, or office chatter. Employees often find themselves more focused and able to complete tasks efficiently in a controlled environment of choices.
By allowing a mixture of in-office collaboration and remote working, a sample hybrid policy can provide the best of both worlds: employees can engage in deep, focused work at home and participate in collaborative efforts when needed in the office.
3. Reduced Operating Costs
For businesses, a hybrid policy can translate into significant cost savings. With fewer employees in the office daily, companies can reduce overhead expenses such as rent, utilities, and office supplies. Additionally, hybrid work policies allow businesses to scale down office spaces without compromising operational efficiency.
Employers can look at hybrid policy examples from industry leaders to model their approach and see firsthand the financial benefits. These examples can guide them in crafting a policy that aligns with the company’s goals while minimizing unnecessary expenditures.
4. Access to a Broader Talent Pool
Tumblr media
A hybrid work model enables companies to tap into a wider talent pool without geographical limitations. With the flexibility to work remotely, businesses can hire top talent from different regions or even countries, offering access to a diverse range of skills and expertise.
5. Improved Employee Retention and Satisfaction
Employees are likelier to stay with a company that prioritizes flexibility and trust. A hybrid policy fosters employee satisfaction by offering them autonomy and the ability to choose how they work. This increased job satisfaction leads to higher retention rates, as employees feel more valued and trusted by their employers.
Implementing remote employee monitoring tools can help businesses track performance and productivity without compromising the trust and autonomy that employees value.
6. Encourages Innovation and Collaboration
While remote work offers flexibility, in-person interactions are valuable for fostering creativity and innovation. Hybrid work models encourage remote and in-office collaboration, creating an environment where employees can brainstorm, problem-solve, and engage with one another more effectively.
7. Simplified Hybrid Workforce Monitoring
Tumblr media
As more businesses adopt hybrid policies for work, monitoring and managing the hybrid workforce becomes crucial. Hybrid workforce monitoring ensures that both in-office and remote employees are meeting productivity standards and staying on track with their goals.
Technologies like remote employee monitoring software can help businesses maintain visibility over their workforce, track progress, and identify areas for improvement. These tools are essential for managing a hybrid team, ensuring that every employee contributes to the company’s success regardless of their location.
8. Better Business Continuity and Resilience
A hybrid policy also strengthens business continuity in times of crisis or disruption. Whether it’s a natural disaster, global pandemic, or other unforeseen event, companies that have a hybrid policy in place can quickly adapt and maintain operations without significant downtime.
9. Scalability for Growing Businesses
For startups and growing companies, scalability is a key consideration. A hybrid work approach allows businesses to expand without the immediate need for larger office spaces or increased infrastructure costs. Companies can hire remote employees as needed, scaling their workforce while keeping operational costs manageable.

Conclusion
The adoption of a hybrid work policy is more than just a trend; it’s a strategic move that benefits both employees and employers in today’s modern workplace. From improved flexibility and productivity to cost savings and access to a broader talent pool, the advantages are clear.

This article is from October but respectfully, I call BS. This feels a lot like a scare tactic. If you scare ppl away from applying to remote work, then you have the data to “prove” that people WANT to be back in the office. Manipulation at its finest.
Especially when they’re are more recent articles like this one (and data) to prove that the remote workforce is growing. 🤷🏻‍♂️

Why You Should Offer a Hybrid Work Schedule to Your Employees
Following the onset of the Covid-19 pandemic, employers were left to find innovative ways to maintain business continuity while protecting employees and the public. Remote work, although already implemented by some employers, became a viable option for employers who had not previously considered it, and employees seemed to embrace the idea of working from home.
Today, with the pandemic largely behind the United States, many companies are requiring employees to return to traditional office environments. Others are opting for a hybrid approach that allows employees to work from home and in the office. This approach doesn’t work for all types of businesses, but if you haven’t considered it yet, you may be selling your company short.
Productivity and Hybrid Scheduling
Studies have shown with some degree of certainty that hybrid workplace scheduling can lead to increased productivity. Once again, this isn’t the case for all employees or all industries, but for many, hybrid schedules cause workers to get more done when working away from the office.
If you’re concerned about productivity and the effect remote work may have on your employees, you can consider using hybrid workplace software. Most hybrid workplace software solutions available today include options to monitor employee productivity in real-time as well as review employee productivity during the hours they spend working from home over days, weeks or months.
Work-Life Balance Improves With Hybrid Scheduling
Many workers claim that hybrid workplace arrangements offer a better work-life balance. This often translates to improved worker satisfaction which then translates into increased productivity. The ability to run an errand in the middle of the workday while still having the chance to get things done at work is an attractive proposition in the over-burdened and fast-paced world of modern business.
When employees feel less pressure during the workday, they tend to focus on their tasks rather than putting them off. Likewise, office environments are often full of distractions like noisy coworkers, but home office environments can be set up to be more conducive to productivity.

The Werewolf's Pet Cat
Trans Male Yandere Werewolf x Trans Male Cat-hybrid Reader (CW: Noncon, mild scent kink, knotting, inhuman genitals, heat cycles, rut, werewolf yandere, reader being chased, trans male reader and yandere, yandere has transitioned via magic, general yandere behavior.) Word Count 2.1k (This is a commission for @trocha1c. I hope you guys enjoy it. Also this is not an omegaverse fic, there is knotting because the yandere is a werewolf and there is a heat cycle for the reader because they are part feline, sense of smell is mentioned because of their animal abilities, but there are no alphas or omegas in this universe.)
There were many servants in any castle, even in a smaller one like the one that you worked in still contained a sizable workforce. The dusting alone was an atrocious task. You would know, you were one of those numerous servants. Though you were the only one who was a cat-man.
Your tasks were largely various cleaning oriented jobs including dusting, sweeping, laundry, and occasionally bringing food from the kitchen to Lord Dran when he decided to have his meals outside of the kitchen.
That’s the task you enjoyed the most, it meant you got to be in his presence. He always smelled so nice. So… masculine. Even with your sensitive feline nose you couldn’t quite place what it was.
You had worked for him for about a year and you had been almost supernaturally attracted to him since the first time you met him. Of course… despite being a somewhat uncommon cat man you were still very much a commoner. And he was a lord.
You could never hope to be anything to him.
This wasn’t an incorrect line of thinking. Lord Dran was very much attracted to you as well. He could tell you were a kindred soul. He also possessed superior senses and he knew that even though you were a boy you had a pussy between your legs, and he could smell its arousal whenever you stayed in the room with him for any extended length of time.
He was once like you, a man with those parts, until he had paid a lot of money for a mage to conduct a complex ritual to give him the body he had always wanted. The fact that you were both trans made him want you much more. You’d understand him more than others.
But despite his deep seated longing for you he would have to be satisfied with stolen glances, your scent, and impure thoughts he harbored towards you, for he couldn’t ever deign to be with a commoner.
He had to use his position as a lord to solidify a political alliance for his family and strengthen the family position.
You were completely oblivious to his long stares and extra kindness towards you. In the end it didn’t matter though. They couldn’t amount to anything.
But the royal family, or at least his branch of it had a terrible secret. They were no longer human. They were all werewolves. Once a month during the full moon Lord Dran retreated to a fortified private room and grew into a large ravenous beast. One from nightmares, with a hunger for fresh game and with an instinctual need to find a mate to stuff its big knot into.
You didn’t have something so dramatic to struggle with, you only had a monthly heat cycle. They weren’t really all that bad, you just became significantly more horny, more sensitive to the scents of others, and a bit feverish. Nothing you couldn’t handle.
But it just so happened that your heat cycle coincided with the full moon.
One night, a full moon no less, you had been working late in the great hall cleaning up after earlier festivities. When you finished you headed for the servant’s quarters but for some reason you had made a wrong turn. And you were much closer to the room that no one ever went into. The one that always remained locked.
When you realized where you were you started to turn back but something alluring with a hint of danger hit your heat-enhanced nose and you were compelled to follow.
You got closer and closer to the door. What was that amazing smell? It was so strong now… and starting to cause you to make a wet spot from the arousal it was generating in you.
Suddenly you heard a muffled scream of pain through the thick door. You ran over to it and found that it was locked from the outside and through the glass panel you saw Lord Dran naked on the ground writhing in pain.
You immediately unlocked the heavy metal door and made your way inside, running to him with utmost concern.
“What’s wrong my lor-”
“Y-you… don’t.. under… stand… g-get ouuOOWWWLLLLL”
His last word turned into a pained howl as his body shook. His bones and muscles rearranged themselves before your very eyes as thick fur covered his body.
The seemingly human Lord Dran was a werewolf! A cursed Beast!
To say you were terrified was a gross understatement. Your heart was beating so fast that it hurt. Quickly, you turned to flee the room so you could lock the monster in behind you. But the speed of the werewolf was far superior to your own. He grabbed your leg, long claws raking against your supple skin, causing you to flop down on your belly.
It was at that exact moment that a shocked guard rounded the corner and saw the scene, you crying on your stomach, being pulled closer by his transformed Lord.
He had been given the duty to protect the door from anyone who may get too close, but he had left his post for a few minutes to take a leak.
And now this had happened.
You looked up at him standing in the doorway and screamed for his help, but when he got over the fear that paralyzed him he stammered out a quick apology and slammed the door before sliding the heavy lock in place, quite literally sealing your fate. He just couldn’t risk Lord Dran being released to save but one lowly servant.
The guard was sure you were going to perish in a horrifying display of blood and gore. YOU were sure you were going to perish in a horrifying display of blood and gore.
But a violent blow never came. Instead the beast flipped you over on your back and sniffed curiously at your crotch, nuzzling his nose into it. You desperately kicked away his face, but his angry growl was enough to make you stop.
The werewolf had determined that you were his mate, and while you didn’t know it yet he would never harm his partner. But… he also wouldn’t be denied his right to stuff them with his knot.
With extreme care not to harm your fragile skin, he carefully used his razor sharp claws to remove your clothing from your quivering form. You didn’t immediately understand exactly what his intentions with you were but it became clear what he wanted when he loomed over you and saw his large red cock erect and swinging beneath him. He pinned you down easily.
You shuddered as his cold nose nuzzled into your sensitive neck, taking in your sweet scent.
As his dick got closer to your entrance you renewed your struggle, forgetting the strength of the creature that was holding you down and the perceived danger he represented.
“No! No please! I-i don-”
This time he didn’t respond with a growl, instead opting to lick your neck to try and calm you down. He wasn’t going to hurt his little mate~ He just wanted to fuck you and take care of that heat cycle he could smell so clearly. He was helping you!
Encouraged by the whimpers his tongue on your neck brought out of you he started biting. Not hard enough to break skin, but they would still leave lovely little claiming marks.
The combination of stimulation from the bites, your heat, and his scent finally caused you to spread your legs for him, you barely registered what you were allowing as his cock plunged into your drooling pussy with an audible squelching noise.
With your tight wet warmth enveloping him his knot began swelling inside of you, making your toes curl and twitch as it kissed the walls of your cunt with every powerful thrust of your Lord.
Some part of your brain was still telling you to scream for help and cry and try to struggle, but it felt so nice to finally have a heat taken care of.
You wrapped your arms and legs around him, grinding your pussy into his dick, as he continued biting you wherever he could leave a nice claiming mark.
The two of you went at it nearly all night, bringing one another to orgasm many times over.
At some point, very late into the night, you passed out from exhaustion with the lycanthrope holding you close, nutting in you a couple more times before finally falling asleep himself. With his knot still tying the two of you together as he caressed you.
When Lord Dran woke up he was his normal human self, holding you in his arms.
He freaked out about the situation, but as soon as the guard informed him what had happened and he had a moment to reflect he knew what he had to do.
Regardless of your social status he would have to keep you very close at all times to ensure that you never speak of his “condition” to a single soul.
When you finally woke up you were confused and sore, covered in bite marks and a few scratches. When the memory of what had transpired last night finally rushed back to you, terror gripped your heart once more.
Lord Dran was a werewolf, and he had scratched you! Would you become a cursed beast yourself?
“Oh you’re awake! We have a lot to discuss…”
The first thing he explained, as if he could read your thoughts, was that lycanthropy passed via bloodlines and complex curses. Nothing physical.
That was a relief.
The next thing he explained was that he could never let you leave his side now. You’d have to marry him and there was simply no other solution. He could not risk his secret getting out. Even if the chance of someone believing you was small.
“I am so sorry this happened to you.”
Though to be honest he was quite happy. The his to any social status was worth it to have a mate that he can be with with no danger when his time of the month came around. He was sure he would have slaughtered anyone else, but you were so special. With you there he could focus on fucking instead of violent urges, it was more than he could ever have hoped for.
Just a day ago if you had been told you would soon be in a relationship with Lord Dran you would have been elated, but now you were just terrified. You didn’t want to marry a werewolf. You had sympathy for his situation, but this is not the kind of thing you thought that you could deal with.
//////////////////////////////////////////////////////////////////
ONE MONTH LATER.
It had been days since you had managed to escape the castle. With your keen animal-like senses you managed to be able to hunt and forage enough with yourself to get by. Plus you had managed to keep a bit of gold with you, just in case.
You wanted to make it to the next kingdom, but the way was long and the woods were dense. You probably had another week of travel before making it across the border. No nobles from your home country would dare cross without notice.
Night was fast approaching so you decided you would make camp until the first light of dawn. You were once again in heat so you slid a couple of your fingers into your pussy to take the edge off.
While you were masturbating you suddenly heard what sounded like branches breaking close by. You pulled your pants up and listened intently, your feline ears moving to try and locate the source of the sound.
Probably just an ani-
Your thought was interrupted by a great and blood curdling howl. And it was exceedingly close. Was it a wild wolf? Was it something… more? You didn’t stay to find out.
With your animal-like agility you wasted no time in running out into the dark. You could probably manage to outrun a wolf.
But the shadowy figure you saw pursuing you in the moonlight was no wolf.
And now that you were down wind you could smell it too.
Lord Dran.
In no time at all you were pounced upon, claws once again removing clothing and a huge erection prodding at your entrance.
Ah, his mate was already nice and warmed up for him~ How sweet!
His wolf form didn’t understand why his mate had run, but that didn’t matter now. The chase was won and he certainly would never let you have another chance at escape.

Troy is SO fucking interesting because he's like. A societally worthless person (by capitalist standards). Held back in school, grades are probably atrocious, has absolutely no useful skills, barely functioning social skills. And yet, because he's so privileged, the useless skill he does have is enough to carry him through life. If his father is anything like we're imagining, he probably talks to Troy all the time about people who don't work hard enough, people who don't contribute to society, and Troy probably adopts the same contempt for those sorts of people as other members of his social class do without thinking about it. But in all ways except the luck of his circumstances, Troy is one of those people! Furthermore, I believe that's why Troy's father doesn't like him that much - Troy may not have the self-awareness to realise he's functionally no different from the "lowlifes" and "moochers" of society, but his father does. His father is probably disgusted that Troy grew into someone so stupid, so worthless, so completely unsuited for the workforce.
On a second watch of the first episode, it's clear Troy is definitely struggling with some sort of handicap, even if he doesn't realise it, though whether it's a case of nurture or nature is up for exploration. He might be socially inept because he never had to learn to make friends, his father was always there to make sure people were kissing up to him. He might be terrible at schoolwork because he has no interest in it, and why would he try when he can pretty much do whatever he wants with no consequences? On the other hand, he might be autistic, he might have ADHD, he might be dyslexic. Or he might just be stupid! That's ok too! Regardless of the explantion, whether his upbringing damaged his development or if there was always something different about him, it's clear something is holding him back - and I'm excited for the point when he realises that he doesn't fit into the society of Wonder any better than the hybrids of Reclaim do.

Livestock AU
Where Cod characters are hybrids living on a farm -------------------
Tumblr media
Price and Alejandro were raised together, as guardian livestock animals they were raised together. Alejandro is a Llama hybrid and is trained to attack dog-like creatures he guards over the sheep. When Gaz the young border collie Hybrid was introduced he had to work with a very aggressive Llama that didn’t like his dog shape.
Ghost is a Kangal, like Price but much bigger. Ghost comes from a puppy mill and has to fight to get food. Very quiet dog unless intimidating the coyotes and wolves. Ghost learns quickly and tends to be the most independent but always comes back to check in with his fellow livestock dogs.
Soap is a Great Pyrenees who generally do anything required of him, mostly looking after the ducks, ducks, and goose. Very playful and young still learning the ropes but very good at his job does sleep during the day since he needs to be active at night. If he sees an unattended egg left over night will eat it.
Lastly is Gaz a border collie and very good at his job if he finds anyone miss behaving (most Soap sometimes Roach) he will bite them near the next to correct that behavior.
Laswell and Roach are both Barn cat hybrids. Laswell usually does all the recon missions and gets the boys to then check things out if she finds something suspicious. Roach is a rescue dumpster cat who survives being poisoned a few times. Very rambunctious and follows the guardian dogs around. Ghost is very fond of the silent cat, you will find Roach sneaking bites of Ghost dog food.
Lastly only recently added is an Alpaca. Rudy is situated with the Goats and as their alarm system acts like a less aggressive Alejandro. Alejandro and Rudy do see each other as packmates as well as their individual herd.
Nik is an old police dog who retired as a family dog, and will help out once in awhile when the urge to work hits him.
The livestock guardians’ main rival is a pack of wolves led by Graves. His shadow is a large pack of wolves that tries the farm every once in a while.
Another group is a group of Coyotes led by Valeria. She has gotten a few Birds from Soap which really upsets him.
The farm is currently being invaded by rats Led by Makarov and Laswell is trying her damnest to hunt him down, he and his Konni group are aggravating the farmer.
The farmer decided to get a few more barn cats.
Reader is a small kitten from another farm with too many cats they and their two friends, Farah a brownish cat hybrid, and Alex a big sandy color cat are added. Turns out Alex is the son of Laswell one of her litters.
Reader is treated like an eyesore by the older guardians until they are old enough to train, learn, and join the workforce. Reader mostly wonders around seeing each group and how they work, and finding their spot to rest in. Makarov once scared them and got scolded by Price. -------
It stupid idea idk was inspired a little by @tacticalanklebiter3000 and @frogchiro and the Hybrid side of Cod community

My own personal pet peeve Worst Trump EO is the one forcing all federal workers to abandon remote or hybrid work schedules. I can't think of a job better suited for hybrid work; government employees are paid less than they could make in the private sector and so need amenities as incentives to stay, and their work is typically very procedural and thus requires minimal collaborative creativity. Meanwhile, despite what a few headlines will tell you, hybrid work arrangements are increasing, not decreasing, and are the plurality of all office arrangements today. Most of the "mandate" stuff you saw from some big orgs was a combination of headline/selection bias and confusing the fact that fully remote work is decreasing in popularity, and orgs are transitioning to ~3 days in the office or some such.
The EO is just full on culture war, punishing government workers for the sin of being "Libs" who need to be owned. And, to boot, it is baking in the exact problem the federal workforce always has - a complete inflexibility on how they do their job due to the whims of politicians divorced from their org and mission. If I wanna hire the best person for a job and they demand 3 days remote or they going to Deloitte, then a hiring manager should be able to agree to that. None of his business CEO appointees would run their orgs this way. Even Elon Musk, with his headline Wars Against Remote Work at Tesla & SpaceX, couldn't actually achieve that, adding things like:
The billionaire added that “Working remotely is also ok if their manager vouches for excellence. Same policy as Tesla & SpaceX.”
As anyone who has managed anyone knows, half the staff are gonna be "excellent", and that aligns with anecdotal data I have heard (mainly SpaceX) that flex days are frequently taken outside of crunch times.
There is no illusion that this will help anyone. It is purely punitive, with maybe an added dash of trying to force people to quit for downsizing goals (shedding employees arbitrarily, selecting for those who have the best outside options - how strategic!)
