Hop's story is not necessarily about him being some useless garb Pokémon trainer. But rather being a Pokémon Trainer, as a profession, has never been his thing and just what he pursued out of desperation to be loved. That he won't live up to Leon and that's okay, because his true passion lies with Pokémon themselves. That being a professor is something that suits him much better. He's not pathetic and weak, he's just not as strong as you or Leon, he's not a trainer, and that's fine!

Hop and Leon's relationship is inherently built on toxic principles. Not to say it's abusive, of course. But Leon was six years old when Hop was born (estimation, not explicit canon), yet he raised him. He is the one who gave Hop the most of his attention. Hop is alone without Leon. And Leon is physically and emotionally absent a lot of the time. He has to be, he's the champion. He has to, he's always too busy with whatever Rose made him do for public favor at any given moment. Leon always, always, tried his best. But as evident in the games, he struggled to understand Hop as much as he thought he did or as much as he needed to. He always supported him in his attempts to be champion, but that wasn't what Hop needed. And when Hop needed him most, when Bede tore him down and when he lost the semifinals to Gloria, Leon wasn't there. He's not abusive to Hop, but he couldn't be everything he needed. Of course he couldn't, he's one man. One man who's been struggling with the responsibilities of multiple adults at 6 and 10. But when there's no one else there for you, you understand how failing to hit the bar will damage the child.

They care for each other deeply. They don't hate each other. But at the end of the day, the very core of their dynamic will always remain toxic and rotten, at least until they have a true heart to heart.
