When Morton makes a sandwich for the kids, she pops the trunk of the car first.
The trail left by rats and mice follows a narrow gap between the counter’s edge and wall. A while ago, she covered up a hole under a kitchen cabinet with white tape and pulled it back, showing the sticky side covered with more rodent feces.
She’s tried everything to keep the rodents out, but the traps she’s constantly setting do no good.
For the past year, the 28-year-old single mother of three has been storing nearly all of her dry groceries in the trunk of her car: flour, bread, cereal, juice, and lunch snacks for her kids.
Mold is growing in her bathroom around the tub and shower, which are cracked and stained orange. A broken seal lets water run out, and the floor sags a couple of inches.
Morton and two of her three children have asthma. The girl, Layanah, 4, was hospitalized twice in December after suffering asthma attacks.
She’s filed complaint after complaint to her landlord; the rodent infestation has gotten worse and has torn chunks out of her children's clothing and book bags. The clothes are now stored in plastic tubs.
The family lives in Halifax’s Uniacke Square, where a row of public housing units is owned by the Nova Scotia government. They applied to get a transfer to another unit but were denied by the newly formed Crown corporation responsible for running public housing in the province. The Nova Scotia Provincial Housing Agency replaced municipal housing authorities in December.
The provincial Residential Tenancies Act makes it clear that all landlords, including the new housing agency, are required to keep their rental properties in a good state of repair and fit for habitation. The agency’s own policies also require it to provide healthy, habitable homes.
The single, working mother didn’t know that when she contacted legal aid.
She has since discovered that policies governing who is allowed to move into a unit or how tenant complaints are handled are kept secret and that she, like any other tenant of public housing in this province, cannot obtain them.
Morton started asking the property manager for help in November but says she has run out of options.
“I don’t know what else to do,” said Morton. “They’re not telling me whether they’re going to move me somewhere or fix my place.
The damage to the home was apparent; there were also photos of dead rats and pieces of clothing with holes chewed in them.
Despite this, Morton is making gains in her work life. She joined the unit four years ago; she graduated from Nova Scotia Community College’s continuing care assistant program and has been working all over the city in various hospitals and nursing homes until she found a permanent, full-time position in private home care. She is now taking upgrading courses at NSCC so she can be a paramedic.
While this was going on, she tried to deal with the rodent and mould problems herself; it was only recently that Morton started looking for help.
Her daughter started getting sick in November. The rodent infestation was out of control, she said. Plus, she had a new infestation to worry about: carpenter ants. They were getting into children’s hair and her spice jars.

“I don’t have anyone. I’m here with three kids; you understand that I try not to make myself feel like I’m an angry black person, so I try to do my best, but it’s hard.”
She started documenting everything; she took pictures of the ants, mice, and rats she was catching almost daily, photographed her daughter in a hospital bed, and sent everything to her landlord, who works for the Nova Scotia government.
At first, she believed her complaints were being taken seriously. But in mid-November, the property manager showed up to do an inspection and was shocked by what she saw, recalled Morton.
“She looked at my unit and said, ‘Oh my God, you can't live in a place like this.’ ”
Within a week, an inspector showed up, promising that the rodent infestation would be dealt with and the bathroom would be fixed. I waited for someone to show up. A month turned into two, then three.
Then she started calling her landlord daily, telling her that nothing was happening--no one was answering or returning her voicemails, she said.
Morton’s kitchen appliances were also cutting out. Her refrigerator died in August, and she waited a month for a replacement. This month, her stove stopped working. A repairman showed up the next day but needed to order new parts, so she went a week without a stove before she was given a temporary replacement.
She had applied to transfer to another unit two years ago but was rejected because she had not reported her latest yearly earnings. The news in a January email from the assistant service coordinator of the province’s housing agency confirmed the issues in her apartment, noting: “concerns of mice and the smell of mice within your unit, as well as health concerns associated with dampness, assumed to be mould.” But the email said nothing about how the agency would address those issues.
The province wants to know how much money tenants make to determine how much they’ll pay in rent. She says she makes significantly more now than she did two years ago, when she earned just under $15,000; she now makes about $50,000, but the province doesn’t want to see her rent go up until the unit is made livable.
“I couldn’t let them raise the rent on me while my family lives in this,” she said, choking back tears.
Katie Brousseau, a community legal worker at Dalhousie Legal Aid Service who is familiar with Morton’s situation, says the predicament is not uncommon: tenants of public housing find themselves living in substandard conditions and don’t know their rights or where to turn for help; the housing agency’s inconsistent policies only add to the confusion, she says.
The province launched NSPHA six months after the auditor general delivered a scathing report that took aim at nearly every aspect of the public housing system.
It criticized public housing for not properly tracking and documenting nearly 1,700 complaints from tenants and often showing no evidence that issues raised by tenants were resolved.
The report said the province needs to establish a wide range of policies and procedures related to “client eligibility, application waitlist selections and transfers, income verification and rent calculation, property management, lease administration, rent collection, and procurement.”
Brousseau says cases like Morton’s might be avoided if those policies were available not only to tenants but also to housing support workers and the general public.
“That would help people get ahead of problems before they even arise,” said Brosseau. “We also need increased services and support for community legal education around tenants’ rights.”
The Department of Municipal Affairs and Housing said it could not comment on Morton’s case and asked for the agency's policies around responding to tenant complaints and repair requests to be provided. In an email, Higdon stated that the agency’s response depends on the severity of the complaint; emergency repairs, such as damage from flooding or fire, are addressed within one hour or less, and “regular repairs” are scheduled within 24 hours.
“Completion of the task is determined by several factors, including the complexity of the issue or the availability of parts or specialized labour to do the work.”
We also requested copies of policies mentioned in the auditor general’s report, such as housing eligibility, application wait-list selections, and transfer policies, but we were denied.
“A new website and new policies and procedures will be posted online as part of our commitment to increased transparency.”
The site isn’t finished, but the province announced last week it would spend $50 million upgrading public housing stock.
Brousseau is optimistic about the department’s pledge to improve transparency. "All too often, the government loses sight of what its true responsibility is here, she said.
“There are legal processes; there are internal policies; but at the end of the day, so much of this lack empathy,” she said. “People are entitled to a safe, acceptable unit that’s habitable.”

Two Rocks House
Two Rocks is a Net-Zero Passive House in rural Nova Scotia.
What was the brief? This home was designed for sustainability and beauty. As a Net-Zero Passive House the technical objectives were energy efficiency, healthy interiors and extreme comfort. Aesthetically the goal was to create a distinctive modern home that felt warm, comfortable, and rooted to the land.
Who are the clients and what’s interesting about them? A doctor and a food writer and their two sweet children. They were drawn to the tranquility and fertility of the property. They are developing the land as a small farm with fruit orchard and extensive vegetable and herb gardens.
What were the key challenges? A Passive House relies on large areas of south glazing and minimal north glass, however the owners wanted to highlight the stunning north view of Cape Blomidon. Additionally, the property contains acres of forest, and the homeowners requested a wood fireplace to burn site sourced fuel. However it is not ideal to have a wood fire in a Passive House due to the high level of airtightness and insulation as it will get too hot inside.
What were the solutions? Design optimization through energy modeling showed that with European Passive House windows the desired window openings could work with minimal compromise to the performance target. We figured out that the stunning north view would cost them $28 per year – well worth it. Locating their fireplace in the same space as the big windows would limit the impacts of overheating.
They may sometimes get too hot but effectively the fire and the windows cancel each other out. A low output model fireplace with a dedicated air intake was sourced.

‘We Bloom Amid the Snow’; N.S. posts emotional 2020 recap video
Nova Scotia’s provincial government has posted a poignant recap of a year that the province’s residents will likely never forget.
The seven minute, 46 second video posted to the provincial government’s YouTube recaps the events of 2020 in video, photos and voiceover - from the arrival of the COVID-19 pandemic, April’s mass shooting, and several other tragedies that occurred this past year, to the highs of businesses reopening, families reuniting, graduations, and the province coming together in the face of tragedy.

“As the year draws to a close, we remember the events that brought us together, and kept us apart in 2020. We are thankful for the Nova Scotians who stepped up to help their neighbours and communities through tough times. We remember those who are no longer with us. We continue to practice healthy habits and look out for one another,” states the videos description.
The video begins with white text over a black background, introducing the premise that the Nova Scotian symbol of the ‘Mayflower’ suggests high achievement in the face of adversity.
“The humble evergreen blooms amid the last remaining snows of winter”, read the introduction, before dissolving to title card ‘We Bloom Amid the Snow’.
As dates begin to fly by the screen, voiceover of various news reports across the world reveal information about the coronavirus pandemic, at a time when so little was known about the virus that would change lives around the world.
The calendar comes to a screeching halt on the date of March 14, as N.S. Premier Stephen McNeil announces the first three presumptive cases of COVID-19 have arrived in the province.
Just over a week later, McNeil declared a provincial state of emergency ‘effective immediately’ on March 22.
The video then shows quick flashes scenes of the early days of the pandemic. Closed businesses, museums and schools, eerily quiet streets and airports.
McNeil makes another appearance on April 3, when the Premier first punctuated one of his news updates with what became a viral provincial rallying call “Stay the Blazes Home”.
An emergency alert warns Nova Scotians to stay home to protect themselves and others, as more visuals of quiet streets and public places fill the screen.
The music then takes an uplifting turn, as businesses are shown pivoting their operations to produce much needed hand sanitizer and personal protective equipment for frontline workers, as local business owners and residents send messages of thanks.
A selection of images from Halifax’s Northwood long-term care facility show signs of support posted outside the campus where 53 of the province’s 65 COVID-19 related deaths occurred.
The music and video fades as the video transitions to another tragedy that shook the hearts of Nova Scotians; a touching display of images from the quiet community Portapique, N.S., where on the night of April 18, a gunman began a 13-hour rampage throughout northern and central Nova Scotia, killing 22 people in the largest mass shooting in Canadian history.
The province’s rallying call of ‘Nova Scotia Strong’ makes its first appearance, amid tributes of Nova Scotia tartan, flowers and signs, remembering the victims, including RCMP Const. Heidi Stevenson, a 23-year veteran of the RCMP, killed in the line of duty on April 19 while responding to the active shooter.
Unfortunately, tragedy continued to hit Nova Scotia hard this spring; a Cyclone helicopter from a Halifax-based navy vessel off Greece crashed on April 29, claiming the lives of six service members, including Sub-Lt. Abbigail Cowbrough, a Dartmouth resident whose remains were returned home during a procession on May 11.
On May 17, Canadian Snowbirds Capt. Jenn Casey died in a jet crash in Kamloops B.C.,, just two weeks after the Snowbirds began a cross-country tour by flying directly over Portapique, N.S. Thousands lined the streets of Casey’s hometown of Halifax on May 24, as a procession throughout the city honoured the young officer as she returned home for the last time.
“So much death, so much sadness and it’s hard to cope, but we have to. It’s who we are, we are resilient and we are strong,” says a voiceover from Premier Stephen McNeil. “We need to grieve and we need to feel. To the families, take your time. To the rest of us, we need to honour those whose lives were lost, by continuing to be proud Nova Scotians and support one another.”
A spring filled with tragedy turned to a summer filled with promise, as signs of warm weather are coupled with images of businesses reopening and Nova Scotians volunteering as the province’s COVID-19 case numbers declined.
“By acting together, having a strong positive sense of community, and by knowing we are doing these things we are actually caring for each other, we will get through this,” said Dr. Robert Strang, Nova Scotia’s Chief Medical Officer Health.
One highlight of 2020 was when the household bubbles were ‘burst’ on June 18, allowing families to reunite after nearly three months apart, leading to touching images of grandchildren finally being able to hug their grandparents again.
On July 3, Nova Scotia and the other three Atlantic provinces created the ‘Atlantic bubble’ allowing unrestricted travel between provinces, and creating opportunity for more families to reunite. While the Atlantic bubble ended on Nov. 26, there is hope that 2021 will see it return.
The summer of coming together continued, as the Black Lives Matter movement reached Nova Scotia with large rallies and public shows of support held across the province.
June also saw a graduation season unlike any other, with drive-by graduation ceremonies and other creative displays of congratulatory wishes to students who had experienced an unprecedented semester of education.
“I am proud of you for adapting during this unprecedented time. On behalf of all Nova Scotians, congratulations,” says McNeil in a voiceover.
“I am so proud of the people of this province coming together to support each other. We’ve got this. And when this has passed, let us say that love spread more quickly than any virus ever could,” says the final voiceover from Strang, as the video concludes with images of the vaccine arriving in Nova Scotia.
The final shot of the video displays a banner reading ‘In This Together’, as Nova Scotians look to 2021 with a new sense of hope.

The New Reality: N.S. food producers reaching new customers, but will interest wane after COVID-19?
This is the fourth in a series of stories looking at the new reality of life during the COVID-19 pandemic in the Maritimes. You can find the full series here.
Since the start of the pandemic in Nova Scotia, pies have been flying off the shelves at the Humble Pie shop in Dartmouth.
In fact, sales have been so good, co-owners Shauna MacLeod and Mike Noakes had to choose between keeping the shop open for walk-ins and moving their business to an online, pre-ordered pickup and delivery service.
They went with the latter.
“Within the first few weeks we were selling as many and a little bit more than we were selling during our regular workweek, within five days a week,” said MacLeod.
“To our surprise, we thought we were opening a service to our regular customers and promoted it solely with social media, but we’re seeing more and more new customers trying pies.”

Humble Pie is just one of several Nova Scotia food vendors and primary producers that have seen a spike in new customers during the pandemic. They know the lock-downs have prompted a renewed interest in buying local ingredients and each has their own theory as to why.
“I think (consumers) are looking at local products differently because they feel that it’s a more secure supply,” said Michael Trombley, co-owner of the Meadowbrook Meat Market in Berwick, N.S.
“The other thing is, they don’t want to stand in the lineup for major supermarkets and this provides an alternative to that.”
Since the start of the pandemic, Trombley’s business has lost about 30 regular customers — including restaurants — but he’s gained about 30 new ones through online orders and curbside delivery.

Estelle Levangie, owner of Thyme for Ewe Farm in Millville, Cape Breton, said she believes people are scooping up local meat in case external supplies run out, and because they’re looking for ingredients that will keep them healthy during the pandemic.
Since COVID-19 hit, she said her supply of chicken and pork has completely sold out, and pre-orders for the incoming batch indicates the trend will continue.

“This virus does not care about how much money you have in your bank account, what’s going to make a difference is how healthy you are,” she told Global News. “Maybe people are realizing they should probably eat healthier.”

It's all right, Claire.” He told her.

Though researchers aren’t sure exactly why it works, several studies have found a connection between eating a meal together and our physical and mental health. The advantages seem particularly strong for kids, who benefit from seeing healthy eating habits and positive communication modelled at the dinner table, but, according to Twyla Nichols, the coordinator of YWCA Halifax’s Food First program, we all stand to gain something when we make time to eat together. “When you sit down and eat, you’re relaxing,” she notes. “You slow down.”
This is especially true for seniors, who tend to be at a higher risk for social isolation. Communal meals help by taking the focus off eating and placing it on conversation, community and enjoyment.
Nichols has seen some of the benefits firsthand. She hosts a Food First program complete with a free lunch at YWCA Halifax every other week for around a dozen women. It’s open to all ages, but is mainly attended by seniors. Nichols says that without the communal meal, many of these women would likely be lonely, which can have a serious impact on mental health. “A lot of them are also widows, so if they didn’t have that type of thing to do, they would be alone,” she says.
