Under the planned rules mishandling a wheelchair would be a violation of the ACAA, airlines would be required to immediately notify the passenger of their rights. Airlines would be required to repair or replace the wheelchair at the preferred vendor of the passenger's choice as well as provide a loaner wheelchair that fits the passenger's needs/requirements
