Dandy used to break the fourth wall in the cartoon all the time, kind of how Dora does it - where he'd ask viewers at home questions and whatnot.

This translated over to his toon self. He's in a delirious state when selling from his shop, and isn't acknowledging any of the toons around him.

He's talking based off instinct, directing his commentary to nobody in particular. This is why he doesn't look at the toons, really, or address anyone by name.

This especially is why he gets confused easily when nobody is buying from his shop and why he never sells things toons need. He's not really .. all there, exactly.
