Cisco really can't read the room that he messed up. You could make the excuse he wasn't aware there were current issues between Oliver and Felicity, but Caitlin wasn't aware either but was able to read the room and tried to ease and fix the situation... only for Cisco to make it worse by comparing to Barry and Iris.

Which is why Caitlin had to talk to Felicity alone afterwards to make her understand why (and without Cisco around to make it worse)
