You just can’t keep your hands to yourself for five minutes, can you?” Angela taunted. Tim pursed his lips and shook his head, annoyed at the fact that his sex life was being openly discussed at work. “It was Valentine’s Day. Not my fault.” “Literally all I wanted was a back rub.” Lucy replied curtly as she walked over and dropped a file on Harper’s desk. Nyla looked up, eyeing her up and down. “Yeahhh…Leah was a backrub baby too.” Angela chuckled. “Jack was a ‘few too many shots of whiskey’ baby. Also a ‘we don’t need a condom it’s just one time’ baby. And Wesley wasn’t allowed near me for at least six months after he was born. So, good for you, Lucy.” "Yeah, well…” She smiled; eyes cast downward. “He’s not exactly bad at it…” Tim huffed and threw his arms up. “I’m right here. You see me, right?” The girls erupted into laughs as Tim stormed off, muttering about this being the exact reason he didn’t discuss his personal life at work.

Something that really burns my biscuits is when people claim that Tim's response to Lucy's fake confession in 3x09 proves he wasn't into her.
I think Tim was simply trying to maintain a professional boundary, especially since he was still her Training Officer (TO) at the time.
In my opinion, Tim began to realize his true feelings for Lucy during the "Day of Death" (DOD) episode, but being the self-doubting person he is, he suppressed those emotions. Remember how broken and unworthy Tim felt at the beginning of the series? He likely felt equally undeserving of Lucy's affection.
It wasn't until Lucy kissed him in 4x22 that Tim acknowledged his own feelings ran deep, and realized that she wanted more from their relationship as well. This moment marked a turning point for Tim, allowing him to confront and accept his emotions.
This interpretation is further supported by Tim's character development throughout the series. We've seen him struggle with feelings of inadequacy and low self-worth, which would naturally lead him to doubt his own emotions and question whether he's worthy of love.
Moreover, Tim's reaction to Lucy's fake confession can be seen as a defense mechanism, a way to protect himself from vulnerability. By downplaying his emotions and maintaining a professional facade, Tim avoids risking rejection or hurt.
However, as the series progresses, we see Tim gradually open up and confront his emotions. His journey towards self-acceptance and self-love allows him to recognize and reciprocate Lucy's feelings, culminating in their romantic relationship.

“You’re thinking too loud,” Lucy rasped, interrupting his spiraling thoughts.
“Huh?” Tim said as he turned his head to look at her.
“You’re supposed to be my pillow, and I can tell that you’re thinking too much because your body is getting tense,” she mumbled as she tapped his chest. “Relax.” She shifted her body slightly to get more comfortable.
Tim hummed into a smile. “Sorry,” he whispered. Then he forced air into his body and pushed it through his lungs, trying his best to intentionally relax his muscles.
Lucy chuckled softly. “Better. Give me a few minutes to work on waking up and then we can talk about whatever you’re so worried about.”

“I couldn’t stop thinking about you today,” she confesses, tipping her head back to meet his eyes and settling her hand on his chest in a way that gives life to a warmth radiating through his center. How is he supposed to function when every little thing she does has him feeling like he’s melting on the inside?
“Yeah, I got that from your 332 texts,” he teases gently as he brushes his thumb along her jaw. Lucy’s steady stream of memes and ridiculous ClipToks and random, entirely irrelevant facts about sea turtles had easily been the very best part of his day. Up until now that is.
She bites her lip, little lines forming between her brows, “Was it too much?”
He finds his focus drifting from the conversation as he allows a finger to continue the journey down her neck and along her collar, finally fully processing the feel of her silk robe under his hands, the deep red of her lips, and the picture perfect waves tumbling down over her shoulders.
“Tim,” a tinge of a whine enters her voice as she tries to draw his attention back to her question. But if it’s conversation she’s interested in, she has absolutely chosen the wrong outfit. He leans in for a better look — what exactly is that bit of lacy black fabric peaking out from the deep V-neck of her robe?

Famous Last Words
The heat between them is unbearable.
Not the heat from their still-burning bodies, not the feverish, reckless sex. The other one. The one that devours everything, that gnaws at their control, that threatens to explode if either of them dares to move, to speak, to breathe too loudly.
Lucy stares at the ceiling. Fists clenched in the sheets. Her throat is tight, her heart pounding too hard against her ribs. She could close her eyes, pretend, hold onto this illusion. Just for a few more minutes.
But she can’t. Not this time.
She sits up suddenly, yanking the sheet up with her like it could erase what just happened. But he’s still there. Tim. Fucking Tim. Sitting on the edge of the bed, shirtless, head bowed, one hand gripping his already-messy hair.
Like he’s waiting for her to explode.
"Why did you leave?"
The question hits the air before she can stop it.
Tim goes still. Muscles coiled tight, like a trap ready to snap. But he doesn’t turn around.
"Lucy…" His voice is rough. Barely a whisper. But she has no patience left for his whispers.
"Say it. Tell me why you chose to destroy everything instead of—" She stops. Her fingers tremble. Fuck. Fuck.
Tim stands up abruptly. He faces Lucy, his blue steel gaze locking onto hers.
"You think it was easy?"
"I wouldn’t know, Tim. You never let me."
His laugh is bitter, broken.
"You think this is better? Screwing each other whenever we get too tired of hating one another?"
Lucy stands too. Too close. Way too close.
"We don’t hate each other."
"Then why did you sleep with me?"
She doesn’t back down.
"Why did you sleep with me, Tim?"
His jaw clenches. Fuck, he wants to run. But she won’t let him.
"Because you’re the only thing I’ve ever wanted."
Bam.
The confession hits like a bullet to the chest.
Lucy falters. Her breath catches. He actually said it.
Tim rubs a hand over his neck, steps back, like he himself doesn’t know what the hell to do with that truth.
Lucy catches him before he can run further.
"And you think I wanted something else?"
Silence. A fucking electric silence.
Lucy places a hand on his chest, right over his heart, which is pounding just as hard as hers. He’s burning beneath her fingertips. She feels him shake.
"Say it again."
Tim shuts his eyes, his breathing unsteady.
"Lucy��"
"Say it."
He gives in. Of course he does.
"You’re the only thing I’ve ever wanted."
She kisses him before he can take another breath. Before he can think about everything that’s still standing between them.
It’s soft and violent all at once. Her fingers tangle in his hair, her body pressing into his like she’s trying to anchor him to her.
Tim lifts her with a sharp, desperate movement, pinning her to the wall, hands feverish against her bare skin.
This isn’t sex to forget. This isn’t running away.
This is a fucking choice.
And this time, no one is running.

She tentatively scoots over until she’s laying with her head resting on his chest. Tim curls his arm around her and pulls her closer, pressing her body against his side. She folds one arm between them and rests her other on his chest, palm spreading wide over his heart. She can feel the steady beat beneath her hand, can hear the echo where her ear is pressed against him, and it gives her something constant to focus on. Lucy inhales deeply, Tim’s familiar scent grounding her as well. She exhales slowly, nestling her nose further into his chest and closing her eyes as the comfort seeps into her muscles. He threads his free hand into her hair, cradling the back of her skull and tilting his chin to press a kiss to the top of her head, and Lucy feels a tear escape through her closed lids at the tenderness of the gesture. It trails down her cheek before sliding over the edge and soaking into the fabric of his shirt.

"Where Are You, Boot?"
"Did Chen do that thing?" Miles asks between bites of lettuce, trying his best to stop the sauce from dripping down his chin.
"What thing?" Seth puts his own sandwich down in favour of his drink, taking a long thoughtful sip.
"You know..."
He feels himself lurch forward, his head narrowly missing the dash. Heaving, he waits for his senses to return as he makes sense of everything.   "I've been shot!"   "What?!" His head whips around to face her, giving her a cursory glance as he tries to figure out if he misheard or if there's something he's missing.   "I've been shot, boot." She repeats, enounciating each word in the hopes he understands the severity of the situation. "You have to call for help."   He hadn't heard anything... She looks fine, nothing like what he's heard of about being shot, but he pulls out his radio, giving her the benefit of the doubt. Maybe she's been through this before. Maybe she's stronger than they've given her credit for...   "Dispatch, this is 7-Adam-19. I need an-"   Snatching the radio from his hand, she dismisses the call and shoves it to her side. "Wait until I have finished speaking, boot." She growls.   "You have to call for help." She repeats one last time. "Where are you?"   Eyes wide, he searches for a sign, a landmark, anything that might assuage his T.O. even if just for the moment. He knows this place, but he just can't-   "And now I'm dead." She leans back in her seat, sighing as she returns the radio. "After five minutes, I want you to name every road we've passed and at least one landmark."   "Yes ma'am."  
"Did Bradford?" Seth asks him back, hoping he wasn't the only one who felt like he was being hazed. It's his first day on the job, can't they cut him some slack? He knows he's a bit slower than most, and it takes him some time to process and adjust... 
"I owe Bradford 20 bucks." Miles says in lieu of an answer.
"What?" Seth crumples his wrapper, tossing it into the empty carton.
"Bradford was Chen's T.O., says he practically taught her everything she knows." Miles smirks knowingly. "Though I think there's something more going on if you know what I mean."
Seth furrows his brows. "I don't think Sergeant Bradford would appreciate you talking that way about him."
Shaking his head, Miles continues. "You should've seen the way he reacted as soon as you mentioned your call sign. His knuckles turned so white I swear I saw his bones peak through."
"And you know that crease in his forehead, apparently it goes way deeper than that." The texan chuckles. "He took five whole minutes after Chen called it off to cool down, and even after that, he was still on edge. He-"
"Boots!" Tim's stern voice cuts through the crowd. "Quit the twittering and let's go. The streets won't patrol themselves."
"Yes sir." They chorus, following him back to their shops as they try to ignore the way his hands linger just a second too long on Chen's back.

Summary:
Everyone is so preoccupied with picking up the pieces of their own grief that the dark circles under her eyes and the vacant expression on her face go unnoticed. But Tim notices.

The weeks following Jackson's death are a blur.
Tim knows grief manifests itself differently in everyone. They deal with it on the job all the time—situations when strong feelings have people do things they might not otherwise do. It lingers around long after the loss has been processed and it has a tendency of coloring everything a hue of gray. It comes in all shapes and forms, and Lucy's way of dealing with it perfectly encapsulates who she is as a person. 
They don't ride together anymore, so he's not able to really check in with her as often as he'd like. But true to herself, she puts a smile on her face and bakes lactation cookies for Angela, offers help with babysitting and checks in with everyone. She even brings baked goods to work, and despite the passion she seems to have for the pastime, she lacks actual talent in that department. Not that anyone has the heart to tell her. 
Her empathy makes her want to take care of her chosen family, but the fake smile never quite reaches her eyes, and he hates the fact that he knows her so well that he sees right through the facade she so carefully puts together. 
Everyone is so preoccupied with picking up the pieces of their own grief that the dark circles under her eyes and the vacant expression on her face go unnoticed.
But Tim notices.
And really, he probably should leave it alone as well. Lucy's his former rookie, and therefore no longer his responsibility. At least that's what he keeps telling himself, but the fact is that she snuck up on him, and now she's sort of, maybe, kind of, his friend. 
The hurt and the sadness are logical emotions. She lost one of her best friends, only a couple of months after being abducted and buried alive by a serial killer—a tough year by anyone's standards. But the fact that she looks like she hasn't slept in days, or that she looks so small in the huge hallway of the station like the tiniest wind could knock her over—it's the proof that she insists on being there for everyone, except herself.
"Chen, wait up."
He tries to catch up with her, but she either doesn't hear him or pretends not to and continues walking away.
"Lucy. Please."
