idk why it took me so long to realize that the reason D'Anna starts executing hostages in Revelations is to force the final three to come over because she realized they weren't going to leave Galactica. She probably knew Tigh wasn't going to come after he tried to stop Tori, but when Anders/Tyrol didn't show I bet she decided to force their hand.
