Witnesses have described a "horrific" scene after a mother and her two girls were doused in their car with a "corrosive substance" in south London.
The family, three responding police officers and two others who tried to help were taken to hospital after the attack in Clapham on Wednesday.
One witness told the BBC the mother cried: "I can't see, I can't see" as he tried to help. "It was quite horrific," he added.
Police are searching for the suspect.
The Metropolitan Police said emergency services were called to Lessar Avenue, near Clapham Common, at 19:25 GMT on Wednesday evening after reports of an attack with a suspected "corrosive substance".
Tests were ongoing to determine the substance involved, the force added.
As the sun rose over Clapham Common, a white car was wrenched onto a van and removed from the street.
Earlier in the night, police forensic teams in protective gear examined the vehicle, which had stopped diagonally across the tree-lined street.
A couple who live on Lessar Avenue said they ran into the street after hearing a cry for help and then the sound of a car crashing.
"We came outside and saw this guy and he took a girl out of the car and he slammed her to the ground twice," a man, who did not want to give his name, said.
"I chased him half way down the road, but I was in slippers so didn't get very far.
"As I came back, that's when I saw the woman who had been attacked ... so I ran inside to get some water and just sprayed her down with water."
He described seeing what looked to be serious burns to her face.
The witness's partner said she suffered burns to her face, arm and lips after caring for one of the children involved, and was taken to hospital but later discharged.
She was one of eight people taken to hospital - five to a major trauma centre, and three to a local hospital.
A ninth person was discharged at the scene, the London Ambulance Service said.
The Met said three officers suffered what are believed to be minor injuries. The extent of the victims' injuries have not been confirmed by police.
Labour MP for Streatham Bell Ribeiro-Addy told BBC Radio London the incident was "a huge shock to those living around the area".
"We are asking people to come forward if they have any information," she said.
As the search for the attacker began, residents said they heard the whir of helicopters through the night.
The nature of the attack has left residents distressed. "How can people do this sort of thing?" one neighbour asked.
London Fire Brigade confirmed two crews from Clapham and Battersea fire stations attended the scene to help provide emergency care to the mother and two children.
"Crews also used specialist equipment to detect a corrosive substance that is believed to have been used in the incident," it said.

UK: Labour MP Bell Ribeiro-Addy warns government of ‘criminal liability’ over Israel arms sales The UK has suspended 30 arms export licences to Israel after a review by the new Labour government, but rights groups say that is not enough Imran Mulla Tue, 09/24/2024 - 09:00 Ribeiro-Addy called on the Labour government to uphold its commitment to international law (UK Parliament) Labour MP Bell Ribeiro-Addy has warned that the UK government remains in danger of criminal liability over its supply of weapons to Israel. The backbench MP, considered on the left of the party, made these remarks at a Palestine Solidarity Campaign (PSC) fringe event on Monday evening at the ruling Labour Party’s annual conference in Liverpool. Ribeiro-Addy also warned that the conflict in the Middle East is widening to southern Lebanon. “The danger is a regional war,” she said. The event had already drawn controversy after it was revealed that party managers had prohibited the use of the words “genocide” and “apartheid” in promotional brochures referring to Israel’s campaign against Palestinians. Ribeiro-Addy noted that there is “no question” where public opinion stands on selling arms to Israel and emphasised that Labour must uphold its commitment to international law. In early September, the Labour government suspended 30 of the 350 arms export licences to Israel.  Ribeiro-Addy criticised the ongoing sale of UK-made F-35 parts to Israel. These parts make up 15 percent of every fighter jet and have been used by Israel in its war in Gaza. “There’s been a lot of hot air over F-35s,” she said. “The government is in danger of criminal liability for supplying weapons to Israel, not just parts for jets but all jets.” She also called for the “safe release of Israeli hostages” and stressed that “all sides need to stop fighting”. ‘Palpable opportunity’ Attendees of the event also listened to speeches from Omar Barghouti,  co-founder of the Boycott, Divestment and Sanctions (BDS) movement, Sara Husseini, director of the British Palestinian Committee (BPC), and the PSC’s Ben Jamal. Husseini said that “Britain and Labour played a pivotal role in the elimination of Palestinian peoplehood”, noting that the Nakba in 1948 took place during Clement Attlee’s Labour government. “Labour has a palpable opportunity to right these wrongs.” Labour conference: Heckler condemns 'disgusting' arms sales to Israel during Rachel Reeves speech Read More » Jamal said Labour “cannot claim to be a party of human rights” while staying “silent in the face of atrocities in Gaza”. Earlier that day, Chancellor Rachel Reeves’ speech at the Labour party conference was interrupted by a pro-Palestine protest. As the protesters were hauled out of the conference hall, Reeves hit back at them, declaring: “This is a changed Labour Party. A Labour Party that represents working people, not a party of protests.” Scottish National Party MP Stephen Flynn slammed Reeves’ behaviour, saying: “If you were being heckled for selling arms to a government that has killed or injured over 100,000 civilians, you’d surely be minded to show just a little empathy.” “But then again, this is quite clearly a changed Labour Party,” Flynn said. genuinely it would be good. starmer has shown he is 100% hostile to pluralist democracy. a new party would bite his ass and hurt
say:
the seven MPs form a party with corbyn, 8 MPs
the four other independents caucus with them, 12 MPs, making them the fourth largest party ahead of the SNP
or let’s get even crazier
they form a non-aggression alliance faction with the greens, 16 MPs
they develop an anti-starmer faction with the SNP, Plaid and SDLP: 31 MPs
they form a non-aggression one-time-only electoral reform pact with the liberals and alliance: 104 MPs, only 17 behind the tory party on 121
cruella defects to Reform leaving tories on 120, 16 ahead
kim johnson, nadia whittome, dianne abbott and emma lewell-buck defect to the new socialist party: 110 MPs, 10 behind
r*sie d*ffield caucuses with them as an independent: 111 MPs, 9 behind
13 of the potential socialist defections: tahir ali, mary foy, ian lavery, grahame morris, kate osborne, bell ribeiro-addy, john trickett, clive lewis, dawn butler, nav mishra, rachael maskell, rachel hopkins, olivia blake
if nine of them join the socialists or the theoretical pro-electoral reform pact, or if the tory 120 number is reduced either by alienated centrish MPs defecting directly to the pact or by typical tories resigning in disgrace, then the pro-democracy pact would overtake the tories and become the official opposition, effectively forcing the government’s hand to deal with electoral reform, or be badly damaged by them in the election
LABOUR SUSPENDS SEVEN LEFTWING MPs
seven MPs voted to abolish the child benefit cap, seven MPs were suspended
John McDonnell, Rebecca Long-Bailey, Zarah Sultana, Aspana Begum, Richard Burgon, Ian Byrne, and Imran Hussein
all six are removed from the labour party for six months, where there’ll be a review
speculation of a potential new party with corbyn will be off the scale

We believe that sexist attitudes and contempt for women run through the fabric of society, and we are angered and upset by the fact that every three days a woman is killed by a manin the UK. Women are raped, beaten and murdered by our own partners, husbands, brothers and fathers, as well as by complete strangers. The domestic abuse services we need are being defunded and shut, and the selling of social housing stock means women at risk of violence in the home have no safe alternative long-term accommodation for themselves and their children. Rape is effectively being decriminalised in this country and this is as unacceptable as it is disturbing.
The Metropolitan police use heavy-handed tactics to silence people, as was clearly demonstrated during the Clapham Common vigil on 13 March. We are appalled by the behaviour of the Metropolitan police. As opponents of violence against women, we have a human right to gather to show solidarity and support to one another. It is clear to us that the police cannot be allowed to have absolute power over the right to freedom of association, and we are calling for united opposition to the policing bill because we believe that this will have a detrimental impact on our human rights and civil liberties as women.
Our demands are as follows: investment in domestic abuse services, rape crisis support, the NHS and other vital care and support services for women; investment in social housing for women and children at risk of domestic abuse; and an immediate and urgent inquiry to the unacceptably low conviction rates for rape and the systematic failure of the criminal justice system to provide justice for women.
With regard to policing in the UK, we demand that a full apology is issued by the Metropolitan police for the events on Clapham Common; a full external inquiry is opened into the attitudes and behaviour of the police force towards women; and that the policing bill is dropped and our right to protest is upheld. Sarah Everard: On the doorsteps of Brixton, sombre scenes as vigils held by candlelight
Tumblr media
In a tiny cul-de-sac in Brixton, less than two miles from the violent scenes on Clapham Common, three households stood on their doorsteps in silence.
Their heads bowed, their faces blank, and their hands all holding a candle.
This unified pose had not been planned in advance. The only thing that had been was the time of the vigil – 9.30pm.
Tumblr media
Image: MPs are calling for change
But when that time came, the neighbours all moved as one. Among them was a family of seven, with two young children. Despite the biting wind, they too stood motionless for several minutes.
Their houses are just metres from where Sarah Everard went missing. But it’s not just Brixton that’s been brought to a standstill by her suspected murder.
This sombre scene would have played out on streets up and down the country, as thousands took part in virtual and doorstep vigils that campaigners hope will shine a light on the issue of violence against women.
Tumblr media
“We want to see change. We want to see safe streets for women,” Jessica Leigh told Sky News.
More from Reclaim These Streets
She’s part of the Reclaim These Streets movement, which organised the vigils. Although the event in Clapham Common was cancelled, the group was given the green light for a much smaller gathering on Brixton Hill.
Two groups of six women placed 118 candles – one for every woman killed by a man in the last year – at the foot of two trees before holding a moment of silence.
“We are at a really pivotal moment in our history,” said Dr Rosena Allin-Khan, who is the Member of Parliament for Tooting.
“Now’s the time to say enough is enough. We can’t live in fear anymore.”
Tumblr media
Image: Candles, messages and flowers left on the steps of the Parkinson Building at the University of Leeds in West Yorkshire
She was one of three local MPs in attendance, at an event which was sanctioned because it was classified as a “commemoration of life”.
“It’s about saying that, as women, we won’t be silenced,” said Florence Eshalomi, MP for Vauxhall.
But as their social media notifications fizzed with news of the scuffles in Clapham, frustrations about the vigil’s policing quickly bubbled up.

‘Deeply disturbing’: Arrests at vigil
“This is what happens when you restrict people’s right to protest,” said Bell Ribeiro-Addy, Labour MP for Streatham.
“People were looking to come together to hold a very decent vigil, socially distanced that would’ve been marshalled. People would’ve dispersed within an hour.”

Future of the Suburbs: Suburban Taskforce

UK Suburban Taskforce – Future of the Suburbs
10 Dec 2020
UK Suburbs Future Inquiry
Suburban Taskforce: An Inquiry into the Future of the Suburbs – preliminary findings
London: 10th of December 2020 – Today, the APPG for London’s Planning and Built Environment hosted a public meeting of Parliament’s cross-party Suburban Taskforce to present and discuss emerging themes from the Taskforce’s inquiry into the future of the suburbs.
The Taskforce, which is comprised of politicians from both Houses of Parliament, was established this year to review evidence of the state of Britain’s suburbs and make recommendations to the Government on policy initiatives to enhance them. It is co-chaired by Dr Rupa Huq MP and David Simmonds MP, assisted by UCL as Knowledge Partner and with an Advisory Board chaired by Jonathan Manns, Board Director and Head of Planning and Development at Rockwell.
Welcoming attendees to the webinar, Dr Rupa Huq MP highlighted the importance of the Taskforce’s work. She stated her hope that the suburbs will “become resilient and sustainable in the 21st century, as we continue our work to help chart a course towards a suburban renaissance across the country.”
Jonathan Manns, Board Director at Rockwell and Chair of the Suburban Taskforce Advisory Board added: “This is an important opportunity to summarise the preliminary feedback and wide-ranging evidence received by the Taskforce from across society. There has been a broad response from members of the general public, built environment professionals and local authorities amongst others. We now look forward to building and analysing our evidence to gain a clearer understanding of how the Taskforce can provide meaningful direction to the Government to ensure suburban areas, and their populations, are not overlooked or neglected but can instead thrive and improve.”
Supported by UCL’s Bartlett School of Planning, Dr Lucy Natarajan and Dr Dimitrios Panayotopoulos-Tsiros, presented an overview of the initial qualitative and quantitative data which focused on a range of emerging themes including the character of suburbs, their relationship to urban areas and growth pressures. Key themes emerging were those of anomie vs vibrancy and homogeneity vs diversity, capturing a sense of the changing nature of suburban experience. Of those who responded to the “Call for Evidence”, it was noted that many raised similar concerns about the housing market, place-based experience and environment.
The initial quantitative data, much have which has been obtained in partnership with the Estates Gazette, suggests that outer London is significantly more residential in nature than inner London, with an impact on the provision of and demand for social and physical infrastructure. There is, for example, an inverse relationship between the provision of pubs and GP surgeries between inner and outer London, with more pubs in inner London and more surgeries in outer London.
It was also flagged that there could be more than one suburban character, with different building morphologies and distributions of local services between areas. It was also made clear that there is an appetite for engagement with the detail and strategic side of development plan-making. The elephant in the room was that growth pressures come from the burden of concentrating development in London and the wider South East of England; a matter firmly aligned with the Government’s current ‘levelling-up’ agenda.
In concluding the session, Dr Rupa Huq MP commented: “This bodes very well for the future outcomes of the research, which will continue in earnest now into the new year with engagement from myself and other colleagues on the Taskforce. We look forward to building a more detailed picture of our suburbs today and helping to shine a spotlight on key issues deserving of the Government’s attention.”
The Suburban Taskforce will continue to review and build-up the evidence with a view to further examining what is driving these trends, whilst exploring the implications of the last nine months a as a result of Covid-19. The taskforce seeks to identify national trends but, in its first phase, will have a specific focus on London as a pilot study.

About the Suburban Taskforce
The Suburban Taskforce is an independent inquiry into the state of the suburbs and charting a course “Towards a Suburban Renaissance”. It is a cross-party parliamentary taskforce, comprising representatives of both Houses of Parliament, from all political backgrounds. It seeks to set out an agreed agenda for change. Its goals are:
To illuminate the nature of social and economic activity in the suburbs. This is to include patterns of work, life and play and associated conditions in terms of investment, expenditure, built and natural environment.
To illustrate the potential differences between suburban areas and those which are either more central or more rural, in addition to wider spatial distinctions which may exist, for example between larger and smaller settlements. In doing so, to inform our understanding of what constitutes a “suburb” in 21st Century Britain.
To identify policy mechanisms and interventions which may assist in supporting the long-term sustainability of suburban areas. This will have particular regard to supporting polycentric centres, not least through fiscal considerations such as taxation and investment and the management of change through the planning system.
The Taskforce currently comprises the following members:
Co-Chairs: Rupa Huq MP (Labour) and David Simmonds MP (Conservative)
Vice-Chairs: Jon Cruddas MP (Labour) and Gareth Bacon MP (Conservative)
Lords Liaison: Baroness Susan Kramer (Liberal Democrat)
Current Members
Karen Buck MP
Seema Malhotra MP
James Murray MP
Bell Ribeiro-Addy MP
Steve Reed MP
Sam Tarry MP
About the All-Party Parliamentary Group (APPG) for London’s Planning and Built Environment
The All-Party Parliamentary Group (APPG) for London’s Planning and Built Environment will act as the Secretariat to the Suburban Taskforce. It was inaugurated in October 2015 to provide a cross-party forum for consideration of planning and development matters in London. It has been Chaired since inception by Dr Rupa Huq, MP for Ealing Central and Acton. It was convened by Jonathan Manns, Board Director at real-estate developer Rockwell and widely recognised as one of the country’s leading urbanists, as an important step in helping develop a coherent political voice on key issues affecting the future shape of London.
About UCL
UCL is the number one London university for Research Strength, recognised for its academic excellence and global impact. The Bartlett School of Planning is one of the leading research-led planning schools within Europe. As Knowledge Partner to the Suburban Taskforce, UCL’s support will be coordinated by Dr Lucy Natarajan and assisted by Dr Dimitrios Panayotopoulos-Tsiros.
