I think the Seventh Doctor is not the absence of morality, but morality in excess. The other Doctors are not moral. They will get people killed trying to save as many lives as possible, whereas Seven is pragmatic. He will kill one so nine can live, whereas other Doctors, in their desperation to not kill and to save them all, will get five killed and only five will live. Seven cares deeply about people, and his caring means that he is not above sacrificing one for the many, or many for the even greater many. The other Doctors are not moral enough to make this sacrifice.
