One of my favourite things about the 2012-13 NHL lockout -- yes, I have more than one favourite thing about the 2012-13 NHL lockout, what of it? -- anyway, one of my favourite things about the 2012-13 NHL lockout was that Nicklas Bäckström and Alexander Ovechkin still played together during it, for Ovi's boyhood team Dynamo Moscow. It had a "yeah, Nick, why don't you come over to my house and we'll play some hockey until all the unpleasantness gets sorted out" kind of vibe, and it was nice! (Image Source)

Hey there anon, thank you for the request!
In the first spread I asked what's currently happening with the ban from IIHF's perspective. So the Emperor is authority, laws and limits. There is an authoritative figure that made the decision, and it was created on a state level above iihf's. Knight of swords is righteous anger, and it is directed at the emperor, look at how determined it is to overrule the emperor's decision. It tells me that regardless of iihf's official position, there's a lot of disagreements with the ban within the organization and even outright resistance. It definitely wants a quicker resolution to the issue, but the emperor's ranks higher, so it's not going to be very effective. Emperor is authoritarian and absolute power, unless it decides otherwise the ban will remain. 3 of cups is dissatisfaction with the current state of affairs.

Judging by the empress in the first row, it's a very emotional subject from the Russian perspective. If the resistance in the first spread was coming from a place of dissatisfaction, boredom and stagnation, Russian hockey team is fighting for self realization, progress and growth. I would say Russians have a better chance to influence the Emperor than IIHF because the Empress is a major arcana, just like the Emperor.
3 of swords - the ban is a heartbreaking loss for the Russian side. Ace of wands is the card of new beginnings, new opportunities, liberation. Ace of cups - Russian team's request will be granted soon. It's one of the best card to receive, it promises the best scenario and healing.
6 of cups - returning to the past you miss, or reverting the ban. The devil that comes next can be something that taints the victory. Returning to the past could be self destructive. If we read a vertical row - the righteous anger and resistance we see above (knight of swords) can transform into into a self-destructive vengeful acts of the Devil. But the Sun that comes next promises the best ending to this saga. Sometimes Sun shows me a gold medal.
